BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
SCDB provides strategic and technical support for financial & budget management and leads business planning for the division in line with WFP policies standards and strategy. We support the various teams in designing efficient processes to streamline Supply Chain funds management and formulating & implementing plans policies and procedures for the divisions budget management; provide technical advice on fund utilization advance financing and refinancing arrangements and coordinate accurate reporting; and help strengthen Supply Chain staff capacity in budgeting funds management and operational planning.
The position works within the SCDB Budget planning and Funds Management team to support these responsibilities. It reports to a senior officer in delivering the responsibilities below:
ACCOUNTABILITIES/RESPONSIBILITIES:
1.
Contribute to and support the corporate finance and resource management strategies by participating in key programmatic initiatives and embedding value for money in these initiatives through advice on financial assessment reporting and accounting.
2.
Participate in and advise on developing and implementing plans for budget and programming activities in the division ensuring that objectives are achieved in compliance with wider budget programming policies and WFP standards.
3.
Prepare and manage budget plans (e.g. Management plan Divisional Budget CCI/TF budgets project proposals etc.) for the assigned area of responsibility in consultation with the respective Service Chief and direct supervisor.
4.
Create and review budget plans and monitor ongoing performance against the approved budget ensuring adherence to guidance and policies and providing financial analysis and advice to optimise resources within the assigned area of responsibility.
5.
Review and maintain budget and project documentation (templates tools presentations) and ensure relevant resource data is recorded in internal systems for reference in line with WFP standards and procedures.
6.
Reconcile needs and funding availability and issue monthly financial overviews to the respective Chiefs advising them on the fund utilisation status and actively suggesting solutions and mitigation measures as necessary.
7.
Analyse and provide technical support on expenditures variance analysis and timely recording of financial transactions using WINGS and other WFP corporate tools.
8.
Coordinate and prepare accurate financial reports and analysis to provide consistent information for stakeholders and to identify trends/issues and propose solutions that support decision-making by senior management.
Proactively contribute ideas to senior officers for improvement to systems techniques toolsprocesses and procedures to better monitor and manage budgets and funds to improveefficiency and effectiveness of operations and achieve divisional goals.

Represent the unit during internal meetings on budget matters as required to contribute toongoing discussions from a budget and resource programming perspective.

Perform other related duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Service-specific funding vehicles budgets and funds managed efficiently for area of responsibility andreported on regularly as per determined schedules.
Monthly budget and funds management reporting on area of responsibility and improvementsproposed/made accordingly.
Improvement proposals to relevant systems tools policies and procedures made and implemented tosupport work progression.
Maintained documentation for area of responsibility in place to facilitate knowledge management andcontinuity.
Cost recoveries performed as per established timelines and processes.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Masters degree or bachelors degree in economics and/or related field with additional years of experience in one or more of the following areas statistics business administration commerce or related fields.
Experience:
At least 5 years of previous experience in Budget and Funds Management and in an international organization preferably a UN agency is desirable.
Knowledge & Skills:
Proficiency in Microsoft Office Suite SAP/WINGS.
Ability to prepare manage and report on budgets and financial statuses ofprojects/programmes.
Has experience in multiple specialized financial areas.
Has experience in financial risk analysis.
Ability to work autonomously under direction but with minimal supervision.
Languages:
Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language is desirable.
