BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is scaling up Early Warning Systems (EWS) and Anticipatory Action (AA) to reduce climaterelated risks and protect food security in contexts increasingly affected by climate shocks and protracted crises. Droughts floods and cyclones are now among the primary drivers of humanitarian need requiring operational systems that translate forecasts into early riskinformed decisions and prearranged actions.

WFPs Climate and Resilience Service (PPGR) provides global technical leadership and operational support to Country Offices and national governments to strengthen multihazard early warning systems develop impactbased triggers and link forecasts to anticipatory humanitarian action and disaster risk financing mechanisms. WFPs global EWS and AA portfolio currently spans more than 40 countries with countrylevel investments guided by work plans that prioritize national ownership institutionalization and operational readiness.

In 2026 operational readiness will be particularly critical across several regions. Southern Africa is forecast to be impacted by a strong El Niño event during the most critical period of the agricultural growing season beginning in October increasing the risk of severe droughts and floods. Climatic impacts associated with El Niño are also expected to affect West Africa (JuneSeptember) Central America (JuneSeptember) and East Africa (OctoberNovember) with significant implications for agricultural production market access and food security. These concurrent shocks across multiple regions are likely to place increased strain on WFPs operational and technical capacities.

To ensure sustained operational readiness across WFPs global AA portfolio during this highrisk period the Global Headquarters Anticipatory Action (GHQ AA) team is seeking shortterm support to cover the maternity leave of the Africa AA Coordinator based in Rome (HQ).

The focus will be on readiness and project implementation across western and southern Africa

• Operational readiness for ENSO

• Country-level project management support (budget capacity building oversight)
• GHQ processes & learning

ACCOUNTABILITIES/RESPONSIBILITIES:

Support GHQ operational AA implementation and readiness for the 2026 drought season

Support for implementation in western Africa through the July-September season and for operational readiness in southern Africa ahead of the October-December season.

Targeted focus on Chad for AA OCHA CERF activation. Other countries to be supported directly include Madagascar Mozambique Malawi Zimbabwe Backstop support for Tanzania Zambia Lesotho Niger Mali Mauritania Burkina Faso and Nigeria. Country support

Chad: regular direct country support for team capacity strengthening implementation of 2026 Austria costed workplan climate action proposal development and implementation of the Green Climate Fund (GCF) Fund for Loss and Damage (FRLD).

Madagascar: support (either remotely or in person if requested by the CO) a national After Action Review (AAR) process for the past cyclone season and support the integration with ARC replica response where possible

Zimbabwe: support the development and approval process of the CERF AA framework ahead of October-November-December season and the integration of this in the drought work done to date.

Mozambique: regular direct country support from 1 Aug.

GHQ processes and learning

Support the AARs and regional learning exchanges surrounding these currently planned for June in Malawi on the topic of drought and July/Aug in Mozambique on the topic of rapid onset type events (i.e.: floods and cyclones)

Support liaison with Rome for reviews of new AAPs (Tanzania and Zambia)

Laise with WACARO on any AAP or framework approval processes activation monitoring and expenditure reporting requirements.

Support the process of sending any funds to countries activating within the period of the mission

Continue coordination meetings for each region and follow budgetary progress for each CO/region so as not to fall behind on spending across Norway Austria and Ireland grants.

DELIVERABLES AT THE END OF THE CONTRACT:

Handover report including:

Status on any activations and support provided including funding reporting requirements with saved documentation on Sharepoint (e.g.: IFRs APs). AAR reports for 2x countries and 2 regional thematic exchanges Status on any finalized validated and approved new/updated AAPs (including internal operational readiness annexes that have been shared internally). Any decisions affecting 2027 reporting financial or CRF or global report wise.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in climate change agriculture development studies international relations or related fields.

Experience:

At least 3 years experience working on anticipatory action.

• Experience working on OCHA-facilitated AA frameworks is required.
• Experience in AA capacity strengthening / technical assistance to government and partners is required
• Knowledge of macro-insurance / micro insurance for climate-related disasters.
• Experience in designing and implementing climate risk management and/or climate change adaptation interventions at national or community levels.
• Experience with design and/or implementation of climate finance proposals/projects such as with the GCF FRLD and Adaptation Fund is desirable.

Languages:

Fluency in French (Level C) and English (Level C) written and verbal is required for this post.
