Role Purpose

To manage British Council projects in Israel including leading the successful delivery of a range of project activities from start to finish implementation of the grant contract or project plan managing client and internal stakeholders financial management implementing monitoring and evaluation frameworks and ensuring compliance with the British Councils global project management standards.

Role Context

The British Council has a contextualised programme and project management framework with clear standards and procedures for programme management set out by the CE Centre of framework is in line with the Cabinet office functional standard for project delivery FCDO Operating Framework and the Association for Project Management Body of Knowledge.

The Project Manager will be responsible for managing BIRAX - Britain Israel Research and Academic Exchange which fosters collaborative research and builds scientific communities between the UK and Israel in biomedical research through research grants events conferences networking platforms and travel grants. The Project manager will be responsible for hand on deliverables such as grant and contract management financial management stakeholder portfolio management conferences communications and marketing. S/he will maintain close relationships with BIRAX stakeholders at the Embassy and in the sector. S/he will also take a holistic approach and contribute to the development and delivery of the countrys portfolio as part of the British Council in Israel team.

Main accountabilities

Relationship & Stakeholder management

  • Support the development and maintenance of strong and effective partner relationships. Work with the Head of BIRAX to identify collaboration opportunities with BIRAX partners and meet their requirements
  • Prepare high-quality reports for partners ensuring compliance with contractual and organisational requirements.
  • Support contract management processes and ensure adherence to British Council standards and procedures.
  • Represent the British Council and its programmes at events and meetings with partners and stakeholders where relevant.
  • Build and maintain relationships with key stakeholders including Embassy representatives and other institutional partners as well as strong internal relationships and networks.

Monitoring Evaluation and Learning (MEL)

  • Design evaluation tools lead on data collection updating and maintenance to support programme monitoring and reporting.
  • Analyse project data to inform performance tracking and continuous improvement.

Financial management

  • Manage financial administration including invoicing and payment processes.
  • Track programme finances including budgets forecasts and cashflow.
  • Support financial reporting in line with organisational requirements.

Event management

  • Design plan and deliver events and engagements from start to finish including high-profile stakeholder events.
  • Coordinate external meetings including scheduling preparation of agendas and development of briefing materials.

Communication

  • Designs and produce briefings and communications materials. Develop content for communication on various platforms.
  • Support the design and production of programme-related content and presentations.

Partnership and business development

  • Maintain an overview of the relevant market landscape to inform programme positioning and development.
  • Contribute to identifying and developing new opportunities partnerships and areas for programme growth.
  • Prepare proposals and presentations for internal and external stakeholders to support fundraising and business development efforts.

Strategy

  • Contribute to the development and implementation of programme strategy.
  • Contribute to business and strategy development for the office and support the development of new initiatives where relevant.

Operational

  • Use and maintain programme systems and platforms including grant management tools (e.g. Good Grants) and CRM systems.
  • Ensure accurate and compliant data management across systems.

Role specific knowledge and experience:

Minimum / Essential Requirements

  • BA degree or relevant work experience.
  • Experience of working in project or programme management.
  • Experience of managing projects from start to finish and familiarity with project life-cycles.
  • Understanding of procurement evaluation and reporting requirements of projects.
  • Ability to manage project finances.
  • Experience of communicating with stakeholders.
  • Experience of using technology in project delivery.
  • Good understanding and experience of supporting monitoring and evaluation.
  • Experience in marketing branding design and social media

Desirable Requirements

  • Knowledge of and experience in working in/with the Higher Education sector in Israel and/or the UK.
  • Understanding of the biomedical field and clean growth/sustainability sectors.
  • Experience in identifying and approaching new stakeholders.
  • Experience in proposal writing.

Language Requirements

High-level proficiency in both spoken and written English and Hebrew
