Job Summary

QA/QC Inspector Electrical & Instrumentation (E&I)

Project: Livorno Bioraffineria
Function: Mechanical Completion / Finalization Team
Role: Client Representative

Job Purpose

To support the Client during the finalization and mechanical completion phase of the Livorno Bioraffineria Project ensuring that Electrical and Instrumentation installations executed by the EPC Contractor are complete correctly installed inspected tested and documented in accordance with approved engineering documentation project specifications applicable standards and contractual requirements.

The QA/QC Inspector E&I will act as the Clients field representative independently verifying the completeness and acceptability of the EPC Contractors work with particular focus on field inspections mechanical completion walkdowns punch-list management completion documentation and readiness for handover to pre-commissioning and commissioning.

The position is therefore primarily a Client-side completion and final acceptance role rather than a conventional EPC quality-control inspection position.

Main Responsibilities
  • Act as the Clients representative for field inspection and verification of Electrical and Instrumentation installations.
  • Monitor and verify the EPC Contractors E&I completion and finalization activities.
  • Ensure installed E&I systems comply with approved drawings specifications vendor requirements and applicable standards.
  • Perform and participate in system/subsystem mechanical completion walkdowns.
  • Identify incomplete defective or non-conforming installations and ensure they are correctly captured through the project punch-list process.
  • Verify corrective actions performed by the EPC Contractor and physically confirm closure of E&I punch items.
  • Review E&I mechanical completion packages inspection records and supporting documentation.
  • Verify that required construction inspections and tests have been satisfactorily completed before handover.
  • Confirm E&I systems are ready for transfer from Construction/Mechanical Completion to Pre-Commissioning and Commissioning.
  • Coordinate with Engineering Construction QA/QC and Commissioning disciplines to resolve outstanding technical and completion issues.
  • Ensure Client acceptance is granted only when the physical installation and required documentation satisfy the agreed project completion criteria.
Key Activities Electrical
  • Inspect installation and completion of electrical equipment and systems including switchgear MCCs transformers electrical panels junction boxes motors local control stations and associated equipment.
  • Verify equipment identification location orientation accessibility and installation against approved drawings and project requirements.
  • Inspect cable trays conduits cable routing cable supports and associated installation.
  • Verify cable pulling identification segregation termination and gland installation.
  • Check earthing and bonding installations for completeness and compliance.
  • Verify electrical equipment installation supports fixing and protection.
  • Check installation of lighting and small-power systems where included in the relevant completion scope.
  • Verify Ex-rated electrical equipment installations in hazardous areas against project and applicable requirements.
  • Review relevant electrical inspection and test records including insulation resistance continuity earthing and other applicable construction tests.
  • Verify motors and associated electrical installations are mechanically/electrically ready for commissioning activities.
  • Confirm removal or appropriate management of temporary construction arrangements before handover.
Key Activities Instrumentation
  • Inspect installation and completion of field instrumentation including pressure temperature flow and level instruments control valves analyzers switches transmitters and associated field devices.
  • Verify instruments against approved P&IDs instrument location drawings hook-up drawings datasheets and other relevant engineering documentation.
  • Check instrument identification orientation accessibility and installation.
  • Inspect instrument supports tubing impulse lines manifolds and associated fittings.
  • Verify installation of instrument junction boxes cables glands and terminations.
  • Check installation of control valves and associated accessories for completeness and correct configuration.
  • Verify instrument air and associated connections where applicable.
  • Review calibration and applicable inspection records.
  • Verify that instruments are correctly installed and prepared for subsequent loop checking and commissioning.
  • Check hazardous-area instrumentation installation and Ex compliance as applicable.
  • Identify discrepancies between field installation and approved engineering documentation and coordinate their resolution.
Mechanical Completion & Handover

A major part of the role will be supporting the Construction-to-Commissioning handover process. The Inspector will:

  • Perform E&I system and subsystem completion walkdowns jointly with the EPC Contractor and relevant project disciplines.
  • Verify field installation against approved single-line diagrams wiring diagrams cable schedules layouts P&IDs loop drawings hook-ups instrument indexes datasheets and vendor documentation as applicable.
  • Generate and/or validate E&I punch-list items.
  • Ensure punch items are correctly categorized according to project procedures and handover requirements.
  • Follow up corrective actions and physically verify punch closure.
  • Confirm that outstanding items do not compromise safety system integrity energization or commissioning readiness.
  • Review and verify E&I mechanical completion certificates and associated inspection documentation.
  • Verify completeness of completion dossiers and turnover packages.
  • Support system/subsystem acceptance on behalf of the Client.
  • Monitor completion progress and highlight issues that may affect energization commissioning priorities or project milestones.
  • Coordinate closely with Commissioning personnel to ensure an efficient transition from construction completion to functional testing.
Documentation & Quality Verification
  • Review relevant E&I inspection and test records submitted by the EPC Contractor.
  • Verify compliance with approved ITPs project specifications engineering drawings vendor documentation and applicable standards.
  • Review applicable cable test records termination records calibration certificates inspection reports and completion documentation.
  • Verify that NCRs technical queries field modifications and construction deviations affecting E&I installations have been satisfactorily resolved prior to final acceptance.
  • Verify that documentation accurately reflects the final installed condition and that required red-line/as-built information has been captured.
  • Participate in completion quality and coordination meetings with the Client EPC Contractor and Commissioning Team.
  • Prepare inspection reports and provide clear status reporting on outstanding E&I completion issues.

The Inspector must maintain an independent Client-side verification role. The EPC Contractor remains responsible for execution and quality control of its work while the Inspector verifies that installations are complete compliant and acceptable for handover to the Client.

Requirements
  • Technical Diploma or Engineering qualification in Electrical Instrumentation Electronics Automation or a related discipline.
  • Minimum 810 years of relevant site experience in E&I construction inspection QA/QC mechanical completion or commissioning within refinery petrochemical oil & gas energy or EPC projects.
  • Strong practical knowledge of both electrical and instrumentation field installations.
  • Good understanding of E&I drawings and documentation including single-line diagrams wiring diagrams cable schedules P&IDs loop drawings and instrument hook-ups.
  • Experience performing field inspections and system/subsystem completion walkdowns.
  • Strong understanding of mechanical completion punch-list management and Construction-to-Commissioning handover.
  • Familiarity with electrical testing cable inspection/termination earthing instrumentation installation and calibration documentation.
  • Knowledge of hazardous-area requirements and Ex equipment installations applicable to refinery/petrochemical environments.
  • Working knowledge of relevant IEC/EN standards and project specifications.
  • Experience interfacing with EPC contractors and multidisciplinary construction/commissioning teams.
  • Ability to identify installation deficiencies and independently determine whether completed work meets Client acceptance criteria.
  • Strong field orientation attention to detail and practical problem-solving capability.
  • Good reporting and documentation skills.
  • Professional working capability in Italian and English is strongly preferred.
Preferred Experience

Previous experience on refinery bio-refinery petrochemical revamping or brownfield projects particularly during late construction mechanical completion and commissioning preparation.

Previous experience representing an Owner/Client or PMC in the inspection and acceptance of EPC Contractor work is highly desirable.

Candidates coming from backgrounds such as E&I Inspector Electrical Inspector Instrumentation Inspector E&I Supervisor or E&I Mechanical Completion Inspector can be considered provided they demonstrate strong experience in field verification system walkdowns punch-list close-out completion documentation and handover to commissioning.
