Job Summary:

This position will operate under the Project Delivery and Operations (PDO) Division Director. This position oversees a team comprising of approximately 10 individuals to include a contract employee. Serves as the representative of ADOT to the Governors Office for broadband and permit related topics various state agencies and a diverse array of external stakeholders. Oversees intricate broadband initiatives such as planning programming design construction and maintenance. This position is responsible for managing a budget exceeding $150 million and ensuring compliance with federal and state regulations pertaining to projects and grants. Manages a wireless cell tower program and a 25year broadband contract with a vendor specializing in Operations Maintenance Commercialization which generates $100 million in revenue. This role is tasked with ensuring uniformity and consistency in the permitting processes for encroachments oversized loads film and outdoor advertising across the state.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

Manages the functions of the Broadband and Permits Office to oversee the stateowned middlemile broadband network and the issuance of encroachment and other associated permits. Engages in strategic planning and supervises the tasks and responsibilities of staff and contractors to ensure consistency with the objectives of the Agency.

Conducts research and analysis of data pertinent to the program to inform decisionmaking and offer recommendations. Oversees the legal engineering and technical specifications associated with each program. Guarantees that the information presented is articulated clearly and complies with legal and regulatory standards.

Participates in and leads meetings delivers executivelevel presentations both within the organization and to external parties and engages with stakeholders concerning the management of the broadband and permits program. Conducts analysis oversees executes and enforces the relevant regulations policies guidelines and business operations associated with broadband and permits which encompass contracts lease agreements and permits.

Oversees the of stateowned broadband initiatives encompassing a network exceeding 400 miles while managing a budget of $150 million and a $100 million PublicPrivate Partnership (P3 broadband agreement.

Conduct onsite evaluations to assess the efficacy of programs and examine broadband installations and permitrelated activities.

Collaborates with the Governors Office Arizona Commerce Authority and various state agencies to manage and coordinate broadband projects and grant initiatives across the state. Other duties as assigned as related to the position

PreEmployment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C. R210207.11.

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (EVerify).
