Position Summary

MassDOTs Office of Transportation Planning (OTP) seeks two Program Coordinators for its Administration section reporting to OTPs Manager of Administration. The Program Coordinators (PC) will primarily be responsible for coordinating submission of the State Planning and Research (SPR) Work Program which establishes a comprehensive framework for making transportation investment decisions and carrying out transportation research activities throughout the Commonwealth. To support SPR Work Program development and submission the PCs will be responsible for requesting input and updates from OTP and Highway sections preparing financial reports in partnership with MassDOT Fiscal and collaborating across teams to optimize and enhance OTPs administrative capacities. The PCs will work in close partnership with the GIS Business Intelligence Analyst and the GIS/Research Team Project Manager to manage and maintain the SPR Salesforce Portal and other administrative systems as needed. Additionally the Program Coordinators will support the development of streamlined administrative processes for invoicing contracts and budgeting under the guidance of the Manager of Administration. Duties include but are not limited to:

Duties and Responsibilities

  • Develop and implement procedures and guidelines to accomplish assigned agency program objectives and goals
  • Coordinate the development of MassDOTs annual SPR Work Program
  • Manage the SPR Salesforce Portal; work with GIS Business Analyst to streamline reporting
  • Confer with Manager of Administration Dep. Executive Director and other agency personnel to determine and adhere to SPR requirements eligibility of proposed SPR projects and availability of resources as well as develop criteria and standards for program evaluation of the SPR
  • Assist with invoice processing via WRIKE and ProjectInfo
  • Review reports memoranda contract documentation for completeness accuracy and content.
  • Develop/update administrative guidance/job aids for OTP staff and provide onthejob training and orientation for employees
  • Other duties as assigned
  • The preferred candidate will have intermediate to advanced excel skills familiarity with WRIKE Salesforce or other similar project management databases/platforms ability to work collaboratively in a fastpaced environment customer service skills and an interest in public administration and business development.

Applicants must have at least (A) three years of full time or equivalent parttime professional administrative or managerial experience in business administration business management or public administration the major duties of which involved program management program administration program coordination program planning and/or program analysis or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelors degree with a major in business administration business management or public administration may be substituted for a maximum of two years of the required experience.*

II. A Graduate degree with a major in business administration business management or public administration may be substituted for the required experience.*

III. A Bachelors or higher degree with a major other than in business administration business management or public administration may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
