ARSIEM is looking for a CNO Analyst/Programmer 4. This position will support one of our Government clients in Annapolis Junction MD.
Responsibilities
- Provides custom software design and development of CNO tools and techniques.
- Designs and develops endtoend data flow and tasking into CNO tools developed.
- Provides/authors documentation and participates in design code and software readiness reviews following the Governments software development procedures and processes.
Minimum Experience
- Bachelors degree in computer science information systems or network engineering.
- Twelve 12 years of programming experience in computer science information systems or network engineering.
- In place of a Bachelors Degree an additional four 4 years for 16 years of programming experience in computer science information systems or network engineering.
- A Masters Degree plus ten 10 years of experience or a Ph.D. plus eight 8 years of experience may be substituted.
- 4 years of experience leading highly complex custom software design and development of CNO tools and techniques for operational use.
Capabilities
- Program in Assembly C C Java Perl or Python.
- Develop Windows applications using Visual Studio or .NET environments; UNIX applications using make files or comparable build environments; or Embedded or mobile platform development using proprietary GOTS or opensource build environments.
- Provide/author documentation and participate in design code and software readiness reviews as prescribed by the Governments software development procedures and processes.
- Use software version control tools (e.g. Subversion or CVS).
- Debug software and troubleshoot issues.
- Design and develop endtoend data flow and tasking for CNO tools developed.
- Provide/author documentation design code and software readiness reviews as prescribed by the Governments software development procedures and processes.
- Provide/author and participate in technical presentations on assigned projects.
- Develop network sockets program including packetlevel programs expert packet level understanding of IP TCP and applicationlevel protocols.

- Lead CNO Analysts/Programmers in daily tasks.
- Actively participate and direct the design and development of endtoend data flow and tasking for CNO tools developed.
- Actively participate and lead/direct the development of new CNO solutions that meet customers demands.
- Ability to develop in Unix and Windows lowlevel internals (e.g. OS runtime linker/loader object file formats (e.g. PE COFF ELF) file system internals (e.g. NTFS ext2 btrfs) OSspecific mandatory and discretionary access control mechanisms and process and thread APIs and data structures).
Clearance Requirement: This position requires an active TS/SCI with a polygraph. You must be a US Citizen for consideration.

The bonus for this position is $10000 and the referrer is eligible to receive the sum for any applicant we place within 12 months of referral. The bonus is paid after the referred employee reaches 6 months of employment.
