CONTEXT AND BACKGROUND


WFP delivers food cash and voucher assistance to people in need around the world. It is a corporate priority to ensure a level of assurance for assistance delivery in WFPs country operations by knowing who is receiving assistance and to promote a safe dignified and convenient experience for the people assisted by WFP. This entails thoughtful design and implementation of Identity Management (IDM) fit to each operational context.


The Delivery Assurance Services (DAS) within the Supply Chain and Delivery Division (SCDD) in Headquarters (HQ) are the corporate leads for IDM business processes IDM digital solutions and IDM business services. DAS is seeking the support of a JPO to continue to design and refine IDM business processes and digital solutions based on country office needs and feedback. DAS also provides a suite of IDM business services to support country offices with the implementation of registration verification deduplication delivery of assistance reconciliation and anomaly detection in partnership with the Programme Division Emergencies Divisions Technology Division Regional Offices and Country Offices. The JPO would be based in WFP Headquarters for the first two years for immersion in the broad range of corporate IDM initiatives technologies and services and then would have the opportunity to move to a relevant WFP country operation for the third year of assignment. Identity Management is a core activity in 60 country operations worldwide.

Division/Country Office: Supply Chain and Delivery Division (SCDD)
Duty Station: Rome Italy
Duration of assignment: 2 to 3-year assignment (one-year fixed-term appointment renewable up to 3 years subject to satisfactory performance) with possibility to re-assign to a different duty station during the assignment if of interest to the JPO and the organisation. Extension for a third year will depend on availability of financial resources and the candidates performance.

DUTIES AND RESPONSIBILITIES


Under the direct supervision of the Head of IDM Services and Governance in Headquarters (HQ) the JPO will have the following responsibilities:

  • Support IDM experts to continually define and enhance core IDM business processes such as identification registration verification distribution management transfer reconciliation and anomaly detection.

  • Support the delivery of IDM services to Country Offices in the areas of registration verification deduplication transfer management and transfer reconciliation.

  • Document and prioritize IDM business requirements for digital solutions through consultation with end-users and key stakeholders in WFP field operations.

  • Support the overall management of IDM business services including planning design and service delivery in close coordination and communication with relevant stakeholders.

  • Liaise with WFP Regional Offices and Country Offices to coordinate the development piloting rollout and scale up of IDM solutions including in emergencies in partnership with the TEC division.

  • Provide direct field support by receiving and acting on feedback from clients/users of IDM services and digital solutions during pilots or rollout of corporate systems.

  • Support the development of IDM guidance Standard Operating Procedures (SOPs) and assurance controls for the rollout of IDM Assurance for in-kind and cash operations.

  • Deploy on mission as required to support troubleshoot and oversee the piloting or rollout of IDM business processes delivery of IDM services and IDM digital solutions.

EXPECTED OUTCOMES

  • Provide direct support to WFP Country Offices for IDM solutions assurance assessments business process reviews and development of SOPs for key IDM processes.

  • Support IDM service delivery to WFP operations ensuring client satisfaction and continuous improvements.

  • Support service delivery governance frameworks including the development of service Key Performance Indicators (KPIs) cost recovery models and customer feedback mechanisms.


ESSENTIAL QUALIFICATIONS & EXPERIENCE

Education: Advanced University degree in International Relations Economics Computer and Information Systems or related fields.

Experience:

  • Minimum of two years preferably three years relevant working experience in international relations humanitarian programmes political or economic science business administration or computer and information systems.

  • Proficiency in Windows MS Office (Word Excel Powerpoint Outlook).Behavioural competencies: leads by example with integrity drives results and delivers on commitments fosters inclusive and collaborative teamwork applies strategic thinking builds and maintains sustainable partnerships.


Languages: Fluency (level C) in English is required.

DESIRABLE REQUIREMENTS

  • Experience working with humanitarian operations preferably in food security emergency response or crisis-affected operations.

  • Experience in planning coordinating and implementing projects across multiple stakeholders.

  • Experience in business analysis requirements gathering and the implementation of digital solutions.

  • Working knowledge of French language (Level B - intermediate)

  • Exposure to the international arena either by direct work for an international institution / organization or by interacting with international stakeholders.

  • WFPs international professionals are required to serve in different locations around the world during their career (including in hardship duty stations); willingness to be mobile would maximise opportunities for long-term retention into the Organization.

SUPERVISION


The JPO will be under the direct supervision of the Head of IDM Services with general guidance from the Head of IDM Operations. The Supervisor is a P4-level international professional. The JPO will actively participate in weekly team meetings and regular Unit briefings to enhance understanding of Identity Management impacting 60 WFP operations. Additionally the JPO will engage with relevant teams and units and divisions within WFP including the Global Privacy Office (GPO) IDM Norms and Standards Unit within the Analysis Planning and Performance (APP) division and the Digital Services Branch within WFPs Technology Division to ensure effective coordination and timely delivery of services to support emergency operations.

TRAINING COMPONENTS


The JPO will have access to various training opportunities particularly in the areas of emergency program management identity management lifecycle WFPs Global Assurance Framework and Identity Management Norms and Standards through WFPs corporate platform WeLearn and deep dives sessions with subject matter experts across the organization. The JPO will be trained on WFPs service and solution delivery processes and business requirements gathering methodologies. She/he will be encouraged to participate in relevant workshops and training sessions aimed at building technical and managerial skills in emergency response and humanitarian programming. Furthermore the JPO will be involved in the development of relevant capacity-strengthening materials and will have opportunities to contribute to internal training initiatives. As appropriate she/he may be tasked with delivering specific training modules or components as part of WFPs capacity-building efforts.

LEARNING ELEMENTS


At the end of the two-year assignment the JPO should have obtained:

  • Very good knowledge of the Identity Management lifecycle including beneficiary identification registration deduplication assistance distribution transfer reconciliation and anomaly detection.

  • Good skills in programme and emergency management business analysis product management and service delivery management in humanitarian contexts.

  • Familiarity with WFPs Global Assurance Framework Privacy and Data Protection Frameworks and Digital Solution Delivery lifecycle.

  • Good general understanding of WFPs overall operations and activities globally.
