Job Description

Job Summary

Supervises plans organizes and coordinates activities of law enforcement/public safety officers for the College; directs personnel in the enforcement of criminal laws education and crime prevention; partners with the community; manages and coordinates investigative resources as a function of case management; trains assigned personnel; and responds to service calls and citizen complaints.

Responsibilities

ESSENTIAL FUNCTIONS:

  • Provides first line supervision to assigned staff including training delegation of work assignments monitoring progress and evaluation of performance as well as identifies areas for improvement; develops work schedule to ensure continuous officer coverage for the District for daily coverage; determines priorities and workloads; establishes timelines; develops special plans for coverage of special events; ensures calls for service are timely met; and prepares training plans and exercises to ensure officers maintain proficiencies for the job and to meet continuous AZPOST certification requirements.
  • Trains Police Officers including developing skills in defensive driving tactics firearms judgmental shooting high risk stops and continuing education; conducts field training as assigned.
  • Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees; making recommendations on employee discipline and other human resources issues; evaluating and managing employee performance; discussing and identifying personnel issues; facilitating resolutions; promoting positive morale in the unit and providing leadership and guidance.
  • Manages police cases by evaluating and reviewing each case assigning cases to personnel holding daily briefings evaluating resources tracking open cases and closing cases when appropriate.
  • Responds to complaints disturbances and/or requests to prevent potentially dangerous situations from occurring on campus property; monitors phone calls; investigates incidents collects evidence interviews witnesses and resolves problems; detains and/or arrests law violators; analyzes difficult situations or problems presented by assigned staff and recommends action to be taken or appropriate methods or procedures to use; mentors officers in proper investigative techniques and effective report writing; and reviews reports of investigation for completeness and accuracy prior to submission to the Chief for final approval.
  • Assists the Chief in analyzing and evaluating departmental policies and work procedures to determine effectiveness in meeting objectives; develops and/or modifies approaches accordingly; and in absence of the Chief perform the duties of the Chief.
  • Establishes cooperative working relationships with law enforcement agencies students departments and other external agencies in matters concerning campus safety; participates on campus committees; plans and manages exercises of the Emergency Preparedness Plan; prepares afteraction reports with analysis of shortfalls and recommendations for improvement; and assists the Chief/Lieutenant in maintaining an uptodate plan with contacts and resources.
  • Compiles statistical information; analyzes and interprets data; analyzes and interprets laws; prepares periodic reports detailing work processes required activities and projects involving hazardous waste management and campus safety; maintains the statistics; and assists with preparation of the annual CLERY Report for presentation to the Chief for final approval and release.
  • Performs various administrative duties as assigned such as approving police reports; approving timesheets; conducting evaluations; instigating work improvement plans as needed; controlling police inventory; and assisting in budgeting.
  • Performs other duties commensurate with functions and level of position or as assigned.

Qualifications

EDUCATION: Associates degree or 60 college credits and/or demonstrated knowledge skills and abilities.
EXPERIENCE: Three 3 years of experience in law enforcement

SPECIAL REQUIREMENTS:

  • Citizen of the United States.
  • Be at least 21 years of age.
  • Good physical condition.
  • Normal hearing.
  • Eyesight correctable to 20/30.
  • No felony convictions.
  • Possession of a valid Arizona State Drivers License and good driving record.
  • Able to pass an extensive background check.
  • Ability to pass a complete physical exam.
  • Ability to pass a Polygraph examination successfully.
  • Ability to pass a Psychological examination successfully.
  • Ability to pass an Oral Board examination and/or situational interview.
  • Ability to successfully complete the Field Officer Training.
  • Any combination of education training and experience that provides the required knowledge of federal state and local laws and law enforcement techniques equivalent to training at an Arizona POST certified law enforcement training academy.
  • Applicants must possess an Arizona POST Peace Officer Certificate; individuals who are inactive must be eligible to be reinstated and must complete the Arizona POST reinstatement process.
  • Applicants who do not possess an Arizona POST active or inactive Peace Officer Certificate must complete the Arizona POST Waiver examination process.

Background Verification: As a condition of employment all candidates accepting an offer of employment for a fulltime part time temporary student worker or volunteer position will be required to undergo a Background Verification. Employment with Central Arizona College is contingent upon the successful completion of the background verification. The level the background verification for this position is: Standard Level

  • Ability to manage situations firmly courteously tactfully and impartially.
  • Ability to analyze situations develop solutions and make independent decisions based on established guidelines.
  • Ability to remain calm in tense situations.
  • Ability to quickly analyze problems deescalate situations and take appropriate actions to solve or resolve situations at the lowest possible level of force while providing security and protection.

PHYSICAL REQUIREMENTS:

The work is very heavy work. The employee is constantly required to move objects applying up to 20 pounds of force; frequently required to apply 50 pounds of force to move objects; and occasionally required to exert up to 100 pounds of force to move objects. Additionally the following physical abilities are required:balancing climbing crawling crouching feeling fingering grasping handling hearing voices and distinguishing among sounds kneeling lifting mental acuity pulling pushing reaching repetitive motion speaking standing stooping talking and shouting visual acuity in data/color/observations/operating equipment/inspecting and walking.The incumbent in this position may need to exert physical strength in the restraint of individuals and may experience a combative interaction with an individual.

WORKING CONDITIONS:

Work is performed part of the time working in an environment where errors on this job can lead to significant physical or mental consequences for self or others. While performing the duties of this position the employee is occasionally exposed to wet or humid conditions/fumes or airborne particles/toxic or caustic chemicals; is regularly exposed to motorized vehicles; experiences noise levels for work environment ranging from moderate to loud; and may be exposed to situations that could result in personal injury.
