Job Description

Reporting to the Employee Relations Managerthis rolesits within the Human Resources (HR) department andsupports theprovision ofaLearning and Development (L&D) activities across all parts of the & Development Specialist is primarily responsible for assessingorganisationaland employee learningneedsdesigningand coordinatinglearning programmes and delivering educational initiatives thatenhanceorganisational effectivenessby building workforce capabilitysupportingemployee development and fostering a culture of continuous learning.

Principal Duties and Responsibilities

  • Support delivery of strategicorganisationaland HRobjectivesby strengthening learning capability and fostering a culture of continuousdevelopment across the IAA.

  • Leadorganisation-wide learning needs analysis and support the development of annualorganisationaldepartmentaland individual training plans.

  • Support the design delivery and continuous improvement of onboarding induction successionplanningandprofessionaldevelopment initiatives ensuring they are aligned with organisational priorities and employee development needs.

  • Design develop and continuously improve blended learning solutions trainingprogrammesand supporting resources usingappropriate instructionaldesign principles and digital tools.

  • Facilitate and deliver engaging learning interventions to employeesatall levels through in-personvirtualand blended formats.

  • Manage the planning coordination and budget administration of learning and developmentactivity including further education externaltrainingand vendor engagements.

  • Manage and continuously improve the Learning Management System digital learningtechnologiesand knowledge management platforms to support scalable accessible learning delivery communication reportingcomplianceand userexperience. Measureand report on learning effectiveness outcomes and return on investment using assessment tools dataanalysisand performance insights to inform future initiatives.

  • Support the developmentimplementationand ongoing review of competency frameworks embedding Continuous Professional Development (CPD)principles toalign learning and development activity withorganisationalcapability needs.

  • Work collaboratively with managers stakeholders subject matter expertsIAAInternationalcolleaguesand external providers toidentifyneeds shape learningsolutionsand deliver learning and development

  • Ensure learning anddevelopmentpolicies proceduressystemsand communications areaccurateaccessibleand aligned withorganisationalrequirements.

  • Stay informed on emerging learning trendstechnologiesand bestpractice and apply these to enhance employee engagement coaching and continuous learning across theorganisation.

Skills and Qualifications

The successful candidate should have the following qualifications and skills:

Required:

  • A relevant third level degree in Learning and Development/HR Education or related disciplineoradditionalcommensurateexperience.

  • A minimum of three years relevant experience in a similar learning/training and development role including experience in; planning and management of staff learning/training and development training needs analysis instructional design training facilitation and presentation and delivering blended learning solutions.

  • Experienceusing learning authoring and design software.

  • Experience administeringconfiguringand enhancing a Learning Management System including content management reporting usersupportand continuous improvement.

  • Familiarity with a range of learning technology tools and generative AI.

  • Experience managing projects or workstreams from planning through to delivery including coordinating stakeholders timelinesresourcesand outcomes.

  • Proven ability to create and develop good working relationships tofacilitatethe accomplishment of work goals coupled with the ability to gain commitment from others.

  • Excellent analytical skills and experience inidentifyingimprovement opportunities generating ideas and implementing solutions.

  • Excellent interpersonal communication and training skills anddemonstratedteamwork capabilities.

  • Proficient in the use of standard office software such as Microsoft Office 365 (Word Excel PowerPoint) cloud-based platforms (Microsoft Teams) and communication tools (Outlook Teams).

  • Demonstrated ability to lead and be accountable for the delivery of agreedobjectivesand outputs.

Desirables:

  • Membership of relevant professional bodies.

  • Relevant professional certifications and/or other L&D credentials. Evidence of continuous professional development.

Selection Process

The Selection Process may include:

  • Shortlisting of candidates based on the information contained in their application.

  • A competitive preliminary interview which may include a presentation.

  • Psychometric testing.

  • Work sample/role play/media exercise and any other tests or exercises that may be deemed appropriate.

  • A second competitive interview which may include a presentation.

Shortlisting

Salary Rate

The salary range for this role is Point 1 36225 to Point

Probationary Period

The position is subject to a probationary period of 6 months from the date of actual commencement and is subject to the provision of satisfactory performance during that period.

Hours of Attendance

Hours of attendance will be fixed from time to time but will amount to not less than 41 hours gross per week. The successful candidate will be required to work additional hours from time to time as may be reasonable and necessary for the proper performance of their duties subject to the limits set down in the working time regulations.

Annual Leave

Annual Leave excluding public holidays is 23 days per annum.

Pension

The successful candidate will on date of joining become a member of the Irish Aviation Authority pension scheme details of which will be communicated to the successful candidate on offer of appointment.

Location

The IAA is based in the Times Building 11-12 DOlier Street Dublin 2 near Trinity College. We are convenient to all Luas lines; several Dublin Bus routes and are about 5 minutes from Tara Street Railway Station. We are also just minutes from OConnell Street and St. Stephens Green.

Hybrid working arrangements may be agreed in line with IAA Flexible Working policy.
