Job Description

ORGANIZATIONAL CONTEXT:

The office of evaluation has a dedicated decentralized evaluation unit that supports Country offices and Global HQ functions to plan for commission manage and use decentralized evaluations. The unit is composed of evaluation officers based in Rome as well as Regional Evaluation Technical Teams (RETTs) outposted at the five regional offices.

JOB PURPOSE:

This TDY is to cover for one of the evaluation officers based in Rome who will be on parental leave for 2.5 months. As there are two evaluations at critical stages the person should be able to start right away with minimal training.

KEY ACCOUNTABILITIES (not all-inclusive within delegated authority):

1. Manage evaluation processes and budgets from preparation and design through to completion to ensure the production of independent credible evidence that meets high professional standards in line with UN norms and standards and codes of conduct for evaluation in the UN system embodied in WFPs Evaluation Quality Assurance System (EQAS).

2. Source hire and supervise external consultants to ensure the production of evaluations that meet EQAS requirements.

3. Engage stakeholder groups both internal and external to WFP appropriately in the evaluation process and manage communications.

4. Contribute to application of the normative framework quality support assessment mechanisms and reporting on decentralized evaluation.

5. Promote WFPs evaluation culture of accountability and learning through analyzing evidence and lessons; preparation of syntheses and summaries of evaluation findings and recommendations; and prepare presentations of these tailoring messages to specific audiences and platforms and working with internal and external stakeholders to enhance learning from and use of evaluation evidence in policy programme and project design.

6. Act as focal point within Office of Evaluation for a particular technical theme and/or WFP region keeping abreast of relevant developments in that technical and/or geographical area and providing relevant evaluation advice and feedback.

7. Participate and represent Office of Evaluation in external professional forums and networks and internal collaboration on monitoring and evaluation issues.

8. Participate in WFP internal evaluation expertise groups to enable sharing of experience and development of good practice.

9. Manage junior staff members providing coaching and guidance as required to ensure appropriate development and enable high performance.

10. Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

Strategic Management

Utilizes up-to-date understanding of humanitarian and development actions in different contexts and knowledge of global geo-political issues monitoring requirements and/or the evaluation mandate to enhance existing approaches systems and processes to monitoring and/or evaluation that suit WFPs strategic and operational needs.

Performance Management

Demonstrates thorough understanding of WFPs performance management system and ability to manage resources and relationships to lead monitoring actions or deliver complex evaluations (including joint & interagency) of a variety of WFP programmes processes or policies to WFP monitoring and/or evaluation quality standards.

Qualitative/Quantitative Methodology

Oversees and provides guidance to others in the selection and application of high quality credible analytical approaches and qualitative and quantitative methods appropriate to monitoring and review requirements and/or evaluation needs across WFP at different levels.

Technical Communication

Able to tailor and synthesize evaluation evidence and engage diverse internal and external stakeholders proactively in appropriate ways to maximize learning and use of evaluation concepts and evidence for improving WFP programme performance.

Analysis

Demonstrates advanced skills in listening influencing and interpreting evaluation evidence management information partner relationships and the wider geopolitical and policy environment to ensure the delivery of independent credible and useful evaluations to improve WFPs performance.

ESSENTIAL EXPERIENCES FOR THIS TDY:

Strong technical evaluation skills and solid understanding of UNEG Evaluation Norms and Standards.

Significant evaluation management experience including quality assurance of evaluation deliverables based on WFP EQAS.

Experience in applying diverse evaluation methods.

Excellent collaborative skills to effectively support commissioners of decentralized evaluations and coordinate regional evaluation teams.

Led effective monitoring and evaluation processes in countries or at the global level spanning a range of policies and programme initiatives.

Has led and managed evaluation team(s) and/or supervised monitoring/assessment staff.

Has gained experience in development issues in both field and HQ.

Has managed at least one decentralized evaluation from beginning to end and/or supported directly at least one HQ-led decentralized evaluation from beginning to end

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Advanced University degree in International Development Economics Social Science or other relevant field or First University degree with an additional years of related work experience and/or training/courses.

Language:

Fluent in English and level B in French or Spanish.
