1. JOB DETAILS:

Job Title:

Jr. HSE Officer

Reports to:

HSE Manager/Officer

Department:

Quality Health Safety and Environment Department

2. JOB PURPOSE:

This role is required to support the Project Manager / HSE Officer of the division and to ensure the best quality of HSE advice and services is provided within the Project.

Highlight any HSE concern within the Project immediately to Project Management for corrective & preventive action.

This role serve to advise monitor HSE activities within the project and be instrumental in enhancing the overall HSE culture.

4. KEY ACCOUNTABILITIES:

The duties of the Jr. HSE Officer will include but not be limited to

To support the HSE Officer

To coordinate activities within the HSE Management System.

To monitor the implementation of Project HSE Policies and Procedures.

Provide guidance on HSE related issues to the Project Management.

Complete work place safety inspections and issue reports and findings.

Maintain and update incident and action items registers.

To assist in the safe planning of Project operations.

Carry out risk assessment programs and reviews.

Carry out tool box talks and HSE related training as identified by HSE Officer/ Reginal HSE Manager

Generate HSE reports as requested by HSE Officer/ Reginal HSE Manager.

Provide HSE supervision for risk related activities.

All HSE matters within the Project are captured and managed.

Represent the HSE on related issues.

Coordinate and assist in the HSE management system.

Monitoring and checking of HSE compliance.

Take ownership of polices and procedure which enable the Project to operate safely.

Write up and issue safety inspection reports.

Investigate nonconformances and report accordingly.

Write up / review and issue risk assessment reports.

Demonstrate safety leadership and a proactive approach to HSE management.

Technical & Professional

Act with best interests in stakeholder’s safety in the Project.

Provide sound technical HSE advice to Project Management.

Excellent understanding of HSE regulations and required standards.

Support the HSE management system to ensure all issues are captured and tracked within the Project.

Maintain all HSE records up to date and to ensure all HSE information is available for audit.

Management Report:

Collate relevant information and produce reports for HSE Officer/ Reginal HSE Manager

To represent the Project at contractor meetings.

Ensure that method statements have been reviewed and that critical activities identified have been Risk assessed and that relevant inspection and test plans are attached and endorsed by the relevant authorities.

Accurate ontime reporting with no delay in the work execution.

All works carried out in the Project requiring work permits and risk assessments are reviews and approved by the Project Manager prior to work commencement.

5. JOB CONTEXT:

This role is required to ensure the best quality of HSE services within the Project by providing guidance in a competent manner to maintain all Project’s safety and environmental aspects.

This role serves to support the HSE management monitor and supervise all of the HSE activities to facilitate the safe and healthy running of the Project.

Maintain all records of incidents and accidents reports and present data to management leading on proactive actions to resolve and prevent any HSE incidents. Dedicate effort to prevent repetition of accidents and ensure all stakeholders are aware of Company’s Health & Safety culture.

6. QUALIFICATIONS EXPERIENCE & SKILLS:

Minimum Qualifications and Knowledge:

NEBOSH General / International Certificate or Level 3 of OSH qualification.

Fluent in English.

HSE knowledge and experience within a dynamic construction project environment.

Minimum Experience:

5 years relevant experience in handling projects or engineering industry.

Ability to execute the primary functions of a HSE Management System.

JobSpecific Skills:

Computer skills including spread sheets and word processing programs and email at a highly proficient level

Effective written verbal and listening communication skills.

Ability to multi task.

Excellent interpersonal skills.
