Job Description

Overview:

Brief Job Description (essential functions of the job):

Under the general direction of the Commissioner serves as the Director of Human Resources for Boston Centers for Youth & Families (BCYF). Performs work under considerable difficulty in matters assigned by the Commissioners Office to manage BCYF.

Responsibilities:

  • Supervises the personnel unit and oversees the daytoday business functions including payroll processing and full cycle recruitment of all Boston Centers for Youth and Family services (BCYF).
  • Oversees and directs all activities of the Human Resource Unit and ensures effective and efficient operations. Job responsibilities will include: 1 Workforce management and development 2 Developing implementing and updating Human Resource policies and procedures 3 Developing training programs in accordance with applicable city state and federal laws collective bargaining agreements and/or departmental rules and regulations and/or departmental rules and regulations. This includes administrative technical and professional duties in the areas of position development classification & compensation; vacancy management; recruitment selection & onboarding; labor relations; performance appraisal benefits administration and a coordinating role in ongoing staff and professional development; as well as technical work in developing maintaining and ensuring compliance with the personnel policies and procedures of BCYF.
  • Acts as liaison for the Citys Office of Human Resources Office of Labor Relations and Law Department on employment and related matters.
  • Represents the department in firstlevel labor relations matters including union grievance procedures and dispute resolution.
  • Maintains communications with appropriate union officials for exchange of information formal and informal discussion of unionmanagement affairs and related matters; assists with impact bargaining obligations of progressive discipline and grievance processes.
  • Represents BCYF at personnelrelated hearings and investigations.
  • Testifies in forums including but not limited to MCAD union grievances/arbitrations and other litigation as necessary.
  • Provides guidance to department employees and management on issues concerning various city policies including ADA FMLA residency attendance Small Necessities Leave Act medical leaves and harassment.
  • Serves as the departmental Criminal Offender Record Information (CORI) and Sexual Offender Registry Information (SORI) authorized agent and oversees all CORI and SORI background checks.
  • Oversees the orientation process for all new employees.
  • Manages all personnel human resources and labor related records & information; oversees the analysis maintenance and communication of such as required by law.
  • Mediates problems between employees; works to improve communication within and between groups; answers questions from leaders and supervisors concerning personnel policies and procedures.
  • Prepares employee separation notices and related documentation and conducts exit interviews to determine reasons behind separations.
  • Prepares reports and recommends procedures to reduce absenteeism and manage retention goals.
  • Collaborates with management staff on the design and implementation of a training and professional development program for all employees.
  • Coordinates annual projects such as performance evaluations and benefits open enrollment.
  • Responsible for all personnel transactions departmentwide and serves as the departments official Keeper of Records.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Applicants must have five 5 years of experience in either human resources or labor relations including four 4 years in a supervisory capacity preferably in a municipal setting. A bachelors may be substituted for two 2 years of the required experience.
  • Excellent oral and written communication and organizational skills.
  • Knowledge of budget preparations and procedures BAIS HCM (PeopleSoft).
  • Proficiency in Microsoft applications and Google Suite.
  • Working knowledge of human resources policies and procedures such as ADA FMLA Workers compensation etc. highly preferred.
  • Must have familiarity with the Administration/HR/Labor Relations.
  • Ability to work independently under deadlines and with sensitivity to confidential matters.
  • Ability to establish and maintain effective working relationships with employees and managers.
  • Ability to exercise good judgment and focus on detail as required by the job.
