Function of Work:
To plan and administer all communications public relations and/or web page goals and objectives for an office or small agency.
Level of Work:
Manager.
Supervision Received:
Broad direction from a higher level Public Information Director administrator or agency secretary.
Supervision Exercised:
May supervise Public Information Officers clerical and other technical employees.
Location of Work:
May be used by all state agencies.
Job Distinctions:
Differs from Public Information Officer 3 by the presence of responsibility for all public information initiatives within an office or small agency and/or supervision of professional public information officers.
Differs from the Public Information Director 2 by absence of responsibility for all public information initiatives for a large agency.
This position is within the Office of Technology Services (OTS) Administration and will function as the Communication Director for OTS. Supervision is received from an IT Statewide Senior Administrator or higherlevel authority. The Communication Director will functionally supervise others on a project basis.
This position plays a critical role in building and fostering trust through communication programs and initiatives that advance transparency and accountability within OTS and across agencies supported by OTS. This position leads the internal and external communication activities and is responsible for key messages website content print and electronic communication and coordination of communication and relations with employees and stakeholders at customer agencies.
The incumbent in this position must be an experienced communication leader strong writer and strategic thinker who is wellversed in communication strategies and processes. The Communication Director must have strong skills in creating succinct well crafted persuasive content and function as an effective communicator with demonstrated experience working closely with senior leadership in a large complex agency.
60 MANAGING AGENCY COMMUNICATIONS
Establish and maintain a communications strategy and plan for both internal and external stakeholders (e.g. OTS customer agencies governmental executives
etc..
Act as the official spokesperson for OTS providing statements answering media inquiries and coordinating press interviews.
Prepare press releases media advisories and other communication materials for dissemination.
Draft speeches talking points and presentations for senior leadership ensuring consistent and accurate messaging.
Collaborate with internal teams to ensure that employees are informed about agency policies initiatives and key developments.
Develop internal communication materials to support employee engagement and understanding of publicfacing initiatives.
Collate document and translate complex information into easytounderstand terms related to information technology services initiatives and programs provided
by OTS.
Modify key information and communication to accommodate multiple audiences such as the OTS publicfacing website internal sites for OTS employee
communication brochures and publications for OTS customer agencies.
Recommend and/or create communication tools as needed to facilitate communication within and across OTS.
At the direction of OTS senior leadership may brief agency officials regarding routine sensitive or crisis situations.
Provide regular reports to leadership on media coverage public feedback and communication metrics.
25 WEBMASTER OF OTS WEBSITES
Function as a leader in ensuring that OTS publicfacing website intranet and associated communications materials are in accordance with OTS brand standards
and are accessible to people with disabilities as required by the American with Disabilities Act (ADA). Collaborate as needed with the DOA ADA Coordinator as
OTS technical staff to meet this requirement.
Direct the content of OTS publicfacing website and OTS intranet site to ensure the sites meet needs of OTS administration OTS customer agencies internal
staff and the public.
Develop publish or approve content published on OTS websites.
Oversee and coordinate OTS staff functioning as content managers; provide training and education to support content management activities.
Coordinate with the DOA Communications Office as warranted.
Collaborate with agency personnel responsible for recruiting and retention including DOA Office of Human Resources regarding messaging to prospective
employees. Design and manage the publication of recruitment content that may be published on the OTS Careers website.
10 PUBLICATIONS
Develop materials for and direct the layout and production of informational materials (e.g. brochures newsletters and other communications for internal and/or
external distribution). This task may require conducting interviews with OTS staff and/or participating in OTS meetings to capture current initiatives planned
initiatives and interpreting information technology initiatives in order to create and disseminate information appropriate for technical and nontechnical audiences.
Work with OTS staff to ensure consistent strategic messaging imagery and wording across all communications channels such as the OTS website OTS
newsletters reports and presentations.
Create content for the OTS website social media platforms newsletters and other public communication channels.
5 OTHER DUTIES AS ASSIGNED
Perform all other tasks special projects analysis studies and plans as directed.
