Job Description

Job Summary:

We are seeking an experienced Quantity Surveyor with 5 to 10 years of experience in largescale water infrastructure projects preferably funded by the World Bank. The ideal candidate will be responsible for cost estimation contract administration and financial management ensuring project efficiency and compliance with regulatory and donor requirements. Familiarity with World Bank project guidelines is paramount. The role requires frequent travel across Nigeria and strong analytical and negotiation skills.


Key Responsibilities:

Cost Estimation & Budgeting:

  • Prepare detailed Bills of Quantities (BOQ) and cost estimates for water infrastructure projects.

  • Conduct feasibility studies and costbenefit analyses to ensure project cost efficiency.

  • Monitor and control project budgets ensuring alignment with financial projections.

Contract Administration & Procurement:

  • Prepare and review contract documents tender evaluations and bid proposals.

  • Ensure compliance with World Bank procurement guidelines and local regulatory requirements.

  • Assist in the negotiation and management of contracts with suppliers contractors and consultants.

  • Evaluate and approve contractor claims variations and change orders.

Financial Management & Auditing:

  • Track and report project expenditures cost deviations and financial risks.

  • Prepare progress reports financial documentation and audit reports for project stakeholders.

  • Ensure regulatory compliance with Nigeria s national financial and procurement frameworks.

Site Inspections & Risk Management:

  • Conduct onsite assessments to verify completed work against BOQs and contract specifications.

  • Identify and mitigate potential risks that may impact project costs and timelines.

  • Ensure costeffective resource allocation without compromising quality or sustainability.

Team Coordination & Stakeholder Management:

  • Work closely with civil engineers project managers and site supervisors to optimize cost control.

  • Liaise with government agencies auditors and funding bodies to ensure transparency in project .

  • Provide expert cost advice to support decisionmaking for ongoing and future projects.



Requirements

Education & Experience:

  • BSc/MSc in Quantity Surveying Construction Management or a related field.

  • 5 to 10 years of experience in largescale water infrastructure projects.

  • Prior experience working on World Bankfunded projects is highly preferred.

Technical & Industry Knowledge:

  • Strong understanding of cost control procurement and financial reporting in civil projects.

  • Proficiency in cost estimation software (e.g. AutoCAD CostX Primavera or Microsoft Excel for BOQ preparation).

  • Familiarity with Nigeria s national water regulatory and procurement frameworks.

Professional Certifications & Compliance:

  • Membership with NIQS (Nigerian Institute of Quantity Surveyors) is required.

  • Certification in FIDIC contract management or other relevant frameworks is an advantage.

Personal Attributes:

  • Excellent negotiation and communication skills.

  • Strong analytical and problemsolving abilities.

  • Willingness to travel across Nigeria for site inspections and stakeholder meetings
