Fiscal Analyst 4 (FA4/FS)

All HCA employees will apply an equity lens to their work which may include but is not limited to all analyses of core business and processes.

About the division:

The Financial Services Division (FSD) which in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners provides strategic financial expertise for Apple Health Community Behavioral Health (CBH) PEBB and SEBB programs. In addition FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual operating budget. Functions include budget management accounting forecasting professional and hospital rate setting financial analysis and payment/collection operations. This division maintains a close working relationship with agency program policy and clinical divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.

About the position:

This Fiscal Analyst 4 reports to the Accounting Supervisor (FA5. This position serves as the agencys accounting expert on behavioral health inpatient services. This position works closely with the behavioral health budget analysts in processing appropriation/proviso transfers transferring Medicaid capitation payments from the Mental Health program to the substance use disorder program and processing nonMedicaid funds payments to the Managed Care and Administrative Service Organizations. This position also manages the Tribal Advance program for behavioral health

services issuing payments reconciling quarterly tribal reports and processing journal vouchers moving associated expenditures between funding sources.

This position is eligible to telework parttime but is frequently required to report onsite tomeet business need.The default assigned work location of all Health Care Authority (HCA) positions both onsite and telework eligible positions is within the State of Washington. Frequency of onsite work will vary based on business and operational needs.

Duties

Some of what you will do:

  • Monitor behavioral health appropriation and proviso transfers. Each month pull AFRS data and analyze monthly/YTD information to support appropriation transfers.
  • Review program expenditures to determine issues with spending and making appropriate adjustments or working with other staff to ensure adjustments are made.
  • Processes nonMedicaid payments at the beginning of each month to the Behavioral Health Administrative Service Organizations (BHASOs) and process Criminal Justice Treatment Account (CJTA) payments to counties and Administrative Services Organizations.
  • In coordination with the budget office this position determines how much to disburse each month to our Managed Care Organizations and ASOs which includes ensuring provisos are charged appropriately.
  • Mental Health InPatient billings review inpatient billings for each of the BHOs/IMCs the billings themselves are processed by another staff member. After review updates receivable tracking worksheet and provides invoices and statements to the accounts receivable unit to use when payments come in by check or EFT.
  • Process journal vouchers moving receipts deposited into Revenue Source 0499BHOPMT to appropriate expenditure coding.
  • Process behavioral health accruals for Community Services pulls AFRS data to analyze the trends and determine amount to accrue for these services each month.
  • Pulls AFRS data to prepare the Executive Management Information Services (EMIS) report to the DSHS Research and Data Analysis unit.
  • For tribes opting to utilize the advance payment option this position will process these payments based on funding amounts in their contract. Reconcile tribal advance funds on a quarterly basis moving expenditures to the appropriate funding source. At fiscal yearend reconcile the amount of unspent funds for each tribe sending a statement to the tribes requesting funds be returned. Will have to record appropriate accruals in the accounting records for the recovery of these funds.
  • Annually assist in fiscal year close activities processing estimated accruals for the Community Services program of which future liquidations are processed; reviewing general ledger accounts and subsidiaries cleaning up errors and identifying amounts that will need to be written off as well as other various activities required at fiscal year close.Submit AFRS edits for new or updated coding for the Behavioral Health programs.

Qualifications

Required qualifications:

Knowledge of:

  • State of Washingtons budget and accounting policies and regulations.
  • Principles and procedures of governmental accounting.

Ability to:

  • Apply and adapt established accounting methods to a variety of accounting transactions.
  • Assemble analyze and prepare reports of complex financial data.
  • Proficiently produce fiscal reports in Enterprise Reporting (ER) or Web intelligence.
  • Proficiently navigate the Agency Financial Reporting System (AFRS) including toolbox.
  • Follow and comprehend complex policies procedures directions and regulations.
  • Communicate effectively both verbally and in writing.
  • Work independently.

Skills and abilities:

  • Ability to established effective accounting procedures dealing with financial record keeping
  • Ability to assemble analyze and prepare reports and statements and determine their significance
  • Ability to follow and comprehend complex directions directives and regulations
  • Use spreadsheet and database software to develop and maintain records
  • Ability to organize the work environment prioritize work assignments and work independently perform electronic mail tasks.

Qualifying candidates will also meet one of the following criteria options:

Option 1:

  • Masters degree in a financial related field certification as a Public Accountant Internal Auditor Certified Governmental Financial Manager or Management Accountant.

Option 2:

  • Bachelors degree which includes 18 quarter or 12 semester hours in accounting auditing or budgeting.
  • Two 2 years of relevant professional experience.

Option 3:

  • Associates degree which includes 18 quarter or 12 semester hours in accounting auditing or budgeting.
  • Four 4 years of relevant professional experience.

Option 4:

Six 6 years of relevant professional experience.


Preferred qualifications:

  • Working knowledge of programs policies and procedures.
  • Agencys complex cost allocation and account code structure.
