Leidos has an immediate need of a full time Program Budget Analyst to support the Nuclear Enterprise Assurance (NEA) Program. This individual will serve as the primary interface between the programs Federal Program Manager (FPM); Labs Plants and Sites (LPS); and the National Nuclear Security Administration (NNSA) Defense Programs (DP) budgeting team. The individual will develop the program budget provide reports and communicate requirements to executive leadership. The work performed is extensive in scope and preference is for an experienced individual with demonstrated program/budget analysis expertise or an individual with program/budget analyst background with a willingness and aptitude to learn the budget and program.
The individual must be selfstarting possess an ability to work in a highly dynamic environment and have an ability to interface with a broad range of federal and military technical staff and leadership. This requires coordinating with FPMs NNSA LPS Program Managers and other program/budget analysts to draft cogent and consolidated budget documentation program briefings program reports draft work authorizations and approved funding program documentation. The individual must understand and explain the technical and programmatic drivers for budget changes and priorities and respond quickly to real and posited work scope changes variances and funding levels with accurate analysis and documentation. This is a fulltime contractorsupport position located onsite at the NNSA offices in Albuquerque NM.
Roles/responsibilities include:
- Serves as the primary interface between the NEA Program and the DP budgeting office.
- Compiles programmatic monthly quarterly and endofyear project reports for use by NEA leads and FPM.
- Analyzes monthly quarterly and annual reports on budgetary issues.
- Develops and maintains monthly updates of program status briefings.
- Manages annual quarterly and other periodic reporting requirements including program reviews providing programmatic input and coordinating NNSA site meetings associated with program deliverables.
- Keeps records on status of portfolio and program budget changes including allocation/reallocation expenditures and budgetary requirements associated with mission scope.
- Serves as primary interface between NEA and higher echelon offices as well as the Office of Management & Budget on budget narratives budget presentations and other budgetary policy issues.
- For the FPM analyzes reports on results and tracks action items on technical projects undertaken by the NEA Core team LPS NEA teams other NNSA program offices and NNSA partners.
- Advises FPM in methods for meeting requirements associated with current and future fiscal year planning and assist in developing consistent methods and approaches for use by Federal and contractor budget support staff members.
- Prepares program cost and budget documentation over several budget fiscal years including the development of complex spreadsheets development of program planning and budget briefings and draft preparation of work authorizations and approved funding program documentation.
- Provides program management support in the preparation coordination evaluation review and analysis of program plans and tracking monitoring and reporting of programspecific milestones and updates of annual performance measures.
- Analyzes formats and presents justifications to senior Federal management and external organizations such as Congress and the Office of Management and Budget.
- Clearly and concisely conveys analysis results to all levels of Federal management in support of programmatic decisions.
- As internal processes mature creates and maintains database of codified and formalized procedures for office activities.
- Develop budget and program information in excel budget database etc. and extract that information as necessary for budgets briefings reports etc.
Required Education Experience & Clearance:
- Bachelors degree in a related field with 8 years of related program/budget analysis experience
- Active DoD Top Secret clearance or an active DOE Q clearance
- Excellent written and verbal communication skills with demonstrated experience in developing briefings for senior and executive management
- Proficiency in the Microsoft Office suite with particular emphasis on word processing presentation and spreadsheet applications (MS Word MS PowerPoint and MS Excel)
- Experience supporting the Department of Energy Planning Programming Budgeting and process
Preferred Qualifications:
- Staff experience in military government or corporate enterprise
- Nuclear weapons experience
- Interagency experience
Salary Range for this position: $125K to $130K
