Position Summary
Reporting to the VP Redevelopment and Capital Projects the Director Service Planning & Operational Readiness will provide leadership for the ReImagine BCHS Redevelopment project for the Brant Community Healthcare System (BCHS). The Director Service Planning & Operational Readiness will be responsible for leading programming planning executing and evaluating all Clinical Planning Operational Planning Operational Readiness and Transition Planning initiatives and other post occupancy work such as the PostOccupancy Evaluation if required. The Director Service Planning & Operational Readiness will be knowledgeable regarding projects delivered using a PublicPrivatePartnership (P3 model the Ministry of Health capital planning process and Infrastructure Ontarios (IO) processes.
The Director Service Planning and Operational Readiness will work in tandem with the Director Planning and Design and play an integral role as part of the BCHS Redevelopment Project Team in bringing expertise of leadership clinical organizational and operational perspectives to the programming planning design and implementation processes for the new hospital build at BCHS to ensure high quality efficiency and effectiveness on day one of operations and beyond.
Primary Responsibilities
- Overall responsibility for leading and managing the Service Planning and Operational Readiness team including internal (staff) and external resources (consultants).
- Work in partnership with the Director Planning and Design to lead the Redevelopment team external consultants advisors and sponsors to identify and achieve redevelopment goals.
- Lead open communication and effective collaboration with the Redevelopment team to ensure a cohesive approach to successful project delivery.
- Work closely and effectively with internal hospital resources in communications finance procurement quality biomedical IT facilities and engineering.
- Lead and oversee the Operational Planning and Readiness Team in the development of all clinical and operational project documentation including Ministry of Health submission requirements and all efforts to prepare for and advance from stagetostage.
- Chair or lead task forces working groups user groups and committees as required.
- Participate in and share accountability with the Director Planning and Design for the further development of the Redevelopment Roadmap and Schedule.
- Participate and be accountable for the Work Breakdown Structure(s) for the operational planning and readiness project requirements.
- Participate in the development and evaluation of Request for Qualifications (RFQs) and Request for Proposals (RFPs) as required throughout the project lifecycle; participate or colead the process post announcement of preferred proponent throughout design and construction. This process may vary depending upon the P3 procurement model. Participate in and share accountability with the Project Director Planning and Design for the development and maintenance of the project management documents such as the Project Risk Register and Issue Log as it relates to the clinical operational and transition and operational readiness planning scope of the project to ensure risks are tracked and managed and issues are identified and resolved early.
- Lead the Service Planning and Operational Readiness Team to work with operational and medical leadership frontline staff and external consultants as required to ensure that the development of design reports Ministry of Health submission requirement documents and other project documentation is aligned with the Project Vision Project Roadmap Ministry of Health Design Standardization requirements and is coordinated and integrated.
- Participate in the development and provision of regular project reporting.
- Share responsibility with the Project Director Planning and Design for leading development of a design. performance management report to ensure that all elements of the hospitals design program are being achieved at all stages of the project.
- If required by the Ministry of Health develop a design research framework to support a Post Occupancy Evaluation. Participate in the development of user groups and act as the link for projectrelated communication related to design of clinical workflows operational planning and readiness transition planning and process improvement.
- The Director Service Planning and Operational Readiness will direct the planning and implementation of all Operational Readiness initiatives to ensure safe and quality patientcentered care in the new hospital facilities supported by a robust patient/family/staff/physician engagement strategy.
- Working with the operational readiness team consultants and internal hospital team members develop the strategy for operational readiness including phasing decanting and transition of all stakeholders programs and services.
- Accountable to develop efficient and effective processes policies and procedures for activation of the new hospital facilities and respective clinical units.
- Responsible for strategic communication and at all levels of the organization including senior leadership and the Board of Directors.
- The Director Service Planning and Operational Readiness will facilitate effective and timely decisionmaking throughout the development and of the Redevelopment and be accountable for executing the approved redevelopment scope schedule and budget throughout early and detailed planning and the remaining stages of the redevelopment process. This position will report to and seek support from the VP Redevelopment & Capital Projects and ensure that decisions follow the formal approval process established for the project. Issues will be identified and escalated up to the VP Redevelopment & Capital Projects as required.
- The Director Service Planning and Operational Readiness in partnership with the Director Planning and Design is responsible for the management of Redevelopment team staff and consultants.
- The Director Service Planning and Operational Readiness working in partnership with the Director Planning and Design will ensure the timely delivery of all project deliverables to meet major project milestones including Revisions to Proposal Functional Program Design and PSOS Development. They will work in partnership with the Director Planning & Design to also ensure timely delivery of the balance of project deliverables throughout the Transaction Development Procurement and Construction stages.
- This position will collaborate with the Redevelopment Team as well as internal hospital team members and external consultants as required in a spirit of Plan Do Check Act to meet project objectives.
- Attend or colead as required with the Director Planning and Design all projectrelated meetings with the Redevelopment Steering Committee Senior Leadership Team BCHS Board of Directors and Committees of the Board Ministry of Health Ontario Health Infrastructure Ontario and others as required.
- Share accountability with the Director Planning and Design for the development of presentation and reporting materials for the Redevelopment Project Steering Committee Senior Leadership Team BCHS Board of Directors and Committees of the Board Ministry of Health Ontario Health Infrastructure Ontario and others as required.
- Ensure a collaborative approach to decision making ensuring agreement and signoffs are obtained from others as required.
- Assist with projectrelated communication planning and stakeholder engagement.
Mandatory Qualifications
- Masters degree in Health Administration Business Nursing and/or Health Quality
- Bachelors degree in Health Administration Business or Regulated Healthcare Program
- Minimum seven 7 years of progressive leadership experience in hospital operations across multiple programs and services with progressive leadership experience and experience working on the development of healthcare capital projects (preferred but not required)
- Registration is held in good standing with the applicable regulatory body.
- Evidence of effective customer service organizational interpersonal communication leadership judgment critical thinking and decisionmaking skills.
