JOB TITLE: Communication Consultant
TYPE OF CONTRACT: Regular Consultant level II

DUTY STATION (City Country): HQ Rome Italy
DURATION: 5 months (until 31st December 2026)
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Chief Financial Officer Division (CFO) was established in 2024 as part of a realignment exercise in WFP. The CFO Division is responsible for various services including corporate budget and planning strategic financing financial operation management and financial reporting. The CFO Office provides day-to-day professional and administrative support to the Chief Financial Officer; coordinates the CFO Divisions engagement in UN inter-agency matters with WFPs governance and oversight bodies and with WFP senior leadership; and provides services to the CFO Division in the areas of talent management governance policy & strategy budget & programming and communications.
Within this context communications play a crucial role in ensuring that the Divisions work is clearly understood consistently represented and aligned with the CFO mandate. A Communications Officer within the CFO Division helps connect complex financial operational and strategic priorities with the colleagues partners and stakeholders who rely on this information to make decisions strengthening coherence transparency and engagement across the organization.
Under the supervision of the Senior Strategic Coordinator or designate the incumbent will work in close coordination with the Communications and Media office (COM) and other divisions as needed. The consultant will have the following responsibilities:
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Lead the implementation of the action plan as defined in the CFO Communications Strategy and ensure alignment with the CFO Mandate;
2. Advise on communications best practices and support CFO function management with the planning coordination and development of communications strategies and messaging for functional initiatives;
3. Lead the collaboration with senior staff (such as Chiefs Heads of Units Senior Finance Officers in the regions and in Country Offices) and COM (such as HQ Media and Content teams) to develop content highlighting CFO function achievements and personal success stories on internal and external communications channels;
4. Lead the conceptualization and facilitation of key engagement meetings events and initiatives including engagement platforms such as the CFO Talks webinar series as well as functional-wide change management and engagement initatives;
5. Lead the CFO division Communications Network to consolidate actions and explore opportunitiesfor collaboration;
6. Define and implement an external communications plan leveraging social media content platforms networks and partners to enhance coverage and support of WFPs CFO Division activities;
7. Develop and maintain communication materials tailored to different audiences and across multiple media channels including the production of infographics factsheets and visual assets to support corporate products such as the Management Plan and the Annual Performance Report while augmenting staff capacity through guidance and training to ensure consistent high-quality communications;
8. In collaboration with the Knowledge Management focal point oversee the CFO community Learning Channel to design and maintain the platform providing updates on the various financial resources to relevant stakeholders;
9. Build capacity of WFP staff through learning and development initiatives focused on leadership and interpersonal skills fostering a culture of continuous learning;
10. Guide branches and field teams in the production of communications products maintaining the CFO Division brand and a unified approach aligned with corporate guidelines and standards;
11. Coordinate and prepare divisional reports such as CFO highlightsand lead the planning development and delivery of the CFO Function Annual Report as well as talking points to communicate the value and impact of the CFO Division and its strategic contribution to stakeholders;
12. Provide analysis of communication activities and their impact within the CFO function and beyond;
13. Act as liaison between the CFO Division and COM and between the CFO Division and communications focal points inother divisions;
14. Support the functioning of key governance bodies including the Financial Risk Management Committee acting as part of the secretariat to coordinate meetings documentation and follow-up actions;
15. Supervise staff as required and perform other duties related to the role.
DELIVERABLES AT THE END OF THE CONTRACT:

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
An advanced degree preferably in one or more disciplines: communications public administration economics journalism public policy business management operations management development studies and international studies or related areas
Experience:
At least 5 years of postgraduate progressively responsible national and/or international level experience in communications advocacy coordination and or other related areas. At least 2 years of experience in WFP field operations. Has managed small teams of staff.
Knowledge & Skills:
PROFESSIONALISM: Knowledge and understanding of theories concepts and approaches in knowledge management and communications; ability to identify issues analyze and participate in the resolution of issues/problems. Ability to apply judgment in the context of assignments given plan own work andmanage conflicting priorities. Ability to analyze and interpret data in support of decision-making and convey resulting information to management

COMMUNICATION: Speaks and writes clearly and effectively. Listens to others correctly interprets messages from others and responds appropriately. Asks questions to clarify and exhibits interest in having two-way Communication. Tailors
language tone style and format to match the audience. Demonstrates openness in sharing information and keeping people informed.
Languages:
Fluency (level C) in English language. Knowledge of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese will be an advantage
