Job Description

Leidos has an extensive Proposal Operations team that supports growth objectives for the US Navy & Marine Corps IT Business Area. This Business Area includes the Service Management Integration and Transport (SMIT) contract which is the largest IT services program for the Navy delivering the core backbone of the NavyMarine Corps Intranet including cybersecurity services network operations service desk and data transport.

Leidos is seeking an experienced candidate to perform Proposal Quality Assurance within the US Navy & Marine Corps IT Business Area Proposal Operations organization.

The Proposal Quality Assurance role will directly support the US Navy & Marine Corps IT Business Area including the three domains of the SMIT contract inclusive of NMCI ONENet and MCEN. The candidate will support development of quality new business and oncontractgrowth/sole source efforts for service orders program modifications and project orders and requests. The candidate should have an understanding of Federal contractor bid and proposal management and quality standard practices. The successful candidate must learn and adapt quickly to new processes and technologies and have ability to work in a selfdriven manner in a fastpaced environment. In this position the Proposal Quality Assurance candidate must exhibit strong leadership skills and the ability to work with program and functional teams to drive tasks to closure.

Primary Responsibilities

The Proposal Quality Assurance Specialist is responsible for the following:

  • Author compile edit and proof programmatic deliverable and proposal documents workbooks and presentations using internal approval processes in compliance with customer and business operations schedules.
  • Ensure that presentation materials and documents conform to program standards and Data Item Description (DID) requirements and that branding/messaging of documents adhere to program and customer standards.
  • Have responsibility for review and delivery of contractually required time sensitive program governance materials.
  • Work closely with Proposal Managers Solution Leads Contracts and other staff and be responsible for managing multiple assignments simultaneously.
  • Ensure document and version control for all deliverables assigned.
  • Work in an internal document Microsoft SharePoint Online library with assigned deliverables.
  • Support in developing and updating program style guides.
  • Provide or coordinate special documentation services as required which may include collection development editing and peer review of proposals training and other materials as assigned.
  • Support development and management of all document services and quality assurance related activities within the Navy & Marine Corps IT Proposal Operations.
  • Participate in continuous improvement of processes and efficiencies that result in high quality documents and deliverables.
  • Adhere to proposal deadlines and deliver on commitments to the Government.
  • Assist in the editing of executive level reporting and briefings to Leidos and Government leadership.
  • Contribute in efforts to enhance standard proposal libraries in support of organizationwide proposal development tools and templates.
  • Ensure all materials developed by the team are accurate and meets business objectives.
  • Maintain tight proactive communication with Proposal Operations teams support teams and leadership.
  • Other duties as required.

Basic Qualifications

  • BA/BS or equivalent and 8 12 years of prior relevant experience or Masters with 6 10 years of prior relevant experience
  • US citizenship and must have ability to obtain a DoD SECRET security clearance.
  • Excellent verbal and written communication skills with the ability to succinctly communicate.
  • Excellent editorial discernment and judgment.
  • Excellent attention to detail good organizational skills very strong proofreading abilities.
  • Ability to handle multiple projects on tight deadlines.
  • Knowledge of grammar and ability to develop as well as follow style guidelines.
  • A creative thinker who thrives in a fastchanging environment.
  • Flexibility to adapt to changing/evolving customer needs.
  • Proficient in Microsoft Office suite and SharePoint Online.
  • Experience with Navy/DoD programs.
  • Strong analysis skills with the ability to identify and improve processes and determine needs to successfully deliver proposals in short turnaround timeframes.
  • Able to multitask selfassign work and function in a dynamic fastpaced environment.
  • Ability to manage virtual and geographically disparate resources.

Preferred Qualifications

  • Currently possess an active DoD SECRET security clearance.
  • Working knowledge of Leidos proposal processes and standards.
  • Prior knowledge or experience in writing/editing or managing Federal contract proposals.
  • Prior experience with Navy programs especially around IT solutions and services procurements.
  • Ability to remain upbeat positive and constructive within a dynamic environment operating under highpressure deadlines.
  • Knowledge or experience in Lean Six Sigma practices.

Pay Range:

Pay Range $80600.00 $145700.00

The Leidos pay range for this job level is a general guideline onlyand not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job education experience knowledge skills and abilities as well as internal equity alignment with market data applicable bargaining agreement (if any) or other law.
