Job Summary
The successful candidate will lead the full contract lifecycle of PDx Investment Projects from project commercial strategy market engagement tendering and contract drafting through negotiation award execution administration change control closeout and claims management. They shall partner with the business and project teams from concept and business case through design construction commissioning handover and final account ensuring contracts contain clear scopes appropriate risk allocation robust governance and effective mechanisms for supplier performance change and dispute resolution.
They shall work closely with Site Leadership and Operations Project Management Engineering Quality EHS Finance Legal Tax Risk Management and Insurance and Global Sourcing as well as external engineering construction equipment and specialist partners and service providers to support safe compliant on-time and on-budget project portfolio delivery.
GE HealthCares Pharmaceutical Diagnostics (PDx) segment is a global leader in imaging agents. PDx develops and manufactures contrast media and radiopharmaceutical imaging agents used to support diagnosis monitoring and treatment decisions across major care pathways including neurology cardiology and oncology. PDx products support approximately 140 million patient procedures each year worldwide - equivalent to four procedures every second.
GE HealthCare continues to invest in PDx manufacturing capacity supply resilience and new capabilities. Effective sourcing commercial governance and contract management are critical to delivering this capital portfolio safely compliantly predictably and with best value.
Develop and own the global PDxcapital projectssourcing commercial and contract management strategy standards governance delegated approval routes templates playbooks systems and key performance indicators.
Define and lead commercial andsourcingplanningfor the portfolio of projects including delivery models packagestrategies contracting models scheduling market capacity prequalification bid strategies owner/contractor risk allocation stage gate reviewsand resourcing.
Lead end-to-end competitive sourcing for capitalworkpackages including RFI/RFQ/RFP documentation bid lists supplier due diligencebidclarifications commercial evaluation should-cost and total-cost analysis negotiations award recommendationsapprovalsand post award supplier management.
In partnership with Legal and project stakeholders lead the drafting review negotiation and execution of contracts statements of work schedules purchase orders amendments dispute resolutionand settlement agreements. Ensure clarity on scopein line with project requirements interfaces pricing payments scheduleand keymilestones performancesecurity insurance warranties indemnities liability intellectual property audit rights termination compliance change claims and dispute resolution.
Select and deploy fit-for-purposeprojectcontracting and pricing models including EPC/EPCM design-build construction management lump sum guaranteed maximum or target cost reimbursable unit-rate and framework arrangements as appropriate to project risk and market conditions.
Ensurework package documents e.g.scopes of work specifications responsibility matrices and battery limitsetc.are complete and coordinated beforebidawardso as toreduceambiguity gaps overlaps and downstream claims exposure.
Establish contract execution plans and lead post-award contract administration including kick-offchange managementobligation tracking notices deliverables bonds and guarantees insurance payment certification performance reporting audits warranties records and formal commercial correspondence.
In partnership with sites build on existingchange control and claims-avoidance processes including early-warning mechanisms contemporaneous records notice requirements change registers entitlement reviews and alignment with project controls schedule and cost management.
Lead the assessmentdefense negotiation and resolution ofpartner andsupplier claims includingchanges extensions of time delay disruption acceleration escalation and loss or expense. Coordinate entitlement quantum and schedule analysis with Legal Project Controls and external specialists;
Lead final accounts contract closeout and commercial handover including reconciliation of changes releases lien or waiver documentation where applicable warranty obligations claims closure lessons learned and supplier performance records.
Develop strategic relationships with key engineering construction and equipment suppliers; monitor market capacity cost drivers supplier financial health performance compliance and risk; and lead recovery plans and executive supplier reviews.
Drive best value and total-cost outcomes through competition negotiation standardisation early supplier involvement value engineering benchmarking demand management and commercial innovation without compromising safety quality regulatory compliance or schedule.
Ensure compliance with GE HealthCare policies and applicable legal ethical trade anti-bribery data/privacy quality EHS and regulatory requirements including cGMP expectations for work performed in regulated facilities.
Leadtheadoption of digital sourcing and contract lifecycle management tools dashboards and analytics to improve cycle time visibility obligation tracking risk management and decision-making.
Build and develop the PDx sourcing and contracts capability including coaching direct and matrix team members deploying specialist external resources building communities of practice and standardising ways of working across regions and sites.
Provide clear executiveglobal and projectreporting on sourcing status commitments savings and value supplier risk changes claims forecast exposure and key decisions across the portfolio.
Proven track record leadingand deliveringsourcing and contract/commercial management for complex capital projects with an individual total installed cost of at least US$50 million (or equivalent)per project from early design through construction commissioning closeout and claims resolution. Experience with portfolios of multiple major projects is strongly preferred.
Relevant degree and 15 years of progressive experience in strategic sourcing quantity surveying commercial or contract management with substantial experience in capital projects and construction and at least five years in senior or global leadership rolesin a fortune 500 company.
Significant experience in pharmaceutical biopharmaceutical medical technology or other highly regulated process manufacturing environments; practical knowledge of cGMP/GxP project delivery.
Demonstrated end-to-end contracts experience including drafting and negotiating construction engineering equipment and professional services agreementscontract execution and administrationchange control;change managementfinal accountsand claims or dispute management.
Deep knowledge of construction and engineering delivery models commercial structures and risk allocation with experience using internationaland /or local standard forms and bespoke contracts.
Hands-on experience managing claims for time and money including noticeschanges extensions of time delay and disruption acceleration escalation cost substantiation and settlement. Ability to work effectively with critical path schedules key milestonesand forensic schedule or cost analysis specialists.
Multi-regional or global experience and the ability to adapt sourcing and contracting approaches to different legal tax labour regulatory and market environments.
Strong commercial financial and analytical capability including bid normalisation cost models total cost of ownership cash flow and payment profiles indexation or escalation contingencies risk pricing and executive business cases.
Exceptional negotiation written communication and contract drafting skills with the ability to translate complex technical commercial and legal issues into clear decisions and practical contract language.
Strong capability to collaborate with and influence senior leaders across PDx and functions and to challenge constructively while maintaining trusted relationships with external partners.
Proven people leadership and the ability to build coach and mobilise high-performing direct matrix and external teams.
Strong ethical judgement resilience and decision-making under pressure; able to manage multiple high-value negotiations active contracts and claims simultaneously.
Working knowledge of e-sourcing supplier management projectsourcingand contract lifecycle management platforms with the ability to use data and digital tools to improve governance and performance.
Professional certification such as MCIPS/CIPS CPSM WorldCC/CCM PMP or equivalent is desirable.
Fluent English is required; additional languages are an advantage.
Location:Cork Lindesnes Oslo or Eindhoven with a mix of on-site and hybrid working subject to business and project needs.
Travel:International travel is expected potentially including weekends and multi-week stays. Travel of up to approximately 20% away from home.
