About the Role:
We are seeking a detailoriented and proactive Contract Conformance Specialist (CCS) to join our team. In this role you will be responsible for managing the contractual relationship between our company and contractors ensuring that all contractual obligations are met. You will play a crucial role in identifying communicating and resolving contractual matters in a timely manner. This position requires frequent interaction with third parties and various inhouse departments including legal project management construction management business development system planning procurement contract management project controls and other functional groups. You will report directly to the Area Construction Manager unless directed otherwise by the project director or general manager.
Key Responsibilities:
- Demonstrate a thorough understanding of and compliance with the Project contracting strategy.
- Facilitate the preparation of contract exhibits including scope specifications pricing and special instructions.
- Assist in drafting technical contract language that describes scope pricing and other key elements.
- Ensure incorporation of projectspecific requirements in final contract documents in collaboration with the project team.
- Support project management in contractor negotiations during contract bidding and formation phases.
- Develop and coordinate a projectspecific communication plan with the project team.
- Participate in and assist with contract conformance training for team and thirdparty personnel.
- Review contractorsubmitted documents for contract compliance and notify contractors of noncompliance and deviations.
- Manage the change order process including maintaining logs generating change directives reviewing contractor requests and preparing approved change orders.
- Prepare meeting agendas participate in meetings and document and distribute meeting notes for all contractrelated meetings.
- Establish and implement a project contract document control and retention system in compliance with company procedures.
- Review contractorsubmitted invoices for compliance and distribute them for review.
- Collaborate with the CCRL and other departments to resolve contractual issues.
- Request monitor and track service request orders (SRO) for project outside service providers.
- Coordinate contract closeout with the project team to ensure strict compliance with related contracts.
- Prepare for and assist during company and external compliance audits.
- Maintain ongoing communication with the CCRL regarding contractual issues.
Scope/Dimensions:
- Manage assigned projects or programs with a budget of up to $400MM per year.
- Oversee projects or programs typically lasting up to 4 years including those of elevated complexity.
- Contribute to team objectives and measure success in alignment with TIS goals business area goals and the companys strategic direction.
Key Qualifications:
- Bachelors degree in engineering construction legal technical or business discipline.
- Minimum of 4 years of experience in legal engineering construction and/or contract administration or contract conformance of constructionrelated projects preferably in the gas pipeline industry.
- Specific knowledge and experience in the contracting process and issues related to energy industry construction projects.
- Fundamental understanding of the intent context purpose and utilization of all documents typically included in or required by a contract.
Skills and Competencies:
- Strong communication skills with the ability to convey information clearly concisely and in an organized manner.
- Excellent human relations influencing and listening skills to effectively interact with all levels of employees and management.
- Ability to develop collaborative working relationships with other departments to achieve goals.
- Familiarity with best management practices for contracting.
- Ability to support the negotiation of complex contracting issues.
- Proficiency in managing multiple tasks with a reasonable level of supervision.
- Proactive problemsolving skills with the ability to take corrective action before crises arise.
- Proficiency in office computer applications such as Microsoft Office.
Working Conditions:
- Work is primarily conducted in an office environment.
- Occasional travel may be required approximately once every 6 months usually to other company locations.
- The role involves managing projects or programs of elevated complexity.
