Job Description

SUMMARY

The San Francisco Department of Public Health (SFDPH) Population Health Division (PHD) Applied Research Community Health Epidemiology and Surveillance (ARCHES) Branch is seeking an Epidemiologist/Data Manager to support the Combating Antimicrobial Resistant Gonorrhea and Other Sexually Transmitted Infections (STIs) (CARGOS) project a California Bay Area collaborative effort with the California Department of Public Health (CDPH). The CARGOS Epidemiologist/Data Manager will primarily serve as the lead analyst and data manager for a multisite CDC initiative on rapidly detecting and responding to antimicrobial resistant gonorrhea (ARGC) as well as support other STI surveillance and evaluation activities.

The salary range for this position is $78144.00 to $97116.00 annually depending on experience/ qualifications.

ESSENTIAL FUNCTIONS

Under the general supervision of the Director of the SFDPH ARCHES STI Epidemiology Surveillance and Program Evaluation Section the CARGOS Epidemiologist/Data Manager will perform the following essential job functions:

  • Apply strong database management and analytical skills and knowledge using statistical and database management software (e.g. SAS and SQL) to evaluate and enhance quality of all CARGOS clinical laboratory and investigation data;
  • Prepare regular data submissions passing all quality assurance checks to CDC following projects data schedule and requirements and ensure complete and accurate datasharing with CDPH and project sites as needed;
  • Conduct epidemiologic and other analyses using clinical laboratory and investigation data to describe patients with and without ARGC and trends in changing levels of ARGC including among racial/ethnic and sexual and gender minorities;
  • Evaluate data using descriptive and multivariate statistics as part of verifying analyzing interpreting and summarizing data for reports as well as for dissemination of findings to appropriate stakeholders;
  • Lead program evaluation and quality improvement of CARGOS activities at the SF Public Health Laboratory and SF City Clinic and collaborate with CDPH to conduct similar activities with participating CARGOS community clinics (e.g. increased culture isolation high culture positivity with fewer specimens collected equitable culture collection by race/ethnicity and gender identity);
  • Develop multiyear and multisite analyses using local and statewide CARGOS Project data to inform epidemiology of and trends in ARGC as well as opportunities for identification and rapid response;
  • Serve as primary SF data liaison to all project partners including: CDC CDPH Sexually Transmitted Diseases (STD) Control Branch SF Public Health Laboratory participating local health jurisdictions and participating STI and nonSTI community clinics;
  • Respond to adhoc data requests by CDC CDPH or other SFDPH partners including external researchers and the public;
  • Participate on project meetings and conference calls and attend required trainings as needed;
  • Effectively apply communication skills to translate data to program and clinic staff and community members;
  • Prepare data for project progress reports and continuing grant applications for submission to funding agencies;
  • Summarize study data for presentation and publication in technical and scientific journals and at local and national meetings;
  • Maintain a detailed and wellorganized schedule of tasks and events;
  • Meet with supervisor regularly and asneeded to report progress and solve problems;
  • Respond creatively and professionally to challenges that arise in the course of the project;
  • Address additional SFDPH PHD STI data needs as requested;
  • Assure ethical practices and maintain confidentiality;
  • Ensure all patients rights are protected;
  • Performs other related duties as assigned/required.

JOB QUALIFICATIONS

Education/Experience

  • Master of Public Health or Master of Science in Epidemiology public health infectious diseases or related field required.
  • 2 or more years experience in epidemiology and/or analyzing surveillance health research or healthcare data
  • Minimum of one year experience with database management and quality assurance preferred.
  • Minimum of one year experience coordinating public health projects or research studies preferred.
  • Basic content knowledge of STI epidemiology and prevention and control strategies preferred.
  • At least one year of experience working with or for populations disproportionately at risk for STIs (e.g. communities of color men who have sex with men transgender individuals people experiencing homelessness people who use preferred. Lived experience may substitute for working experience in this area.

Other Skills Knowledge and Abilities

  • Knowledge of STI and HIV and clinical surveillance and epidemiologic terminology
  • Knowledge of the principles and procedures of epidemiological research including study design epidemiological surveys and surveillance; theory and application of epidemiological methodologies; principles and method of biostatistics and preparation of scientific research reports
  • Knowledge and skills to evaluate and analyze measures of antimicrobial resistance including phenotypic and genetic data
  • Strong SQL skills for statistical and database management software in addition to SAS; knowledge of STATA or R is a plus
  • Knowledge of Epic CalREDIE or CalConnect is a plus
  • Strong oral and written communication and data visualization skills

This is a hybrid position requiring a minimum of three days inperson at office in San Francisco CA. Must have functioning internet access at remote location.
