Job Description

Position: Project and Program Financial Manager
Overview: The Project and Program Financial Manager is responsible for helping design implement optimizeand oversee the budgeting accounting and invoice processing for a series of critical interconnected construction projects that make up the Program. The Project/Program Financial Manager plays a critical role in ensuring Habitat continuously improves its financial management infrastructure and identifying key metrics to assess the current and future financial viability of designated projects and the overall program.
Key Responsibilities:
  1. Financial Forecasting & Budgeting:
    • Develop detailed financial forecasts for CDBGDR funded projects including projected expenses cash flow analysis and longterm budget planning.
    • Monitor budget performance and adjust forecasts based on project progress and financial trends. Identify potential risks related to cash flow budgeting or payments.
    • Collaborate with the VP of Construction to ensure budgets are aligned with project timelines and milestones.
  2. Expense Tracking & Timely Payments:
    • Ensure all CDBGDRrelated expenses are tracked accurately and processed in a timely manner.
    • Manage and Reconcile payment schedules for vendors contractors and other service providers ensuring no delays or disruptions to project timelines.
  3. Cash Flow Management:
    • Monitor and manage the flow of funds to ensure sufficient cash availability for ongoing CDBGDR projects.
    • Forecast cash needs based on project timelines and expense projections adjusting financial plans accordingly.
    • Work closely with leadership to anticipate funding requirements and avoid cash shortages.
  4. Financial Reporting & Analysis:
    • Prepare regular financial reports that summarize expenditures cash flow and budget variance for management review.
    • Conduct financial analysis to identify trends areas for cost savings and opportunities for more efficient use of resources.
    • Provide insights and recommendations based on financial data to support strategic decisionmaking.
  5. Vendor & Contract Payment Management:
    • Oversee the timely processing of payments to vendors contractors and service providers working on CDBGDR funded projects. Address any payment discrepancies on a timely basis.
    • Ensure all payments are compliant with contract terms maintaining accurate documentation for auditing purposes.
  6. Collaboration & Communication:
    • Work closely with the Program Management Committee to ensure financial processes align with project needs and timelines.
    • Communicate financial performance forecasts and budget updates to leadership providing clarity on the financial status of each project.
Position Requirements
  • Bachelors degree in accounting or finance
  • Minimum of 3 years of accounting experience
  • Proficient in Microsoft Office Suite
  • Knowledge of Accounting Programs (QuickBooks Enterprise a plus)
  • Knowledge of Construction tracking programs (Procore a plus)
  • Knowledge of government grant compliance requirements a plus
  • Acceptable background check
