BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The climate crisis is multiplying existing threats to food security hunger and malnutrition. It intensifies the frequency and intensity of natural hazards amplifies the scarcity of land and water and makes
increases inagricultural productivity even harder to achieve. It disproportionally impacts the most vulnerable people the majority of whom live in fragile areas prone to climate hazards ultimately putting
hundreds of millions of people at risk. The Climate and Resilience Service (PRGR) in WFP headquarters provides guidance and support to a range of activities including household-level micro-insurance programmes; climate risk analyses to help
governments better understand the impact of climate risk on food security and nutrition; Forecast-based Financing to increase anticipatory action at community level; technical support to help governments
access and programme climate finance for concrete adaptation projects focusing on resilient food systems; and sustainable energy Services.
The Green Climate Fund (GCF) is a multilateral funding instrument established in 2010 to support developing countries to adapt to climate change and limit or reduce their greenhouse gas emissions. The GCF operates under the United Nations Framework Convention on Climate Change (UNFCCC) and represents the largest multilateral climate finance instrument. WFP became an international Accredited Entity of the GCF in March 2016. The GCF has become an important source of funding for climate change risk management and disaster risk reduction *activities in WFP Country Strategic Plans similarly to the UNFCCC Adaptation Fund (AF). As of May 2026 WFP has supported more than 30 governments to mobilize US$ 300 million from multilateral climate funds for the implementation of national climate change adaptation priorities. While the scope of work remains unchanged the change management process means that the original team now sits under PRG with the Finance and Budget function housed within the PRG Planning Finance and Budget Team.
ACCOUNTABILITIES/ RESPONSIBILITIES:
1. Job purpose: To manage the stewardship of WFPs resources through the monitoring of financial and accounting data analyzing and reporting and providing technical advice to enable effective management of funds and ensure assistance to beneficiaries is undertaken in the most efficient and effective way possible. The Finance Officer will support PRGR in the management of the GCF Trust Fund other Trust Funds and multipleextra-budgetary grants under the units responsibility. She will also advise and guide Country Offices in the management of Adaptation Fund grants. Under the supervision of the Coordinator Climate Finance and Safeguards the Finance Officer will be responsible for but not limited to the following responsibilities:
2. Refinement and regular updates of Standard Operating Procedures (SOPs) to guide Country offices on GCF and AF grants and other related funds to effective management and reporting in collaboration with relevant HQ functions.
3. Support the development and implementation of financial policies and procedures and assist in setup and implementation of proper accounting procedures systems and internal controls to ensure compliance with WFP financial policies procedures rules and regulations.
4. Design implement monitor and analyze budgets for new and ongoing projects according to the established corporate procedures and requirements.
5. Support relevant COs with EDMF twinning requests related to climate vertical funds.
6. Provide and conduct trainings on Financial Management in support to the COs for the GCF AF and other related projects where necessary.
7. Advise and support the COs and PRGR Management on financial and administrative matters.*
8. Monitor commitments and expenditures of GCF and AF budgets and other funds allotments and ensuring that utilization of funds is in accordance with guidelines and procedures.
9. Ensue transparent and efficient utilization of WFPs financial resources.
10. Support informed financial decision making.
11. Participate in preparing the WFP budgets budget implementation and monitoring of the budget implementation as required per Donor Agreement (including GCF/AF agreements and other).
12. Monitor and advise PRGR Management on the financial status of projects and programmes (including pending and approved budgets; contributions confirmed but not yet available for expenditure; contributions available for expenditure and contributions already expended).
13. Identify and develop improvements to policies systems and procedures in order to improve the efficiency and effectiveness of operations minimize risk and ensure services are aligned with business objectives.
14. Ensure integrity and consistency of data in WFP financial and accounting systems.
15. Conduct financial analysis to better utilize resources and avoid/ minimize project unspent balances.
16. Coordinate the process for preparation of financial reports to the donor. Stich role involve engagement with COs in ensuring quality check and reconciliation of financial data review and timely submission of financial reports as required under Donor Agreement (including GCF
contribution agreement (s) and other).
17. Provide support to the COs in case of audit of PRGR related projects.
18. Guide and train staff in PRGR oil Financial Management as well as other related capacity development trainings (Travel WFP Business Process WINGS and Budget Object Information applications) as needed.
19. Contribute to establishing priorities and work plains monitoring progress and providing coaching training and guidance to ensure appropriate development and enable high performance.

DELIVERABLES AT THE END OF THE CONTRACT:
GCF financial reports as requested by the donor and according to the reporting schedules agreed in the GCF-WFP Accreditation Master Agreement and in all Funding Activity Agreements.
Adaptation Fund financial reports in line with the donors reporting requirements and formats
Monthly/Annual PRGR Financial reports and any ad-hoc reports as and when needed
Interim Donors reports as and when needed
Monthly updates of PRGR teams planning budgets in collaboration with the other finance officer of the Service
Finance-related parts of the AF and GCF project implementation guidance
Contribution to the Service annual target achievements
Streamlined process controls and accounting procedures
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Finance Business Administration Accounting or related fields or First University degree in the same subject(s) with additional years of related work experience plus membership in an international recognized professionalaccountancy body such as Association of Chartered Certified Accountants (ACCA) Institute of Certified Public Accounts (ICPA) or equivalent.
Experience
Minimum of 5 years of postgraduate working experience;
Experience working in the finance or resource management or analytical function in a humanitarian institution;
Experience in preparation of donor financial reports.
Knowledge and Skills
Ability to review a variety of data identify data discrepancies accuracy and attention to detail in preparation of reports advanced Excel and data processing skills accounting and/or finance related working experience preferably with WFP.
Languages Proficiency in both oral and written English is a must (proficiency/level Q. Intermediate knowledge (intermediate/level B) of French and/or Spanish is desirable.
