  • Estimated Compensation: $182000 $220000 per year (Negotiable)
  • Type of Employment: Full Time
  • Period of Performance: Base year 3 years with 4 Option Years.
  • Relationship: 1099 Independent Contractor.

Summary
Monroe County Fire and Rescue is seeking a highly qualified Medical Director to oversee all clinical and patient care aspects of the Monroe County Emergency Medical Services system including Advanced Life Support (ALS) Basic Life Support (BLS) and air ambulance services. The Medical Director will provide leadership training and oversight to ensure the highest standards of emergency medical care for the citizens and visitors of Monroe County.

Mandatory Qualifications

  • Currently licensed and practicing in the State of Florida as an M.D. or D.O. for at least ten 10 continuous years.
  • Board Certified in Emergency Medicine through the American Board of Emergency Medicine the American Board of Osteopathic Emergency Physicians or the American Association of Physicians Specialists for at least ten 10 continuous years.
  • Certified as an Instructor in at least one 1 of the following areas: Advanced Cardiac Life Support (ACLS) Prehospital Trauma Life Support (PHTLS) or Pediatric Advanced Life Support (PALS).
  • Demonstrated experience and/or training in the prehospital care of acutely ill or injured patients instruction of prehospital personnel and medical direction of prehospital emergency units.
  • Experience and/or training in EMS Quality Improvement processes.
  • No criminal history that includes conviction or adjudication withheld of any criminal charge; willing to submit to a voluntary background screening including a Level I criminal record check.
  • Ability to prescribe medications including controlled substances in the State of Florida.
  • Working knowledge of federal state of Florida and local laws and regulations in relation to emergency medical services and prehospital services.

Duties/Responsibilities:

Daily or Ongoing Services:

  • Availability 24/7 to provide Medical Direction to Monroe County Fire Rescue personnel resolving problems system conflicts and providing services in emergencies.
  • Supervise and oversee the medical performance of paramedics and EMTs including career and volunteer personnel.
  • Review and certify the security and documentation of procedures for medications fluids and controlled substances to ensure compliance with all applicable laws.
  • Conduct ongoing reviews and maintain standards of care for Fire Rescue personnel including updating Monroe County Fire Rescue Medical Protocols.
  • Participate in a patient care Quality Assurance Program to assess the medical performance of paramedics and EMTs.
  • Establish procedures for routine and special audits of the Countys medical system performance.
  • Provide clinical reviews and evaluations of aero medical electronic patient care reports.
  • Perform clinical reviews of all patient care reports and address any deficiencies with medical personnel.
  • Conduct training for revisions to Protocols and Standing Orders prior to implementation.
  • Present lectures and hold trainings on medical topics to support MCFRs Continuing Education Programs.
  • Conduct trainings and verify proficiency of Paramedics completing MCFRs Paramedic Precepting Program.
  • Provide orientation and initial training for newly hired EMTs and Paramedics.
  • Provide direct observation of field level providers while performing their duties.
  • Sign documents and approve Continuing Education units for EMTs and EMTPs.
  • Interact with and inform the County Administrator and local government officials as needed.
  • Be available 24/7 for consultation and response during disaster situations.
  • Assist and liaise between field EMS operations the Countys Emergency Department hospitals and public health agencies during disaster situations.
  • Participate in the Florida EMS Medical Directors Association or another recognized statewide physicians group focusing on prehospital care.

Monthly Services:

  • Attend monthly meetings including Trauma Star Flight team meetings EMS Services meetings department staff meetings and Monroe County Board of County Commissioners Meetings.
  • Participate in Educational Programs at all levels for Certified/Licensed Monroe County Fire Rescue response personnel.
  • Provide a monthly report detailing activities performed on behalf of the department.

Quarterly Services:

  • Participate in Trauma Star Safety Meetings to review procedures safety policies issues and audit compliance.
  • Participate in Emergency Medical Services and Quality Assurance Quality Management review meetings.
  • Provide a quarterly report listing participation in interagency discussions and meetings to promote collaboration and communication.

Annual Services:

  • Provide annual review and signoff of Trauma Transport Protocols for submission to the Florida Department of Health Bureau of Emergency Medical Services.
  • Certify the annual review and revision of MCFRs Protocols for Specialty Procedures or Services including aeromedical (Trauma Star Transport).
  • Certify the annual review and revision of existing Protocols and Standing Orders to ensure they meet nationally accepted standards of practice.
  • Provide an annual report on all training sessions provided to MCFR personnel on all Protocols and Standing Orders.
  • Conduct an annual review of the National Fire Protection Association standards for the Comprehensive Occupational Medical Program for Fire Departments against MCFRs current operation.
  • Develop and improve the patient care Quality Assurance Program to assess the medical performance of paramedics and EMTs.
  • Participate in the annual budgetary process providing reviews regarding staffing structural requirements equipment and supplies.
  • Provide annual reviews of an effective patient care Quality Assurance System.
  • Review annually procedures for issuance renewal suspension and revocation of practice privileges for Monroe County Fire Rescue personnel.
  • Review annually procedures for routine auditing of EMS System performance and adherence to protocols.
  • Provide and oversee a minimum of ten 10 hours per year of continuing medical education related to prehospital care or teaching for department EMTs and Paramedics.
