Finance Specialist

Public Works Transportation

Contract FullTime; 13 Months

Salary Range: $89469 $111834

Work Mode: In this role youll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful inperson connection. A minimum of two days per week onsite is expected with additional inperson presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.

The role:

This position provides expert financial guidance to the Program Manager and Supervisors supporting the preparation oversight and control of annual operating and capital budgets. Acting as a key representative in procurement processes youll be responsible for monitoring and analyzing financial management and purchase order activities. Additionally youll collaborate within the section to collect analyze and report performance metrics for effective contract management and ensure the efficient administration of financial activities related to project and contract management materials inventory document retention and compliance with corporate programs policies and guidelines.

What youll do:

  • Provide expert guidance and advice to the Manager Program Manager and Supervisors in preparing annual operating and capital budget submissions by assisting with budget projections forecasting cash flows and preparing business cases and supporting documentation for review by the Section Manager.
  • Prepare specialized documentation reports and analysis for the Program Manager to support oversight and control of the sections operating and capital budget. Track and reports expenditures and projected cash flows assisting Program Managers Supervisors and Specialists in identifying and resolving variances from planned expenditures. Prepares triannual financial reports for the section.
  • Collaborate with the Financial Support Unit (FSU) and section staff to manage financial activities in alignment with triannual reporting requirements and the annual budget preparation process.
  • Evaluate external benchmarking and internal unit cost tracking for financial reporting and budget management identifying competitive opportunities to improve efficiency and achieve potential cost savings.
  • Prepare complex and specialized analytical reports and periodic updates on the sections financial activities including expenses and revenues by line of service activity or project. Assess the projected impacts on budgets service scope and functional changes to activities and services.
  • Provide financial management and control by maintaining a master schedule of financial reporting milestones to ensure compliance with corporate deadlines. Chair section meetings focused on financial management.
  • Provide guidance direction training and expert advice to junior staff on contract and project management tools including administering the sections ActivityBased Budget database document retention and records management.
  • Offer expert interpretation and advice to section staff regarding legislation internal policies and procedures related to price index escalation.
  • Implement quality control and ensure compliance with the sections document retention and record management protocols following the Regions Records Classification and Retention Schedule Bylaw.
  • Facilitates collaboration with external project team such as consultants contractors and vendors to implement the use of the Regions electronic collaboration tool to securely share files and collaborate with documents using Project Workspace in the Regions Electronic Information Management (EIM) system.
  • Supports the coordination of departmental interdepartmental and external activities related to the implementation of Regional and departmental objectives as they relate to the Sections mandate.
  • Provide expert guidance and recommendations in developing communication materials to enhance public awareness of Regional services aiming to increase user satisfaction and build trust and confidence in Transportation Maintenance programs and services.

What we require:

  • University degree in Engineering Business or Accounting with a minimum of five years of related experience in financial management. A CGA or CMA designation is an asset.
  • Demonstrated financial analysis and budget management skills including experience in preparing budgets and expense and revenue statements.
  • Previous experience in performance measurement benchmarking and best practices to ensure effective evaluation of contract program service and process administration.
  • Strong working knowledge of Peel Regions Transportation Maintenance programs and services as well as a good understanding of industry methods practices and applicable federal provincial and municipal legislation regulations guidelines and policies.
  • Extensive knowledge of procurement contract management and contract administration.
  • Excellent written and verbal communication skills with strong analytical and problemsolving abilities using systematic decisionmaking tools (e.g. flowcharts analytical diagrams decision trees). Proven presentation skills including the ability to engage various internal and external audiences.
  • Advanced proficiency in computer software applications such as spreadsheets presentations Power BI word processing and database management.
  • Strong knowledge of Computerised Maintenance Management System (CMMS) like Hansen.
