Background and purpose of the assignment:
WFP has a long history of natural hazard risk management both as a humanitarian response agency and increasingly as a provider of technical support to governments. Through a number of technology innovation projects WFP has developed platforms to monitor weather related hazards and their impacts through the use of remote-sensing data socioeconomic data from surveys and field assessments collected on mobile devices. Among these projects the PRISM platform has grown from pilots in Indonesia and Cambodia to a more mature system focused on integrating data from various sources to monitor and anticipate extreme weather events risks and impact. Additionally the technology for processing Earth Observation data at scale has grown significantly resulting in the operational launch of the Humanitarian Data Cube platform as a centralized system to work with remote sensing data at scale.
The integration of PRISM and the Humanitarian Data Cube has enabled greater availability of climate hazards and extreme weather events information through the platform to support better climate and disaster risk management. Recent developments in the area of technical support to Anticipatory Action programs (AA) by PRG-FG opened a new frontier for PRISM development: PRISM not only displays seasonal forecast information but also supports monitoring of AA triggers and thresholds to enable activations that provide AA implementers with automated access the latest forecasts and their impacts.
Building on these developments the PRISM Global Programme Manager will be responsible to further enhance PRISMs features to address the above and future needs while simultaneously creating a plan for further expansion and use of PRISM by WFP . The Global Programme Manager is the owner of the PRISM product as well as the strategic leader for the program. She/he will report to the Head of the PRG-FG unit.
Accountabilities / responsibilities:
Lead the development of PRISM
- As the product owner create a viable product roadmap for PRISM which addresses the needs of key users: WFP country offices government institutions including meteorology offices and disaster management agencies and partner organizations
- Manage a team of software developers both internal and external to WFP ensuring timely delivery of key features as required
- Co-develop workplans for PRISM development and deployments including timelines for milestones and deliverables as well as resource requirements
- Co-create project documentation to facilitate deployments including technical documents and user guidance materials
Develop a long-term strategy for PRISM as a global solution for WFP governments and partners
- Liaise with PRISMs users and stakeholders internal and external to WFP to develop a deep understanding of future needs of the platform
- Create and communicate a vision for the longer-term goals of PRISM which reflect WFPs strategic objectives and its role in anticipatory actions
- Generate a plan for PRISM to expand its use as a digital public good able to be used by multiple organizations beyond WFP sustained through open-source development
- Co-develop a deployment strategy with prioritized countries based on CSP alignment climate risk and feasibility
Support the use of innovation within the PRG-FG
- Support documentation of geospatial product needs and their prioritization to facilitate efficient application development within PRG-FG
- Continue to stay abreast of new innovations relevant to PRG-FG activities particularly where Earth observation data plays a role
- Establish connections with partners internal external developing innovative applications relevant to PRG-FG
- Evaluate products and organizations leveraging innovation in terms of their viable contribution to WFPs objectives
- Support the implementation of new and innovative approaches including development of proposals concept notes and applications to innovation funding
Develop and foster strategic internal and external partnerships
- Continue to develop a growing partnership with partners on the use of Earth observation products for climate risk reduction activities including anticipatory action
- Build strategic partnerships with private sector technology companies and research organizations with specific subject matter expertise related to PRG-FG activities
- Support the implementation of new and innovative approaches including development of proposals concept notes and applications to innovation funding
- Alongside the Global Deployment Coordinator identify opportunities with external organizations to collaborate on the development of risk monitoring and risk forecasting products for WFP and partner use
Create advocacy materials and lead fundraising activities for continued resources for PRISM
- Create communication materials on PRISM ranging from blog posts to presentations and project briefs for a wide audience
- Identify funding opportunities for PRISM and develop proposals to successfully secure funding for its continued development
- Represent PRISM and PRG-FG as needed at meetings with internal and external partners
Qualifications & experience required:
Education:
Post-graduate degree in economics public health GIS data science or a related field;
Knowledge experience and skills:
- Minimum of 12 years of experience in program management including significant experience managing innovation projects of a technical nature.
- Proven experience managing programs and projects with at a global scale
- Technical knowledge of software development best practices and the use of remote sensing products for climate risk analysis.
- Strong understanding of the food security and emergency preparedness and response sectors.
- Experience working within international humanitarian organizations (UN and International NGOs) governments with limited resources as well as the private sector specifically in technology.
Languages:
- Fluent English with excellent technical reporting ability;
- additional fluency in UN-working languages is preferred
