Position Overview
The Illinois Department of Children and Family Services is seeking an organized professional and energetic individual to serve as Day Care Licensing Representative. Under supervision this position will conduct licensing studies and relicensing reviews of day care centers and homes to determine eligibility for licensing or relicensing. The position will conduct onsite inspection and will initiate relicensing activity while providing ongoing monitoring of assigned day care centers and homes.

Job Responsibilities
- Serves as Day Care Licensing Representative.
- Initiates relicensing activity (requesting necessary inspections providing reapplication forms etc. prior to the expiration date of day care center and home licenses.
- Provides ongoing monitoring of assigned day care centers and homes visiting each at least once per year and making additional visits as needed.
- Investigates alleged violations of the Illinois Child Care Act and Department standards and regulations as applied to licensed unlicensed and licenseexempt facilities.
- Coordinates services with other local state or federal standardsetting agencies concerned with inspecting licensing funding and monitoring day care centers day care homes or group day care homes.
- Obtains fire and health clearances for day care facilities from the Department of Public Health and state and local fire inspectors.
- Maintains client records (to include filing documents as needed) in accordance with federal and state statutes and guidelines Department rule procedure and accreditation standards monitoring to ensure that all documentation from other Department sources has been included.
- Provides input into unit meetings.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires a bachelors degree from an accredited college or university with specialization in early childhood education or child development.
- Requires a minimum of 18 hours of coursework in child development or early childhood education.
- Requires two years of professional experience in early childhood day care center kindergarten or a day care licensing program.
Conditions of Employment
- Requires completion of a background check and selfdisclosure of criminal history.
- Requires ability to travel in the performance of duties. Requires appropriate valid drivers license.

There are three categories of UMP titles: 1 certificate titles which require passing a written proficiency exam; 2 credential titles which require the possession of a specified college degree and/or licensure; and 3 dual titles for which a certificate may be earned by following either the certificate or credential pathway.

Certain provisions of the revolving door restrictions contained in 5 ILCS 430/545 apply to this position. As a result the employee should be aware that if offered nonState employment duringState employment or within one year immediately after ending State employment the employee shall prior to accepting any such nonState employment offer notify the Office of the ExecutiveInspector Generalfor the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act 5 ILCS 420/4A et seq. requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic.
