BACKGROUND AND PURPOSE OF THE ASSIGNMENT

WFPs work on nutrition school meals and social protection is central to its mandate to end hunger and improve diets. The Nutrition School Feeding and Social Protection Service plays a key role in strengthening linkages across policy programmes and systems enabling WFP to better support governments in delivering nationally owned solutions that protect vulnerable populations improve nutrition outcomes and strengthen human capital.

In this context there is a growing need for integrated approaches that address the multiple dimensions of food systems transformation including affordability health and environmental sustainability. To respond to this need the Systems Analysis for Nutrition team has developed a novel analytical approach to assess and navigate trade-offs across these dimensions generating evidence to inform more coherent and actionable food systems policies.

This approach was piloted in Cambodia through the Sustainable Healthy Diet study which identified context-specific dietary pathways that are healthier more affordable and more environmentally sustainable while also outlining the policy actions and investments required to support these transitions at scale. The study has already contributed to national policy processes demonstrating its potential to bridge the gap between evidence and implementation.

Building on this experience there is an opportunity to replicate and scale this methodology in other country contexts. To do so the team requires support to translate the Cambodia Sustainable Healthy Diet study into a structured replicable framework that links diet-based evidence to policy entry points and climate finance pathways. The assignment will focus on mapping policy entry points stakeholder ecosystems and barriers to climate finance for nutrition working in close collaboration with the relevant team members leading this workstream.

DUTY AND RESPONSIBILITIES

• Policy Entry Points Mapping: Develop a typology of policy entry points (climate food systems public health and social protection) including timelines where possible and produce a replicable Policy Entry Point Matrix based on the Cambodia case.

• Stakeholder & Partner Mapping: Create a generic stakeholder mapping tool categorizing actors (policy drivers technical enablers implementers and funders) and illustrating partnership structures using Cambodia as a reference.

• Climate Finance Pathway Analysis: Assess why climate finance underinvests in healthy diet transitions by analyzing conceptual financial governance technical and political economy barriers and explore links to mitigation potential demonstrated in the study.

EXPECTED OUTCOMES

• A Policy Entry Point Matrix (Cambodia-based mapping and adaptable template for other countries).

• A Partnership Architecture Tool for diet-based projects applicable across contexts.

• A comprehensive barriers analysis report examining constraints to climate finance for sustainable healthy diets (desirable).

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: A university degree in International Relations Sustainable Development Public Policy Political Science Economics Agrifood Systems or a related field.

Experience

• Experience in research and analysis (qualitative or quantitative) including working with data indicators and policy-relevant evidence.

• Experience in supporting international organizations government institutions or multilateral initiatives is highly desirable.

• Experience in stakeholder engagement and partnership development across government academia civil society and/or private sector actors.

Knowledge & Skills

• Understanding of sustainable food systems nutrition climate change and development policy.

• Proven research writing and communication skills including drafting policy briefs and technical reports.

• Good organizational and time management skills.

• Proven ability to work collaboratively in multicultural and multidisciplinary teams.

Languages: Be fluent in English.
