Position Title: Buyer
Reports to: Head of Procurement

2. JOB PURPOSE:
Develop and maintain strong relationships between vendors and suppliers government agencies management and the community ensuring effective communication and collaboration across all stakeholders.
Manage purchase orders monitor vendors’ compliance and performance and support in vendors evaluation activities.
4. KEY ACCOUNTABILITIES:
Description
Procurement Management
Assist in creating and updating procurement tools and forms to support departmental procurement needs.
Support compiling departmental procurement requirements into the annual organizational procurement plan.
Execute the procurement process by initiating methods such as tendering or direct purchases.
Issue and manage purchase orders ensuring accuracy in the types quantities and prices of goods and services.
Coordinate with suppliers to fulfil the organization’s purchasing needs ensuring timely and accurate delivery.
Monitor the delivery of purchase orders verifying compliance with technical specifications regarding quality and quantity.
Assist in reviewing and tracking the procurement plan monitoring expenditures and savings to support report preparation and in selecting and engaging suppliers to meet organizational purchasing requirements.
Maintain relationships with suppliers ensuring effective communication and addressing any issues relating to quality delivery or invoice issues that arise.
Oversee contracts with external vendors ensuring compliance with organizational standards and performance metrics.
Prepare and raise Calloff orders and order schedules.
Support the evaluation of supplier performance and contribute to vendor selection decisions.
Maintain accurate records of purchase orders contracts and supplier information.
Manage logistics of office supplies equipment and other essentials to support daily operations.
Provide general administrative support to the procurement department including handling inquiries and documentation.
Adhere to any health safety and environmental policies and procedures to ensure the safety and wellbeing of self staff and visitors.

Follow all relevant departmental policies processes standard operating procedures and instructions so that work is carried out in a controlled and consistent manner.
Continuous Improvement
Contribute to the identification of opportunities for continuous improvement and sustainability of systems processes and practices considering global standards productivity improvement and cost reduction.
Reporting
Assist in the preparation of timely and accurate comparative statements and reports to meet department requirements policies and quality standards. Provide recommendations accordingly.

6. Context Work environment & DECISIONMAKING AUTHORITY:
The role operates within a dynamic corporate environment where key decisions significantly impact the Administration division. Such decisions require consultation with and approval from the direct Line Manager before implementation.
Operates under the mandates authorized by the responsible Line Manager ensuring all functional and operational activities are managed with high standards of quality and reporting thus upholding accountability and transparency.
Participates in of Administration division comprehensive business and operational strategy. Responsible for contributing to meeting business and operational goals within functional area.
Provides the leadership team with insightful information and data with regards to handled functional areas.
7. QUALIFICATIONS EXPERIENCE & SKILLS:
Minimum Qualifications:
Bachelor’s degree in Supply Chain Management Engineering or similar discipline from a reputable university is required.
Minimum Experience:
8 years of experience in similar roles in large companies of which at least 3 years are in positions of progressively increasing managerial responsibilities demonstrating a strong need for effective leadership skills.
JobSpecific Skills (Generic / Technical):
Familiarity with SAP or Oracle systems is essential.
Demonstrated problemsolving ability and analytical thinking skills.
Good understanding of power/energy and water sectors emerging trends and technologies.
Demonstrated handson operational and implementation experience.
Ability to work with key stakeholders senior executives management team and external partners/advisors through collaboration & teamwork.
Good communication and presentation skills.
Good understanding of Qatar and GCC culture and working environment
