Job Description

Develops and provides training and technical assistance for child protective services caseworkers supervisors and administrators. Provides training practice/process development and consultation for Ohio Department of Children and Youth (DCY) employees Public Children Services Agencies (PCSAs) County Departments of Job and Family Services (CDJFS)Juvenile Courts IVE program (IVE Courts) public and private agencies community organizations and work groups to ensure compliance with federal and state regulations rules and laws; serves as a point of contact for county agencies regarding child welfare programs and family services programs; works to increase Children Services program effectiveness as measured by the Child and Family Services Review (CFSR) MultiEthnic Placement Act (MEPA) and the State Child Protection Oversight and Evaluation (CPOE) review (e.g. anticipates consequences for agencies not complying with federal and state requirements and performance expectations); assists PCSAs CDJFS and IVE Courts in formulating strategies for achieving federal child and family outcomes in the areas of safety permanency and wellbeing; utilizes and demonstrates an intermediate skill level in Statewide Automated Child Welfare Information System (SACWIS) and the Business Intelligence Channel (BIC); through professional development and technical assistance assists PCSAs and CDJFS agencies with achieving and maintaining compliance with goals and benchmarks outlined in Ohios Performance Improvement Plan (PIP) and Plan for Practice Advancement (PPA); consults with service providers to ensure proper administration and implementation of programs provide focused support guidance and skill development to assist counties with identified practice needs; partners with counties to assess needs and evaluate Individual Training Needs Assessment (ITNA) coordinates provision of trainings available through the Ohio Child Welfare Training Program (OCWTP); assists with the statewide learning management system(LMS) functions provides direct support in applying policy to practice/process evaluates outcomes and contributes to policy development; responds to inquiries from recipients CDJFS and Children Services Board (CSB) staff legislators providers and general public; ensures uniform application of program policies and procedures by meeting with other central office and field office staff to share information; as directed by supervisor responds to inquiries from government officials and general public through verbal communication and/or written communication; participates in program development evaluation and revision with CDJFS directors administration and other staff (e.g. participates in solving problems and developing systematic processes to increase program effectiveness; provides structured guidance and presents inhouse training to agency staff and others involved in administration of program/service delivery).Reviews training curriculum and guidance created by vendors and other DCY program areas to assure content is aligned to DCY policies procedures and rules and industry best practice standards. Training topics include but are not limited to professional skill building CAPM concepts new/revised rules and multiple disciplines within the child protective services profession.

Under direction independently or as part of team researches analyzes formulates/revises and implements policies procedures and/or administrative rules for assigned human services program area(s) based upon federal acts where guidelines are nonspecific litigation task force recommendations administrative decisions analysis of legislation or combination thereof to establish states minimum standard of practice.

Performs other related duties as assigned (e.g. attends and participates in staff meetings; travels to attend meetings conferences and trainings; operates personal computer to produce correspondence reports and other documents; maintains logs records and files).

Or completion of graduate course coursework in social or behavioral science health services public administration public policy management or comparable field; 24 mos. exp. in researching developing or implementing policies related to social services health services public policy or comparable field; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets statistical analysis graphics presentation & word processing.

Or 2 yrs. exp. as Human Services Developer 1 69461 with experience commensurate with duties to be assigned per posting of job opportunity (e.g. if assignment is in area of policy development for aid to dependent children education training &/or experience must have been in area of aid to dependent children).

Or equivalent of minimum class qualifications for employment noted above.

Supplemental Information:
Unless required by legislation or union contract starting salary will be the minimum salary of the salary range 13 (step 1 currently $33.45 per hour) associated with this position.

All answers to the supplemental questions must be supported by the work experience/education provided on your civil service application. Attachments will not be considered as part of your application.

Proficiency Instruments/Assessments may be required for this position; Applicant must demonstrate proficiency with a passing score to move on to the structured interview portion. Regardless of a passing or failing score all results will be maintained for 6 months. Applicant with a passing score will be retained and utilized this 6month period. Applicant with a failing score in the same classification may not retake the same selection assessment for this 6month period.

Travel required as needed. Must provide own transportation or in order to operate a state vehicle you must have a valid drivers license.
