Job Description

5 months contract with local authority

Job Purpose:

  • Support the highquality delivery of commissioning programmes in line with the One Council Commissioning Framework and Model across services within the Adult Care and Community Wellbeing Directorate including joint commissioning opportunities with the NHS Integrated Care Board (ICB).
  • Assist Heads of Service in developing and implementing commissioning plans making/recommending commissioning decisions to meet identified needs ensuring the Council achieves expected and desired outcomes across portfolios and service categories.
  • Deliver improved outcomes through service innovation and development while ensuring value for money in commissioning decisions.
  • Develop and implement commissioning strategies and plans in line with the Joint Strategic Needs Analysis (JSNA) Health and Wellbeing Strategy priorities and Corporate Plan Priorities.
  • Ensure all commissioning activities comply with legislation statutory guidance and Council policies and procedures.

Key Responsibilities:

  1. Leadership and Delivery:

    • Work closely with the Senior Strategic Contract Manager and Senior Strategic Commercial and Procurement Manager to ensure effective leadership and delivery of key aspects of the commissioning cycle including reviewing shaping planning and designing new commissioned services redesigning existing services joint review processes engagement benchmarking best practice demand intelligence cost and risk analysis.
  2. Strategic Commissioning Approach:

    • Assist with delivering a consistent strategic commissioning approach across the Council and the ICB including:
      • Embedding new ways of thinking and working.
      • Developing and maintaining strong positive working relationships across service areas with providers and partners.
      • Continuously seeking synergies and efficiency savings across strategic commissioning areas.
  3. Project Management:

    • Lead or manage commissioning projects with whole service or countywide impact and lead Council and/or ICB complex projects.
    • Be flexible to work on priority projects as they emerge or priorities change.
  4. DaytoDay Leadership:

    • Provide daytoday leadership advice and guidance within own area of responsibility including working closely with Commercial Services.
    • Support other commissioning project team members including service area colleagues corporate services colleagues Procurement Officers Contract Officers Commercial Development Officers Business Support and external partners as necessary.

Requirements:

  • Experience in supporting the development and delivery of commissioning plans and making/recommending commissioning decisions.
  • Knowledge of legislation statutory guidance and Council policies and procedures related to commissioning.
  • Strong leadership and project management skills.
  • Ability to develop and maintain positive working relationships with various stakeholders.
  • Flexibility to work on emerging priority projects.
  • Strong analytical and problemsolving skills.
  • Excellent communication and interpersonal skills.
