Job Description

IDG is implementing the USAID project Advancing Learning Outcomes in Africa (ALOA) which provides analytical and implementation support services to USAID missions in the subSaharan Africa (SSA) region and the Africa Regional Bureau Education (AFR/SD/ED) team to assist with designing implementing and evaluating a full range of education and youth programming. This activity was designed to meet fieldbased demands for customized timely and highquality education and youth services that allow USAID Missions to respond to a wide array of human and institutional capacity development challenges. The activity will also directly support the U.S. Governments continued commitment to providing effective and sustainable development assistance aligned with the USAID Education Policy 2018. Missions can buy ALOAs services under three Intermediate Results (IR):
IR 1: Evidence and Measurement Strengthened
IR 2: Leadership and Capacity Building Strengthened
IR 3: Support to Mission and Africa Bureau Program Implementation Increased

ALOAs geographic coverage includes:
Central Africa: Democratic Republic of the Congo Rwanda
East Africa: Djibouti Ethiopia Kenya Somalia South Sudan Tanzania Uganda
Sahel: Mali Niger Burkina Faso
Southern Africa: Madagascar Malawi Mozambique South Africa Zambia
West Africa: Liberia Ghana Nigeria and Senegal

Buyin activities are envisioned to include a range of analytical services such as sector assessments hostcountry education systems analysis fielding technical advisors and subject matter experts as well as robust training and institutional capacity development to strengthen local organizations local education systems and USAID Missions.

The Manager will be responsible for technical financial contractual and operational management of assigned ALOA buyins. The individual in this position is expected to work three days/week in an office in the Washington DC area and is tasked with managing a portfolio of buyin activities in a manner consistent with IDGs ethics/compliance standards and with technical and other objectives specified in the contract. Successful performance includes enabling buyins to achieve quality programming and development outcomes. The Manager reports to the Senior Manager.

Principal Duties and Responsibilities:

Operations

Provide daytoday operational support to buyin teams including communicating and assisting with requests and overseeing buyin teams adherence to contract requirements and government regulations.
Prepare review and submit approval requests for ALOArelated activities; monitor compliance with approval requests
Oversee financial aspects of the assigned buyins by reviewing monthly invoices to ensure accuracy and compliance with contract provisions
Responsible for monitoring monthly costs using contract budget monitor tracking contract expenditures against budget and total obligated funds and regularly updating projections
Review and determine causes for variances to the budget and ensures that senior management is aware of the status of budget performance and driving factors
Manages consultant and subcontract administration including buyin management budgets and invoice review and reviews deliverables to ensure they meet technical and quality standards
Assist with recruiting long and shortterm personnel in accordance with IDGs practice and relevant U.S. government regulations
Conduct periodic field visits to monitor buyin administration (if needed) including conducting training conducting quality control reviews or responding to audits providing input to work planning if/as needed conducting technical research and performing other operational tasks
Identify issues or potential risks and makes informed decisions on how to address the issues communicating with senior management
Supervise develop and evaluate assigned staff; ensure staff receive regular constructive performance feedback prompt resolution of problems and the time and opportunity to grow professionally
Perform other duties as requested

Technical

Draft work plans monitoring and evaluation (M&E) plans (if applicable) and budgets for buyin activities based on SOWs received from USAID
Draft SOWs for buyin team members articulating responsibilities tasks and deliverables
Review and provide comments on buyin technical work and contribute to technical content
Ensure deliverables are submitted on time and are compliant with branding and making requirements
Serve as a technical expert on buyin activities as needed
Provide written input to ALOA reports including annual quarterly biweekly reports etc.
Monitor implementation of buyin activities and ensure data collection and reporting into ALOA overall M&E plan
Represent the Company at meetings with USAID
Provide written input to ALOA communications and public outreach materials
Perform other technical duties as requested

Qualifications:

Bachelors degree required; advanced degree required in Education Economics Business International Development/Affairs/Relations or related field
Minimum 4 years of experience in project management experience preferably with a USAID contractor(s)
Minimum of 2 years of experience in one or more technical areas related to ALOA such as education youth monitoring and evaluation and/or knowledge management.
Experience in budgeting developing pricing strategies and cost proposals desired
Knowledge of USAID regulations and policies (including AIDAR and FAR regulations)
Proficiency in MS Office suite required
Excellent communication and interpersonal skills
Demonstrated ability to work independently and on a team in a culturally diverse environment
Strong organization and prioritization skills superb time management and attention to detail
Willingness to travel and work in SSA for approximately 4 to 6 weeks per year
Fluency in English is required and fluency in French and/or Portuguese is preferred
