Tallaght University Hospital (TUH) is one of Irelands largest acute teaching hospitals adult psychiatric and age-related healthcare on one site. The Hospital has 450 adult beds with over 3500 people on staff and more than 60 different nationalities represented. The Hospital is a provider of local regional and national specialties. It is a designated trauma unit incorporating the National Pelvic and Acetabular Unit a regional Urology Centre and the second largest provider of renal dialysis services in the country.

One of the two main academic teaching hospitals of Trinity College Dublin -TUH specialise in the training and professional development of staff in areas such as Medicine Nursing Health and Social Care Professionals. TUH is part of the Dublin Midlands Hospital Group which serves a population of over 1.2 million across seven counties.

Purpose of the role:
The successful candidate will report directly to the Head of Catering and will work closely with and have operational accountability for catering line managers and other heads/personnel from other departments and will deputise for the Head of Catering in their absence.

The post holder will assist Head of Catering in providing exceptional catering services to patients staff and visitors based on the Hospitals ethos of quality respect caring and compassion to support a positive Patient experience.

Overview of role:
  • Deputise for Head of Department and Catering managers within the department working knowledge of purchasing production food & beverage patient food services quality and training will be required
  • Work with other Managers in the Directorate to develop strategic plans for the department in accordance with the service delivery objects set out by the Hospital
  • Deliver and monitor changes management initiatives within the department
  • Establish and manage communication processes to facilitate all channels of communications within the department and wider Hospital network
  • Liaise with Hospital Procurement function in terms of supply market analysis and development of procurement strategies
  • Product manage all new service developments from concept design to implementation
  • Manage contracts with all external service providers. Draft and agree service level agreements for external service users with in the TUH campus ensuring timely and accurate implementation of the agreements prepare and agree consolidated service plan for equipment service contracts replacement of capital equipment program driven through short/medium and long term service planning.
  • Maintain an Assist register of appropriate equipment
  • Actively monitor the pay and non- pay budget and report on same to the Head of Catering
  • Ensure through monthly financial review meetings with the head of department and line managers that expenditure on staff costs (resources overtime week-ends) for all activities is controlled within agreed limits in compliance with the hospitals financial instructions (budgetary compliance PAY Budget)
  • Ensure through monthly financial review meetings with the head of department and line managers that expenditure on food costs (purchases overheads associated costs) is controlled within agreed limits in compliance with the hospitals financial instructions (budgetary compliance NON PAY budget)
  • Monitor all spending within the department and review it in line with budgets set report and action as appropriate
  • Collaborate with relevant sections/line managers and the head of department within the Catering service in establishing costing codes and financial accountability for the Catering service.
  • Liaise with Hospital Recruitment to recruit talent. Be responsible for the design and implementation of job descriptions and recruitment for the department
  • Identify and act on training and development requirements for all staff working in the Central Production-Purchasing Food-Beverage QA/Training and Patients Unit in conjunction with QA/Training Manager and Head of Department.
  • Promote a culture of dignity respect and fairness and seek to eliminate all forms of discrimination
  • Provide leadership and stimulate initiative amongst staff and in relation to service improvements and striving to maintain and better various standard.
  • Ensure all staff and management are kept informed of all developments within Catering and with - in the wider hospital itself part of which would be in the absence of the Head of Catering
  • Making decisions in relation to service delivery on a daily basis
  • Continuously monitor existing procedures to ensure they comply with best practice and the development of new/improved procedures where appropriate
  • Project Management as required
  • Use all technology and equipment assigned and complete all essential training successfully
  • Establish and introduce key performance indicators (KPIs) with measurement targets for the department.
  • Demonstrate knowledge and understanding of the Health Information and Quality Authority (HIQA) Standards National Standards for the Prevention and Control of Healthcare Associated infections Environmental Health Audits IDDSI and Hygiene Standards as they apply to the role and the department
  • Responsible for the integrity and updating the department risk register ensuring that identified risks are actioned and closed out by relevant risk owners
  • Working knowledge of Hospital systems HR recruitment core HR manager SAP (IFMS ) sap HR NIMs Procurement and manna Diet plan or other catering nutrition systems
  • In conjunction with the Head of Catering ensure that work schedules are created to provide for the most effective and efficient deployment of staff and other resources and are reviewed systematically in light of changes in the volume of work in the Department
  • In conjunction with the Head of Catering ensure that the department provides special diets for the specific needs of patients in consultation with nursing medical and dietetic staff
  • In conjunction with the Head of Catering monitor the quality of food and service delivered to patients at ward level through daily ward visits speaking with patients regular audits and patient satisfaction surveys
  • Be innovative in the introduction of new technologies catering trends assisting and supporting the Head of Department in planning and mapping service changes various projects performance matrix design and implementation both qualitatively and quantitatively in the hospital.
  • To undertake any other duties of a similar level and responsibilities as may be required from time to time

Qualifications & Experience required
must have:
  • Possess a third level qualification at minimum NFQ level 7 In relevant field
  • 5 years relevant administration experience
  • Minimum of 2 years Supervisory / Management experience
  • Practical experience of use of IT systems / packages.
  • Fluent command and understanding of the English language to include spoken and written word.

Desirable:
  • Microsoft Project Experience
  • Possess administrative capacity to carry out the functions of the grade
  • Experience of SAP financial systems or similar IT Systems and catering software system.
  • Experience of Employee Rostering IT system e.g. CORE
  • 4 years relevant management experience in acomparable size organisation
  • Knowledge of catering purchasing/production food & beverage or patient food services quality

Reward & Recognition
  • Remuneration is in accordance with the Department of Health Consolidated Salary Scales grade code 0582
  • The appointment isspecified purpose full-time & pensionable
  • These particulars are subject to change in line with overall public pay policy. Point on scale allocated is based on relevant HSE Circulars.
  • The annual leave entitlement is 30 working days per year. The leave year runs from 1st April to the 31st of March each year
  • Normal working hours are 35 worked over 5 days .Your contracted hours of work are liable to change between the hours of 7 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement
