JOB TITLE: Communications and Knowledge Management Consultant TYPE OF CONTRACT: Level 1 Consultant UNIT/DIVISION: Office of Evaluation DUTY STATION (City Country): Rome Italy DURATION: 10 August 2026 31 December 2026 (extendable to 11 months dependant on satisfactory performance and budget availability) BACKGROUND AND PURPOSE OF THE ASSIGNMENT WFP updated Evaluation Policy (2022) presents a vision for an evaluation function that continues to mature particularly at the decentralized level calling for strengthened capacities for growing partnerships and for timely targeted and tailored delivery of evidence. It aims to ensure an evaluation culture is not only developed and embedded in the work of WFP but promoted across the international the WFP Corporate Evaluation Strategy (2022) Communication and Knowledge Management is included in workstream 3.1 Evaluation communication products are designed to appeal to and reach intended users under Outcome 3 Evaluation evidence is systematically available and accessible to meet the needs of WFP and line with the evaluation policy communications activities have an integral role to play in promoting evaluation use across diverse audiences raising greater awareness of the evaluation function and helping to embed an evaluation culture among WFP staff. As demand for and supply of evaluation evidence grow there is an increasing focus on external communications while building on solid foundations of delivering to WFPs Executive Board and other internal audiences with an emphasis on improving content quality and variety and proactively supporting learning partnerships and engagement. Achieving the communications goals set for the WFP Office of Evaluation (OEV) requires a strengthened Communications and Knowledge Management Unit comprised of employees possessing both specialist and complementary skills and competences. ACCOUNTABILITIES/RESPONSIBILITIES TERMS OF REFERENCE FOR SHORT-TERM/CONSULTANCY CONTRACTS Page 2 of 6 The Communications and KM consultant will work under the direct supervision of the OEV Head of the Communications Team and in close coordination with the Communications and Media (COM) Office. With the overall aim of ensuring timely organized and quality OEV Evaluation Report (ER) submissions/presentations to WFPs Executive Board (EB) managing content development on OEVs digital channels and knowledge sharing across OEV and externally the consultant will be responsible for the following duties: ER coordination and liaison with EB Secretariat: Lead on the planning and preparation of OEV evaluation report submissions to WFP Executive Board Secretariat liaising between evaluation managers and editorial service contractors to ensure well organized timely and high-quality products as well as publication layout and coordination. Comms package & planning with EMs/DoE: Lead the preparation of the communications package coordinating with evaluation managers (EMs) and the Director of Evaluation (DoE) formatting content designing EB presentations and collaborating on visual presentations. Digital channel management and development: Manage OEV content on WFP digital channels ( WFPgo Manuals and GoDocs) UNEG and ALNAP liaising with COM posting editing curating and drafting content to populate these channels coordinating video picture and digital report production while presenting ideas collaborating with colleagues and creating a digital content calendar. Track user analytics for digital channels benchmarking results of communications projects against set indicators. KM & Information systems: Act as an OEV SharePoint administrator responsible for oversight and providing colleagues with guidance and support on-board briefings and periodic clinics. Active involvement within OEV systems cluster to support improvements to information management and flow. Promote knowledge sharing of evaluation across WFP liaising with relevant KM network focal points and champions to ensure lessons learned dedicated briefs and other knowledge products are made available on relevant channels and systems; and to support the uptake of evidence and the identification development and improvement of KM practices approaches and effective solutions to strengthen corporate KM. Editorial services third-party contractors LTAs coordination: Manage editorial services third- party contractors and support the hiring of LTA companies; provide support to budgeting coordinate and schedule the editing translating proofreading and formatting of evaluation reports and other products and engage with relevant EMs to ensure timely and high-quality delivery. TERMS OF REFERENCE FOR SHORT-TERM/CONSULTANCY CONTRACTS Page 3 of 6 The consultant as and when required will also support other team members to deliver Unit outputs in the following areas: Supporting the design and delivery of communications/KM plans for evaluations. Supporting OEV engagement in learning events evidence partnerships including impact evaluation content visibility on WFP Communities external platforms and communities including UNEG ALNAP EvalPartners and EvalForward. Contributing to writing and editing OEV products and publications and generating content including features blogs briefs and lessons learned papers for OEV and partner platforms including digital and social media channels and the OEV newsletter. Collaborating in the development of notes briefs papers plans strategies surveys related to the Units work. Monitoring internal and external communications and popular trends to incorporate evaluation messaging into ongoing conversations; identify key moments for proactive communications. Providing back-up support for virtual communications and exploitation of new technologies including webinars online workshops seminars and roundtables supporting OEV colleagues in their use and management during presentations and events. Providing back-up support for communications on WFPs evaluation learning channel on WeLearn including content for courses materials training and career guidance. Contributing to team meetings discussions ideas brainstorming. Providing any other communication support as requested by the Head of addition the consultant will contribute to the effective functioning of particular through: Compliance with standard WFP requirements and mandatory training (e.g. security harassment etc) Consistent compliance with CEQAS/DEQAS/IEQAS and UNEG Ethical Guidelines and Code of Conduct Use of OEV evaluation management systems (including SharePoint O365 and MIS) Active participation in any relevant working groups as required by supervisor DELIVERABLES AT THE END OF THE CONTRACT: 100% Summary Evaluation Reports shared with EB Secretariat on time meeting high-quality standards. 100% communications packages managed and presented to DoE on time to high-quality standards. Evaluation report editing and formatting planner calendar updated on regular basis following regular meeting with DoE. Assessment of editorial contractors managed and results analysed to plan for preferred editors. 100% evaluation reports main and associated content curated formatted and published on WFP digital channels on time. Clinic preparation and engagement to share knowledge and strengthen cadre capacity. 100% of new OEV colleagues given SharePoint onboard training SharePoint folders created for each new evaluation. 100% content/product templates/guidelines shared on request; OEV colleagues supported with TERMS OF REFERENCE FOR SHORT-TERM/CONSULTANCY CONTRACTS Page 4 of 6 related Comms requests WFP KM focal points/champions engaged Review analysis of digital channels and evaluation repository and SharePoint Comms portal Support to Regional Evaluation Units on content management systems QUALIFICATIONS & EXPERIENCE REQUIRED Education: University degree within the fields(s) of Journalism International Relations Political Science Communications Knowledge Management Public Information Media Film / Video or other relevant field. Experience Skills Minimum 5 years of professional experience in journalism communications knowledge management mainly at international level. Knowledge of publishing editing proofreading formatting creative design. Multi-media skills familiarity with web and content management systems social media. Knowledge management skills preferably in large international organizations. Ability to condense and articulate sometimes long and complex information into visually and linguistically appealing summary form. Demonstrated ability to manage communications-oriented tasks or project streams from design drafting feedback and conclusion Skills in storytelling data visualisation. Ability to manage and coordinate external contractors and third parties Excellent communication inter-personal skills and networking ability. Ability to work in a multi-cultural environment. Experience in evaluation monitoring or results-based management especially providing analysis of media coverage social media engagement web traffic etc. (desirable). Experience with digital analytics and performance reporting (desirable) Knowledge of Communication for Development and exposure to humanitarian- development issues (desirable). Knowledge Fully computer literate with experience in Word Excel PowerPoint Publisher SharePoint GoDocs Drupal Tableau Adobe suite or equivalent software packages. Languages Excellent level of English. Knowledge of an additional UN language an advantage
