WHO WE ARELOOKING FOR
We are seeking an experienced leader for the role ofManager 3 Deputy Director for ourPersonnelDivision within the Montgomery County Police Department. The ideal candidate willpossessstrong knowledge of the professional field of Human Resources (HR) to provide input and guidance to upper management on policy and operational decision as well as providing resolution onhighly complexHR issues and problems.
In this highly responsible role you will serve as the Deputy Directorfor the Personnel Division and the HR expert for the Police Department. This position manages the following units/functions through subordinate supervisors in the Personnel Division:Administration Recruiting Background Investigations Volunteer Resources and Wellness.
Duties include but are not limited to:
Providing supervision and direction to the Program Manager IIs for the Administrative Section Background Investigations SectionVolunteer ResourcesSectionand the Police Seargeant for the Recruiting Section.Participating in automation initiative and responding to requests for departmental datapertaining toall Sections of the Division.
AdministrationSection:
Monitoring the recruiting process to fill professional staff vacancies.
Monitoring position control functions including creating abolishing andmodifyingpositions employee transactions for hiring transfers promotions and terminations.
Coordinatingperformance evaluation completion in the automated system.
Managing all classifications including creations/reclassifications and June box studies.
Writing contracts and procurement request approving PCard and invoices.
WorkingalongsideLegal and Labor on a variety of issues.
Troubleshooting Telestaff and other time and attendance issues.
Consulting on issuesregardingjob share multilingual military telework FMLA and other wellness issues as well as other HR related initiatives.
Background InvestigationsSection:
Staying abreast of issuesregardingthe conduct of background investigations for Sworn Professional and Contractor positions.
Reviewing backgroundinvestigationsandpsychologicalreports for professional positions. Dealing with issuesregardingState requirements reporting requirements qualification issues documentation class dates etc.
Recruiting Section:
Approving job fair attendance and strategizing recruiting venues.
Troubleshooting issuesregardingsteps in the Police Office Candidate hiring process including background investigations class dates recruiting initiatives interviewing process and medicaland psychological test issues.
Overseeing procurement and contact processes related to recruiting.
Ensuring fairness of testing phases and providing training to officers to serve as members of the interview process.
Volunteer Resources and Wellness Section:
Consulting on issues related to hiring and providing assignments to volunteers and interns in the department.
Consulting on issues related to staff that are injured on lightdutychronic or working through their return to work.
Troubleshootingissues that ariseoverseeing initiatives for the sections statistics etc.
Promotional Exams (Sworn Staff):
Overseeing the writing of promotional exams preparing materials schedulingcandidatesand administering exams.
Preparing for and processing selection process including interviews and paperwork for promotion.
Working with Management and Budget Division on contact and cost.
Experience:Five 5 years of progressively responsible professional experience inHuman ResourcesManagement.
Education:Graduation from an accredited college or university with a bachelors degree.
Equivalency: An equivalent combination of education and experience may be substituted.
LICENSE:Avalid Class C (or equivalent) drivers license from the applicants state of residence whenfor jobrelated duties.
Experiencesupervising in a large HR office preferably within a public safety agency.
Experience drafting contracts and other professional documents on support of program initiatives.
Experience in tracking employee movement in a large organization.
Experienceprovidingexecutive level advice on HR matters and coordinating activities/actions with partners in other agencies.
Experience working with laws and regulationspertaining tothe HR field.
Experience in assessmentcentertesting.
SHRM certification
