TERMS OF REFERENCE FOR SHORT-TERM/CONSULTANCY CONTRACTS

JOB TITLE/GRADE:User Engagement Specialist (B&P) / CST Level II

TYPE OF CONTRACT: REG CSLT

UNIT/DIVISION: Programme Cycle Quality and Budget Service (PQB)

Consultant (Rome-based GHQ Location)

DURATION: 11 months


BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As of January 2026 based on the approved organisational structure under the AED Operations theProgramme Cycle Quality and Budget Service (PQB) at WFP is a new unified service enablingcoherent high-quality risk-informed CSP implementation across the full programme and budget cycleand a focus on:

Better linkage between programme choices and financial realities to optimize and prioritize
resource usage and manage risks.
CO support for budgeting and implementation (CPN IPs COMPs Pipeline/NFR) from review toapproval including with respect to linked business processes systems and standards.
Predictable support for both CSP budgets/grant lifecycle processes (BRs closure transfers adv.
repayments) and corporate budget decisions.

A portion of the 2026-2028 CCI will enhance Budget and Programming processes systems and tools tosupport effective and efficient budget planning and resource management for WFP operations at CO
level as well as globally. This role will work closely with the Project Manager other projectroles and operational teams to support usercentred datadriven process and system improvements
across the project by gathering and prioritising feedback validating processes and solutionsdriving change and integration activities and coordinating communication and engagement with users
and stakeholders doing so the role will support the CCI business case named ImprovedProgramme Budget Planning and Funds Management Tools & Systems which falls under the initiative
dubbed End-to-End Monitoring Future-Ready Strategy and includes various key components foractivities overseen by PQBs units who also provide direct support to COs in the same areas.
As such this role will report directly to PQBs CCI Project Manager as 1st level Supervisor andto the Director PQB as 2nd level Supervisor. The incumbent will act as a User EngagementSpecialist taking on the following duties.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. User Advocacy & Support: Define strategies to capture feedback troubleshoot issues and supportimprovements to user experiences and products alike co-managing communication channels with all
end users especially in the Field. Help manage/monitor risks identification thereof andmitigation/response plans. Prioritise and manage ideation across the project workstreams.
2. Process and Systems Optimization: Elaborate validate and perform quality reviews/qualityassurance over business requirements from field service and unit counterparts with an aim to drive
efficiencies reduce the burden on field staff and propel advanced data driven decision-makingincluding through automation options that simplify user journeys and continuous endtoend processand systems optimization.
3. Evidence-based business cases: Use objective problem analysis and judgement to understand trackand escalate integration issues within the function and across systems and stakeholders.
4. Change Management Solution Validation and User Acceptance: Ensure solutions offered respond tofield and unit-level needs based on organizational priorities and mandate. Drive user adoption
retention and satisfaction by proactively championing change co-testing solutions and acting as a liaison between users and the product using data-driven insights to enhanceuser

engagement. Contribute to Change Management strategy and lead assigned Change Management activitiesthroughout the different phases of the project.
5. Data Analysis & Monitoring: Extract statistics for inclusion in business cases requirementsdocuments and other project documentation. Perform trend analyses for evidence generationprioritisation and decision-making purposes. Review and monitor data quality in preparation forintegrity tests data migration or other validations. Maintain and oversee requirements andbenefits traceability matrices and lead to KPI monitoring and reporting.
6. Knowledge Management & Communication: Research and turn information into useful knowledge/
content or responses to stated needs. Develop tailored content and materials for end-usertraining change management and outreach efforts stakeholder engagement opportunities knowledgemanagement including concept notes pitch decks and strategic presentations working with otherunits as required. Develop tailored content across e-mail Teams Sharepoint and other channels.
7. Coordination and Infosharing: Lead engagement initiatives with the end-user community andprovide them regular project updates/feedback on their queries. Keep the Project Manager and
Workstream Leads apprised of issues requiring management decision and/or capacity and deliverytimeline challenges. As necessary liaise with other WFP initiatives to synchronize activities andkeep abreast of eventual impacts on PQBs CCI initiatives.
8. Other: Actively participate in relevant Workstreams and working groups within PQBs CCI orgstructure. Manage multiple competing demands and perform any other relevant duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:
Validated business functional and technical requirements collected from field service and unitstakeholders for assigned processes tools and/or user groups.
Up-to-date Risk Register for assigned risks as at contract end date.
User Engagement strategy document.
Integration Issue and Change Management Logs.
Testing documentation including test scenarios testing/piloting results confirmed acceptancecriteria aligned with end-user needs validation feedback logs and any other useful supporting info.
Sections of the Change Management Strategy as assigned.
Handover/exit report at end of assignment.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Business Administration Statistics Finance Economics or other relevant field or First University degree with additional years of related workexperience and professional certifications.


Essential requirements:
Demonstrated advanced expertise in budgetary performance methodologies tools and/orsystems.
Strong technical knowledge of various demand/shortfalls tracking tools.
Demonstrated collaborative work with cross-functional stakeholders.
Proven advanced ability and/or experience in financial analyses dashboards and managementreports as well as various tools and systems including SAP and Palantir.
Extensive knowledge and/or experience in reviewing business processes/requirements and/orrevisions.


Languages: Fluency in English required; working knowledge of Arabic French and/or Spanish is an
asset.
