ORGANISATIONAL CONTEXT AND PURPOSE OF THE ASSIGNEMENT:
The Programme Monitoring and Reporting Service (PRGM) serves as WFPs functional lead for monitoring corporate reporting and Community Feedback Mechanisms (CFM) at the global level. Based at Headquarters with outposted regional teams PRGM provides global services that ensure robust monitoring community feedback and reporting practices across WFP operations. Effective support to country offices is critical to uphold accountability drive continuous improvement and maintain the integrity of WFPs monitoring and reporting functions.
Monitoring is central to WFPs ability to deliver assistance effectively and responsibly. It ensures that the right people receive the right quantity and quality of assistance at the right time while providing evidence on programme results. Beyond oversight monitoring acts as a key control mechanism to identify implementation issues early and enable timely adjustments. PRGM sets corporate frameworks standards and methodologies and supports country offices in planning and implementing monitoring strategies through guidance tools and field support. It also facilitates reporting of monitoring findings to internal and external stakeholders reinforcing transparency and accountability.
The Field Monitoring unit (PRGM-F) provides guidance and supports the field in planning collecting measuring and analysing programme performance to inform decision-making maintain operational focus on results and generate data for analysis and decision-making. It also oversees Community Feedback Mechanisms (CFMs) globally and equips COs with tools systems and technical support to collect analyse and respond to feedback from affected communities. Its overarching objective is to strengthen accountability to affected people advance digitalization and provide a framework for effective CFM partnerships with governments and other humanitarian actors.
To advance this work the Field Monitoring Unit (PRGMF) is seeking a Community Feedback Mechanism (CFM) Specialist to lead the technical CFM portfolio. Reporting to the Global CFM Lead the incumbent will drive the mainstreaming of CFM assurance standards across operations including the development of operational guidance training and hands-on technical support. The role will also oversee the management and expansion of a menu of corporate CFM digital solutions ensuring their continued alignment with business requirements and the implementation of CFM standards while supporting their rollout and country offices adoption and adaptation. The role will also provide technical leadership on the measurement reporting and analysis of Corporate Results Framework (CRF) CFM indicators strengthening the systematization and use of CFM data to inform addition the incumbent will lead technical engagement with internal and external partners on CFM systems and approaches to support WFPs engagement with governments and inter-agency CFMs an increasingly important priority in the context of UN80 and the humanitarian reset. The position will serve as the technical backbone of the global CFM function ensuring coherence quality and innovation across all pillars of work.

ACCOUNTABILITIES/RESPONSIBILITIES:
Within the Field Monitoring Unit (PRGMF) and specifically the Community Feedback Mechanism (CFM) team the consultant will lead and contribute to efforts across the following workstreams:
Operationalization and Field Support
Lead the operationalization of CFM assurance standards across operations includingmethodologies tools and processes aligned with global frameworks.
Develop and update operational guidance and training packages.
Provide technical advisory support and oversee the delivery of hands-on support to CountryOffices on CFM design and implementation.
Manage a global team of technical CFM officers delivering support across field operationssystems rollout training and analysis ensuring consistent quality across contexts.
Support Country Office CFM planning and budgeting in line with minimum monitoringrequirements (e.g. Assessment Monitoring & Evaluation (AME) tool).
Guide CFM field assurance activities including the development of tools and processes forCFM oversight spot checks verification approaches and system validation.
Strengthen compliance considerations and integration of Prevention of Sexual Exploitationand Abuse fraud and diversion within CFM processes and systems.
Coordination and Digital Systems Management
Lead the technical management and continuous refinement of the corporate CFM digitalsolutions portfolio ensuring alignment with evolving business requirements whilecomplying with CFM assurance standards
Translate business needs into detailed technical specifications (workflows data modelscase management and escalation pathways) and work with technical/TEC product teamson system design interoperability and data governance.
Oversee the rollout and technical implementation of CFM systems including coordinatinga technical support team to guide Country Offices in adoption and contextual adaptation.
Strengthen CFM digital capacities across operations including support for system utilization.
Coordinate directly with TEC on functionality and interoperability of CFM systems.
Learning and Measurement
Lead and conduct quantitative and qualitative analysis of CFM data including feedbackanalysis and insight generation.
Support the development of CFM-related components in donor proposals and conceptnotes including drafting technical sections applying analytical insights and ensuringalignment with corporate standards.
Provide technical leadership on the measurement reporting and analysis of CorporateResults Framework (CRF) CFM indicators.
Support the interpretation and framing of results to inform decision-making and adaptiveprogramme management.
Ensure robust data quality assurance (DQA) processes verification mechanisms andcoherence of data flows.
Identify trends successes performance gaps and implementation bottlenecks to informoperational improvements.
Develop evidence synthesis learning products and technical documentation as needed.
Contribute to corporate and donor reporting through technical inputs analysis andpresentation of findings.

Partnerships and Engagements
Provide technical leadership and inputs to internal and external engagements on CFMsystems standards and approaches.
Lead the technical design and digital operationalization of inter-agency and government-led CFM initiatives ensuring alignment and operational feasibility.
Contribute technical inputs to partnership frameworks data-sharing approaches andsystem design discussions.
Coordinate closely with PRGM teams and thematic units (e.g. Protection Accountability toAffected Populations TEC Emergencies Compliance and Legal) to support CFMoperationalization evidence generation and integration across the programme cycle.
Protection and Inclusion (GPI)
Ensure integration of GPI considerations in CFM systems and processes.
Uphold data protection informed consent and ethical standards in feedback management.
Promote do-no-harm and conflict-sensitive approaches.
Ensure ongoing focus on inclusion of vulnerable and marginalized groups in CFM.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in economics social sciences statistics performance management monitoring and evaluation or other related fields or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
Minimum 10 years of professional experience including at least 4 years of specialized experience in CFM design implementation and operations in international and/or multipartner settings.
Demonstrated experience translating business needs into digital requirements and working with technical/TEC product teams on system design interoperability and data governance.
Proven experience coordinating technical collaboration among internal and external stakeholders (e.g. TEC programme teams governments UN agencies NGOs) to integrate CFM data and systems across platforms ensuring consistency and enabling interoperable inter-agency approaches.

Strong field experience supporting Country Offices including multi-stakeholder coordination across operational contexts.
Strong experience in developing operational guidance SOPs training materials and delivering capacity strengthening initiatives.
Advance experience developing ODK based forms (MoDA KoboToolbox) and visualisation tools (Tableau/Power BI) are required.
Experience using qualitative analytical tools and methods is desired.
Knowledge & Skills:
Advanced proficiency in digital data collection tools (e.g. ODK/MoDA) data visualization platforms (e.g. Power BI Tableau) and advanced Excel for data analysis and reporting. Advanced proficiency in customer relations management platforms including SugarCRM configuration abilities.
Strong analytical skills including experience in quantitative and qualitative data analysis with the ability to generate actionable insights and support evidence-based decision-making.
Strong stakeholder engagement and communication skills including the ability to translate complex technical concepts for non-technical audiences.
Experience with qualitative analytical tools and methods is desirable.
Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese is desirable.
