JOB TITLE: Budget & Programming Officer - Data Analysis and Visualization

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Within CFO the Monitoring & Digital Cell unit (CFOMD) is responsible for strengthening reporting systems and manage resource management data that will facilitate COs RBs and HQ resource analysis and decision making.
The Data Analyst Visualization Officer in close collaboration with other teams and divisions as well as field offices will be responsible for complex analytical activities in support of several business areas to transform business requirements into accessible and coherent data analysis and visualization products and assist in gathering and analysing business needs and supporting solution delivery.
ACCOUNTABILITIES/RESPONSIBILITIES:
Responsible for the development testing implementation and maintenance of information system solutions and reports related to Country Portfolio Budgets in DOTS Tableau BO Excel etc.
Ensure alignment of reports and dashboard with the active corporate frameworks (e.g. Strategic Plan Corporate Results Framework)
Manage large data sets to make them usable and meaningful through a variety of visualization options that are universally and easily understood.
Assist CO and Global HQ B&P teams as well as WFP business units in the development of reporting analysis and performance metrics which allow the business to align and track corporate goals and drive innovation insight and decision making.
Responsible for data mapping and validation in support of data warehouse development and data conversions; this also implies managing divisional data ontology quality checks and related tasks to ensure that corporate guidelines are being followed and that the right objects and definitions are being ingested into the new WFP data hub (DOTS).
Analyse data to identify trends and potential areas of concern for CFO managers and other relevant CO/Global HQ B&P focal points.
Coordinate data visualization training documentation and other educational tools and materials. Contribute to the preparation of trainings on existing and new functionalities.
Interact with data teams and other relevant stakeholders to ensure timely and high-quality reporting and analytics and to provide inputs for corporate dashboards and analytical and reporting tools.
Undertake additional tasks as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Global HQ and CO Budget and Programming staff are informed on CPB tools and reports.
System solutions to automate processes that help make data more accessible and improve day-to-day efficiency are designed developed tested and documented.
Analyses of large data sets generate useful conclusions and actionable recommendations for the business units and management.
Solutions are proposed designed and developed for a robust reporting/data visualization platform that combines the different reporting tools and software corporately available.
Findings from the analysis turn into actionable insights through reports dashboards and/or presentations and emails are clearly documented and communicated.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education: Advanced university degree in Computer Science Engineering or other relevant field or First University degree with additional years of related work experience or trainings/courses.
Experience: At least five years of relevant experience.
Knowledge & Skills:
Advanced analytical skills in funds management supply chain management and business analysis.
Knowledge of the design and development of systems and applications needed to fulfil business requirements.
Specialized expertise to resolve issues arising during technical support. Knowledge of business transformation projects and Knowledge of change management procedures activities and processes at HQ and in the field.
Languages:
Fluency (level C) in English. A second WFP official language is desirable.
