As the Senior Manager Counterfeit & Intellectual Property Policy Operations Lead you will set the direction for eBays global counterfeit and IP policy operations. You will lead a team of Policy Managers and Policy Specialists who translate counterfeit and IP risk legal requirements marketplace trends and customer needs into clear policies practical enforcement standards and measurable outcomes.
You will work closely with Legal Regulatory Product Engineering Customer Service Analytics and Operations to develop policies that are clear scalable measurable and ready to support modern enforcement tools. This is a high-impact role at the center of marketplace trust balancing customer trust seller fairness rights owner protection marketplace growth and compliance.
Lead eBays global counterfeit and IP policy operations strategy guiding policy intent risk assessment enforcement planning and continuous improvement.
Identify and prioritize emerging IP issues rights owner concerns regulatory changes seller behavior patterns enforcement gaps appeal trends and customer impacts.
Establish consistent approaches for documenting policies requirements controls enforcement standards and decision frameworks while raising quality standards and removing barriers to execution.
Make policies and enforcement requirements easier for sellers rights owners and internal teams to understand and apply.
Use enforcement outcomes appeal data false-positive and false-negative signals seller impact rights owner reports and operational results to assess performance and improve policies and enforcement.
Provide senior leaders with clear recommendations on IP risk enforcement health performance and areas requiring action.
Represent counterfeit and IP policy operations in governance forums planning discussions and major marketplace initiatives partnering across Legal Regulatory Product Engineering Customer Service Analytics and Operations.
10 years of relevant experience in counterfeit and intellectual property trust and safety ecommerce policy platform governance legal operations risk compliance program management strategy development consulting or analytics.
Experience leading managers senior individual contributors policy experts or domain specialists in a global environment with the ability to build credibility and influence across teams.
Strong judgment and the ability to translate complex legal policy operational customer and data inputs into clear strategies practical requirements and action.
Strong written and verbal communication skills including experience presenting recommendations to senior leaders and internal or external groups.
Strong analytical and strategy development skills including advanced Excel and PowerPoint skills SQL/database querying and an understanding of data warehouse architecture.
Familiarity with AI tools and an AI-first approach including using technology to improve insight execution and decision-making. A BS/BA in a related field is required; a masters or MBA and degrees in business or analytics are preferred.
A solutions-focused approach with the ability to challenge existing practices support positive culture change consider impacts on both buyers and sellers and take initiative. This role follows eBays hybrid model and requires working onsite at the Dublin Ireland office three days per week.
