(WMS Band 1
Monday Friday 8AM 5PM FLEXIBLE/HYBRID

The Recreation and Conservation Office (RCO) is a small state agency located in Olympia Washington that plans for and provides funding to: create and maintain opportunities for recreation; protect the best of the states wild lands farms and forests; and recover salmon.

About the Opportunity:
As the Administrative Services Manager you will play a vital role in supporting the organization across multiple functions including human resources coordination facilities management employee safety training and Diversity Equity and Inclusion (DEI) initiatives. You will also provide backup executive administrative support. This position is essential to ensuring RCO successfully carries out its mission and goals by managing key administrative functions. As the first point of contact for human resources (HR) matters you will serve as the liaison to the Department of Enterprise Services (DES) for personnel issues. You will also be responsible for payroll reporting and reconciliation overseeing RCOs facilities representing leadership on the agency safety committee and the Social Justice Equity Diversity and Inclusivity (JEDI) Council coordinating facility management with other tenants in the Natural Resources Building in Olympia WA and serving as the agencys training specialist. The ideal candidate will be committed to fostering an inclusive and safe environment for all individuals interacting with RCO. You must also recognize and address systemic inequities such as racism sexism and classism in the workplace.

Duties

Some of What Youll Enjoy Doing Includes:

  • Serve as a confidential liaison and consultant to all RCO staff on human resources matters.
  • Act as the agency representative for Washington Federation of State Employees (WFSE).
  • Oversee the full scope of organizations HR functions including recruitment hiring corrective actions and maintaining personnel records.
  • Act as the primary HR liaison with the Department of Enterprise Services (DES).
  • Research and analyze best practice human resources ensuring compliance with current laws and business standards legislative requirements and recommend improvements.
  • Represent leadership on the agency JEDI Council.
  • Serve as the agencys training coordinator maintain employee training records in The Learning Center (TLC) and ensure staff receive appropriate DEI training.
  • Draft update and implement HR policies.
  • Establish and maintain DEI processes and policies while advancing initiatives through the Office of Equity and the Governors Office.
  • Oversee facilities management for the agency and act as the agency building Safety Officer ensuring staff are trained on safety procedures and provided with protective gear.
  • Develop and implement safety plans and represent RCO leadership on the safety committee.
  • Other duties as needed.

Qualifications

Required Qualifications:

  • Bachelor of Arts or Science from an accredited college or university by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA) in Human Resource Management Business Administration or a related field. NOTE:Qualifying education and/or experience may substitute for the degree on a yearforyear basis.

AND

  • Five 5 years of demonstrated ability to manage multiple deadlines work in a fluid and demanding environment while maintaining confidentiality and exercising sound judgment and grace under pressure.
  • Five 5 years of working knowledge in human resources practices including recruitment hiring corrective action discipline and maintaining personnel files etc.NOTE: Experience can be gained concurrently.
  • Ability to work within strict ethical guidelines and always maintaining the utmost confidentiality.

  • Conflict Management:Address emerging issues quickly fairly openly. Seek advice from others when needed. Ensure HR best practices are followed and that all matters are documented in Supervisor Files.

Required Technical Skills:

  • Experience with Microsoft Office Suite including the ability to prepare PowerPoint presentations use Word Excel Outlook etc.
  • Experience managing confidential records.
  • Strong administrative skills including those related to organization and attention to detail.

Preferred Qualifications:

  • Experience working within the Washington state system.
  • Working knowledge of state government laws policies procedures and practices.
  • Strong writing and editing skills.
