Position Description: The ITBC Discipline Manager for QMHPs is responsible for providing clinical oversight support and professional development for Qualified Mental Health Professionals (QMHPs) working on an ITBC team. This role involves supervising QMHPs QMHP interns and providing licensure supervision (if licensed). This role works collaboratively with other Integrated TeamBased Care leadership to ensure QMHPs meet ITBC obligations including compliance with state licensing standards county requirements and internal policies. This role is also responsible for developing best practices and serving as the subject matter expert for mental health assessments case presentations and diagnostic methodologies within ITBC.

General:
- Attending staff meetings supervision sessions and other meetings.
- Monitor and approve employee timesheet and timeoff requests.
- Perform other duties as assigned.
- Attend and complete required employee trainings as assigned.
Compliance:
- Follow Quality Management/Population Health departments chart audit procedures to ensure quality work provided by supervisees and to ensure compliance with credentialing standards internal and external standards.
- Follow emergency protocols and guide staff in crises.
- Ensure disciplinespecific obligations are met.
- Adhere to mandatory abuse reporting laws and HIPAA.
- Ensure QMHPs are trained to support the completion of assessments and treatment plans and in integrated treatment approaches.
Supervisory Oversight:
- Serve as supervisor of record for assigned QMHPs.
- Conduct and document individual supervisory session and group supervisory sessions as directed by internal policies and guidelines.
- Offer staff coaching and crisis support as needed.
- Coach staff in SOPs EHR traumainformed care Feedback Informed Treatment (FIT) evidencebased practices community resources crisis management OARs HIPAA and mandatory reporting.
- Coach staff on best practices for skills training case management and community engagement.
- Coordinate with other QMHA Discipline Supervisors to offer one monthly clinical training for QMHPs.
- Participate in oncall rotation providing afterhours support when necessary.
- Oversee credentialing and training needs of QMHPs in collaboration with Cascadias training department.
- Managing employee performance including support plans and disciplinary actions.
- Investigate and respond to grievances as assigned.
- Ensure and support staff with completion of training requirements as assigned.
Leadership:
- Make hiring and separation decisions in collaboration with ITBC managers and People & Culture (P&C).
- In collaboration with ITBC managers set priorities and develop work plans; assess progress and manage performance.
- Identify and nurture Emerging Leaders providing leadership in developing initiatives and StrengthBased Leadership learning.
- Provide clinical consultation when requested by the full ITBC team; redirect supervisees to their team for full team clinical decision making.
- Collaborate with other ITBC leadership to develop clinical guidelines and operational workflows; ensure QMHAs comply with guidelines.
- In collaboration with ITBC Managers set annual goals and objectives aligned with integrated treatment and the agencys mission.
- As member of ITBC leadership participate in ongoing review and revision of processes.
- Manage contracts as assigned.
- Serve as Leader of the Day (LOD) weekly handling client calls and crises.
- Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.
- Manage Memorandum of Understanding (MOU) relationships as assigned.
- Assist in crises following emergency protocols and supporting a traumainformed environment.
- Advocate and collaborate with leadership teams executive management and other departments.
Qualifications
Education: Required: Masters Degree in a Behavioral Science field from an accredited college or university. Demonstrated competency to become credentialed as a Qualified Mental Health Professional (QMHP) as defined by OAR. The incumbent is expected to keep certification current and in compliance with the OARs.* *or have the ability to obtain within 30 days of hire
Experience: Required: A minimum of 3 years Clinical experience providing community mental health services AND a minimum of 2 years staff supervisory experience
Specialized Knowledge Skills & Abilities:
- Understanding of recovery model motivational interviewing illness management and recovery evidencebased practices and strengthbased case management philosophies and strategies.
- Understand and align with harm reduction philosophies cultural responsiveness and trauma informed care.
- Knowledge of best practices.
- Operate computer hardware and software at a level needed to effectively perform job functions.
Other:
- Ability to commute to other locations.
- Ability to perform BPR First Aid and effectively use AED equipment. BPR/ First Aid certifications are required and must remain current.
Working Conditions
Environmental: Work is performed in one or more of the following: clinical office acute care settings and community setting including client residences correctional facilities shelters hospitals public places and other social service sites. Meal periods and breaks are subject to interruption. Much of the work is performed during regular business hours with the potential of extending into afterhours only for crisis response. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior exposure to disease biohazards noise and contaminants.
Mental: The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. In addition this position requires exercising sound judgment. Decisionmaking may occur in a moderate to high stress situation where a client may be experiencing a crisis.
