CONTEXT

Headquarters Allied Joint Force Command Naples provides a resilient static Joint headquarters to plan prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO) including deterrence through Crisis up to the Maximum Level of Effort (MLE) in order to support NATOs three core tasks at the Joint Operational level as directed by SACEUR. Supported by the Single Service Commands Allied Joint Force Command Naples integrates allocated forces including NATO Force Structure entities and synchronises activity to achieve operational objectives. It maintains comprehensive regional focused situational awareness leads contingency planning and directs exercises. It also provides out-of-theatre support to enduring NATO operations and could contribute specific Joint competencies to other NATO Command Structure or NATO Force Structure entities. It is capable of commanding a Joint Task Force operating within or beyond SACEURs Area of Responsibility with theatre enablement provided by a dedicated Joint Logistic Support Group Headquarters. It has the capability to deploy tailored elements to enable reconnaissance liaison and coordination and support the Joint Commander. Synchronizes and integrates Joint and Combined armed forces within the Joint Operational Area (JOA) in support of a Joint Task Force.

The Operations Directorate is responsible for directing monitoring assessing and coordinating operational staff functions.
The J2 Division provides Intelligence in support of the planning preparation conduct and assessment of NATO assigned operations across all domains from Baseline Activities and Current Operations (BACO) through Crisis up to the Maximum Level of Effort (MLE) thus supporting the Commanders and HQ Staffs decision process.
The J2/5 Branch directly supports Joint Operations (and exercises as required) by providing full spectrum Joint Targeting Cycle intelligence support current intelligence reporting (including Indications and Warning) and intelligence planning support to Comprehensive Operational Design Planning and Geospatial Intelligence (GEOINT) Management.

The Geospatial Support Section (GSP) ensures the provision of Geospatial Information (GI) and GEOINT to support planning and conduct of JF HQ operations and exercises across the JF Commanders Area of Responsibility (AOR).

Within the Geo Support Section the incumbent is part of the Geospatial Information (GI) team and is responsible for managing geospatial information geo-located information coming from other intelligence and/or COIs and products maintaining the Core Geographic Information System (Core GIS) Database and supporting NATO command control and information systems (C2IS) and functional area systems (FAS) with geo data.

The incumbents duties are:

- Assists the Staff Officer (Geospatial Information and System Manager) in all matters pertaining to data management within the JF HQs ensuring geospatial data and products are up-to-date accurate and complete.
- Maintains JFCNP HQs Core GIS Database.
- Maintains develops and disseminates operational electronic geospatial catalogues linked to ODBs dataset for specific operations and exercises.
- Manages the geospatial interface for FSs that require geospatial support providing appropriate levels of digital GI and advice to FS and CIS managers to ensure geospatial consistency and interoperability between Bi-SC AIS Core GIS and C2IS/FS.
- Manages the collection preparation and dissemination of GI GI quality control and assurance including metadata definition and maintenance implementation of web-based geospatial services data import and export within JFHQ and JFHQ missions.
- Ensures data synchronization with other geospatial and GEOINT units when connected to the same network as directed by the Staff Officer (Geospatial Information and System Manager).
- Create SOIs and provide training as required to ensure effective access to Geospatial Information.
- Maintains a working knowledge of NATO C2IS which require geo support.
- Undertakes work as part of a project team or working group as directed or assigned.
- Contributes to NATO data management committees and meetings.

REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to:
- Perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
- Undertake TDY assignments both within and without NATOs boundaries and be willing to work unsocial hours.
- Undertake deployments in support of military operations and exercises and/or TDY assignments both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply.
The risk of injury is categorised as No risk / risk might increase when deployed.

4. ESSENTIAL REQUIREMENTS

EDUCATION

Higher Secondary education and intermediate vocational training in geography computer science or related discipline which might lead to a formal qualification with 2 years experience or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

EXPERIENCE

- Minimum of 5 years related professional experience which encompasses 3 years as geospatial data manager in military organization.
- Familiarity with NATOs operational environment military HQ processes or experience supporting a command-level organization.
- Advanced knowledge of geospatial databases bad Geo-relational databases (i.e. SQL Server).
- Advanced knowledge of Python.
- Advanced knowledge of enterprise GIS environment REST APIs web maps and integration with third party applications.
- Good knowledge of Extract Transform and Load technologies for data unification and harmonization.
- Previous experience of operational geographic support to a military HQ at Bde level and above.
- Advanced knowledge of the concepts of GIS and computer assisted geospatial analysis in support of peace time and crisis operations.
- Good knowledge of geodesy photogrammetry positional referencing and surveying concepts.

- English - SLP 3322 - (Listening Speaking Reading and Writing) based on NATO Standards.

5. DESIRABLE QUALIFICATIONS

EXPERIENCE

- Familiar with geospatial Imagery Analysis related tasks and duties.
- Good knowledge of ArcGIS Enterprise solutions.

The incumbent will:

- routinely have internal contact with FAS users and staff from other division/branches;
- routinely have internal contact within J2 with other users on all matters related to geo-located intelligence information;
- interact routinely with SHAPE Geo subordinate Commands and NCIA on all matters related to geo data and its management;
- be expected to provide customer service and support to other divisions/branches within the HQ.

Contribution to the objectives

The incumbent plays a vital role in the Bi-SC AIS Core Geographic Services Capability at JFC HQ Naples.

The successful candidate will receive a three-year definite duration contract within the Project-Linked NATO (PLN) Agenda 2030.

The basic entry-level monthly salary for a NATO Grade 10 (B-4) in Italy is Euro 4150.63 which may be augmented by allowances based on the selected staff members eligibility and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
