Job Description Summary:

Under minimal supervision the Purchasing Manager is responsible for policy development oversight and management of city solicitations awards and contracts to ensure timely comprehensive compliant and ethical procurement activity. This position provides leadership and guidance to the daily and strategic procurement activities of all City departments. The Purchasing Manager mentors a professional staff that has a direct impact on all aspects of the solicitation and procuretopay process and promotes transparency equity and cost savings that reduces the time to contract with the City. This position ensures highly complex purchasing functions are developed and implemented with considerable independence and initiative. The Purchasing Manager position engages with Senior Leadership within the City with key stakeholder relationships and collaboration with the City Attorneys Office Project Managers Department Leadership and City Managers Office.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES

LEADING EMPLOYEES

  • Recruits develops coaches and manages performance of a professional procurement staff to ensure business processes are performed in an efficient manner with a high level of engagement and customer service.
  • Compiles recommends and verifies awards to ensure they are ethical transparent socially responsible and compliant with statutes ordinances and regulations for governmental purchases.
  • Demonstrates leadership and courage by making or supporting decisions that reflect the citys mission and goals even when the decisions relating to awards employee development strategic initiatives and business processes are unpopular.
  • Is a subject matter expert on a variety of procurement related issues including procurement practices negotiation contracting market trends and supplychain impacts for all goods and services procured.
  • Fosters a participatory organizational climate that is open positive and supportive. Leads and demonstrates collaboration and conflict resolution skills.

PARTICIPATIVE MANAGEMENT

  • Identifies priorities and solicits input to develop department workplans and goals to meet the needs of key internal and external stakeholders. Assesses balances and manages available resources to meet goals.
  • Provides contractual and business support advice recommendations and riskassessments to program managers department managers directors and senior leadership for issues related to the acquisition of goods and services.
  • Collaborates with attorneys project managers department leadership and vendor representatives to review and finalize business and solicitation processes to achieve bestvalue procurement results for goods and services. Effectively leads negotiations on purchases of goods and services.
  • Professionally represents the city and its interests. Maintains the public trust related to procurement and provides leadership and stewardship over public funds.
  • Utilizes financial software systems to review and approve purchase requisitions and purchase orders. Makes determinations for software configuration use and settings.
  • Provides timely response to procurement related record requests from private industry government agencies public organizations and individuals. Collaborates with the City Attorneys Office to ensure responses satisfy record requests while being compliant with the Colorado Open Records Act (CORA).

STRATEGIC PERSPECTIVE

  • Develops a department budget to ensure organizational needs are met while maintaining fiscal responsibility. Provides input into other department and project budgets to identify future resource needs and potential constraints.
  • Leads development of organizationwide procurement policies to guide activities and leads training on procurement policies and periodic updates.
  • Leads development and implementation of organizationwide and longterm vendor management strategies to promote a high level of vendor performance and alignment with organizational objectives.
  • Provides departmental leadership and management of contributions to the citywide Underserved Business Program to foster increased engagement with members of these communities and promote increased social equity with awards.
  • Assesses needs and leads development of databased tools to aid in strategic management of procurement activities. Initiates continuous improvement methodologies including research analysis reporting and customer feedback to ensure improvements are effectively applied to procurement practices.
  • Identifies researches and leads efforts to apply cooperative contracting methodologies to reduce time to award and achieve cost savings.
  • Evaluates complex purchasingrelated circumstances and identifies options and alternatives to arrive at effective outcomes.
  • Requires ability to change deal with ambiguity and provide reasonable guidance without having all facts and details.
  • Provides recommendations and input on Finance Department operations and strategic initiatives.

MINIMUM QUALIFICATIONS

  • Ability to demonstrate a high degree of personal and professional integrity is essential and must be consistently demonstrated in all situations.
  • Ability to demonstrate outstanding verbal and written communication skills to all levels of an organization and establish a clear standard and expectation for communication response and customer service.
  • Ability to place a high priority on attention to detail and demand similar performance for assigned professional staff.
  • Knowledge of and experience in using the suite of Microsoft Office products (Word Excel PowerPoint Outlook Teams) and Adobe Acrobat software platforms.
  • Knowledge of and experience with a centralized financial system including procuretopay capability.
  • Have and maintain acceptable background information including criminal conviction history.

PREFERRED QUALIFICATIONS

  • Knowledge of and demonstrated use in the development implementation and use of databased systems to drive strategic procurement decisions.
  • Knowledge of and experience with solicitation and contracting methodologies for construction projects.
  • Knowledge of and procurement experience with a government agency.
  • Certified Purchasing Manager (CPM) Certified Public Procurement Analyst (CPPO) or similar certifications.

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelors degree in Business Accounting Finance or related field from an accredited college or university; or eight 8 years purchasing experience may substitute for the Education requirement only.
  • Seven 7 years purchasing experience in a management or senior role with either government or private industry.
  • Four 4 years relevant supervisory experience.

WORKING CONDITIONS AND REQUIREMENTS

  • Work Environment: Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations. Exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees the public and outside agencies. Core work hours are Monday through Friday 8:00 am 5:00 pm with regular telework allowed up to three days per week.
