*This application is for a reclassification of an existing position open only to designated internal candidates invited to participate in this examination process.*

The incumbent will be responsible for developing and administering programs to ensure employee contractor and visitor safety within the Maintenance and Operations Department; to ensure facility compliance with safety and health regulations policies and procedures; to provide approaches and solutions to managerial and supervisory personnel for safety/health problems encountered in any/all areas of the Department; review research and provide safety training programs.

The Safety and Training Analyst is a journeylevel class position and operates with minimal instruction uses rules regulations and industry standards as a guide and is responsible for administering safety programs within the Maintenance and Operations Department. The incumbent provides training and expertise across the Department to mitigate risk ensure compliance and educate employees on proper procedures and best practices.

Examples of Essential Functions

  • Design coordinate organize implement schedule and/or provide a variety of safety and training programs for Maintenance and Operations employees including OSHA required training and other training related to employee safety.
  • Review and research training programs for the Maintenance and Operations Department; collect compile and review information from various sources; make recommendations to supervisors and management based upon effectiveness time commitment location and cost; implement new programs as necessary.
  • Assist in overseeing Maintenance and Operations safety programs to protect employees against harm and to maintain safe working conditions; suggest and help implement work safety standards; make recommendations concerning compliance with applicable state and federal safety (OSHA) requirements. Collect safety data statistically analyze that data and prepare reports making recommendations for improvement.
  • Conduct equipment and vehicle inspections; evaluate physical conditions safe work practices and hazardous operations; make written recommendations for corrective action as required.
  • Conduct facility and workplace inspections; evaluate physical conditions safe work practices and hazardous operations. Ensure the Maintenance and Operations Department is in compliance with state and federal laws and regulations and health and safety practices; make written recommendations for corrective action as required.
  • Coordinate training programs and activities with outside agencies and organizations as necessary.
  • Maintain a variety of records and files related to safety and training programs ensuring all OSHA and other required documentation is up to date organized and easily retrievable when requested; prepare reports and other correspondence as appropriate and necessary.
  • Maintain awareness of new developments in the field of safety and training programs; incorporate new developments as appropriate; attend training as necessary.
  • Maintain compliance with applicable environmental health and safety regulations permits and safety programs; maintain regulatory records training records reports and correspondence; prepare reports and maintain written correspondence to regulatory agencies.
  • Participate in the development and implementation of emergency and disaster response plans; including attending training for FEMA Incident Command System certification.
  • Ensure the operations have proper safety programs including (but not limited to) safety orientation workplace safety hazard communication lock out/tag out confined space entry hearing conservation bloodborne pathogens hot work permits respirator programs (including fit testing and physicals) forklift training driver safety equipment and tool safety and electrical safety ergonomics etc.
  • Develop Job Hazard Analyses (JHAs) for various routine and special maintenance procedures with assistance from Public Works staff; provide input for Standard Operating Procedures (SOPs) / Work Instructions.
  • Evaluate and inspect Maintenance and Operations for overall safety. Immediately notify the appropriate supervisor/manager and staff of potential safety or health threats. Document investigate and provide recommendations and training regarding incidents and near miss accidents; identify potential accident causes and hazards; make recommendations for preventative action. Train and assist staff in the creation of SOPs for job site safety.
  • Investigate safety and health complaints accidents injuries incidents or other violations of safety policy or regulations; evaluate and discuss possible solutions with management recommend best solution document findings and recommendations implement approved solution and communicate solution to affected employees.
  • Lead safety discussions in management meetings.
  • Draft safety policies for approval by management.
  • Perform related duties as required.

Minimum Qualifications

The following minimum qualifications are required to be met at the time of application.

Combinations of education and experience that are equivalent to the following minimum qualifications are acceptable.

Education:
Bachelors degree from an accredited college or university in occupational safety construction management or a related field.

Experience:
Two years of journeylevel safety and training experience related to construction management or general industrial safety programs.

Substitution:
An additional two years of journeylevel experience may substitute for up to two years of the degree requirement.

Licenses and Certifications:
Must possess a valid drivers license or otherwise demonstrate the ability to independently get to and from multiple work locations as required.

Requirements of the Position:
OSHA 10hour certification is required within 14 days of appointment and OSHA 30hour Construction Course certification must be obtained within six months of appointment

Desirable Qualifications:
Certification in one or more of the following areas: Certified Safety Professional (CSP) Certified Industrial Hygienist (CIH) Occupational Health and Safety Technologist (OHST) Construction Health and Safety Technologist (CHST) Associate Safety Professional (ASP).

Examination Process:
Applicants must meet the minimum qualifications and pass the examination for this position to be eligible for hire. The examination will consist of a Training and Experience evaluation (T&E) weighted at 100.

Training and Experience Evaluation (T&E) Details:

Employee/Veteran Preference in the Event of Tie Scores:
On promotional examinations (Rule VIII Section 9 in the event of tie scores resulting from final rating including seniority points a classified employee will be awarded veterans preference and provided a rank preference if one 1 of the eligibles has submitted proof of honorable discharge from the military service. This preference will only be administered in the event of tie scores. Documentation must be submitted at the time of application.

Seniority Points:
Classified employees of the City of Reno shall receive seniority credit computed by adding to a passing score as follows: The final ranking will include the applicable seniority points added to the overall grade of the examination process. For each full year of continuous service completed 0.2 points will be added up to a maximum of ten 10 years... 2 points will be the maximum. Rule VIII Promotion Section 9. Seniority Credit.

Appointment and Certification:
Appointments to positions in the Citys Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a persons rank on an eligible register. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs for as long as that register is viable.
