BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World FoodProgramme(WFP) is the worlds largest humanitarian Officer based at our Headquarters in Rome Italy or remotely. WFP is well-known for its ability to deliver foodassistancerapidly to people in order to respond effectively in the challenging contexts in which WFP operates staff require sound knowledge of the fundamentalsofprogrammingaswellasskillsinspecializedareassuchashumanitarian access protection accountability to affected populations (AAP) and conflict sensitive programming. The Gender Protection and Inclusion (GPI) team at WFP Headquarters supports the integration of gender equality protection andinclusionconsiderations across WFPs policiesprogrammesand operations. This includes strengthening how evidence is generatedanalysedand used to informprogrammedesign implementation and corporate reporting and ensuring that people-centredapproaches are consistently reflected across Programme Quality and Excellence team within GPI ensures that high standards of each thematic area covered by GPI including Disability Inclusion remain adequately addressed in WFPs programmes and operations. Undertheoverall supervision of the Senior Disability Inclusion Advisor the Disability Inclusion Officer will undertake the following duties

ACCOUNTABILITIES/RESPONSIBILITIES:

Fiveworkstreams

EngagementwithOrganizationsofPersonswithDisabilities(OPDs)

  • LeadOPDengagementworkonbehalfofWFP.
  • DevelopandfosterpartnershipswithOPDsonbehalfofWFPattheglobaland regional level that are mutually beneficial to both WFP and OPD partners.
  • Updateguidelinesandroll-outforconsultationwithpersonswithdisabilities namely through their representative organizations that ensure accessibility andinclusivenessandpromoterepresentationofthediversityofpersonswith disabilities and intersectionality.
  • StreamlinesystemsforconsultationwithOPDsgloballyincludingthroughdirect contributions to the BHA project - Outcome 2 Engage as well as other aspects of the Localization Portfolio insofar as they relate to Disability Inclusion.
  • In collaboration with the Partnerships division review and update field level agreements and/or other partnership frameworks to reflect the relationship withOPDs.

Accessibility

  • Work across support GHQ and CO functions to provide support on accessibility related topics including through the ED Assurance Framework and as part of WFP minimum programming standards.
  • Promote accessibility of the built environment at WFP headquarters and across country offices through establishment and implementation of standards andguidance.
  • SupportcompletionofICTaccessibilityassessmentandprogressofimplementation of emanating recommendations.
  • Support with baseline assessment andsubsequentapproach for ensuring accessibility of Conferences and Services in collaboration with the Conference Servicing Unit

Supporting Country Offices and Global HQ Regions

  • Provide technicalassistanceand capacity building to Regionally Outposted Colleagues and COs in partnership with cross-cutting Protection AAP Gender and/or DisabilityInclusionregional or CO advisors.
  • Support and provide technical support to at least one Regional Office to develop and manage their DI work plans including Regional/ CO workplans. Provide back-up support for a second Regional Office.
  • Support DI mainstreaming throughout Country Strategic Plans through the FAR (CSP); data collection andutilizationforCSP development Annual Country Reporting and CRFreporting.

CrossFunctional

  • Provide guidance to the Steering Committee and the Working Group in relevantpolicy and technical areas with respect to the deliverables particularly in relation to the roll out of UNDIS 2.0
  • Deliver accessible trainings on consultation with OPDs accessibility reasonableaccommodation and other related topics reflected in this TOR.
  • Participate in relevant employee resources groups or working groups related todisability inclusion as well as to the Community of Practice for DI.
  • Contributetofuturestrategydevelopmentondisabilityinclusionincludingcapacity strengthening plans.

PeopleOperations/HumanResources

  • Provide technical support and recommendations to Human Resources on Reasonable Accommodation through rolling out the Reasonable Accommodation guidance and policy in line with the Diversity & Inclusionteamrequests.
  • Provide strategic inputs and guidance to existing human resources policies and processes from the disability inclusion perspective as requested.
  • Embed disability inclusion throughout end-to-end recruitment cycle toincrease employment of persons with disabilities at WFP.
  • Workwithrecruitersandhumanresourcesgloballytoenhanceknowledgecapacity and practices on recruitmentretentionand career development.
  • Assistwithcapacitybuildinginitiatives(on-lineandinperson)aswellasadvocacy materials in co-ordination with the Diversity and Inclusion Team

DELIVERABLES AT THE END OF THE CONTRACT:

  • Update guidancenoteon enabling persons with disabilities toparticipatein allprocessesthatthat assess plan design implementmonitorand evaluate WFP operations and programming at the headquarters regional and country levels in line with GPI minimum standards as well as UNDIS 2.0 programme standards and FAR integration
  • PartnershipswithkeyrepresentativeOPDsattheglobalregionalandcountryoffice levels including those set up through the Engage programme and relevant contracting mechansims
  • ProjectplanforRegionalRolloutsofconcernedROsincludingbudgettimelinesand monitoring informationwith action plans and reporting on all Country Office progress within the selected Regions.
  • TechnicalassistancetoCOson GPI minimum standards as well as specific technical advice provided on targeted DI interventions. These will be categorized through assistance for the Integrated Context Analysis and Risk Assessment tool the FAR the Gender Equality Certification Programme DI and other GPI corporate processes.
  • Training on all new UNDIS indicators through the DIWG Focal Points system the Disability Inclusion Network and the COP-DI

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Mastersdegreeinoneormoreofthefollowingdisciplines:socialsciences development studies international relations sociology orotherrelevantfield.

Experience:

  • At least six years of progressively responsible professional experience in development projects or humanitarianassistance of which at least twodedicatedto disability inclusion.
  • Demonstrated field and policy-oriented experience working on disability inclusion isrequired.
  • Experience in operational research andprogrammedesign in the areas covered under this TOR is desirable.
