Role summary

This role owns the day-to-day execution of manpower outsourcing temp staffing and entry-to-lower-level recruitment for People & Partners Group and our clients in Ghana. You will manage candidate pipelines onboarding deployment and basic HR administration to ensure projects are always fully staffed compliant and delivered on time.


Key responsibilities

A. Manpower planning & requisition management

  • Work with internal account managers and client contacts to understand headcount needs for temp contract and entry-level roles across industries.
  • Prepare and track staffing requisitions approvals and deployment timelines to ensure full coverage for client projects.
  • Maintain an updated manpower tracker for all outsourced staff including role location contract type and end dates.


B. Sourcing screening & selection roles

  • Source candidates for blue-collar field sales customer service administrative and other junior roles using job boards social media referrals and field sourcing.
  • Conduct first-level screening (CV review phone screening basic testing) to assess suitability availability and salary expectations.
  • Schedule interviews and assessments with hiring managers / client representatives and manage candidate communication throughout the process.
  • Build and maintain talent pools for frequently requested roles to reduce time-to-fill.


C. Onboarding deployment & HR admin

Coordinate end-to-end onboarding for outsourced staff: documentation contracts medicals (if applicable) orientation and deployment to client sites.

  • Ensure all mandatory documents (IDs certificates references etc.) are collected and accurately filed (physical and digital).
  • Prepare staff deployment lists duty rosters and update any changes (transfers replacements exits) in collaboration with clients.
  • Support the HR & Compliance Manager with preparation of employment contracts and addenda using approved templates.


D. Staff relations attendance & performance follow-up

Monitor attendance punctuality and basic performance indicators for outsourced staff through timesheets supervisor feedback and check-ins.

  • Escalate disciplinary issues grievances and performance concerns to the HR & Compliance Manager and support in implementing agreed actions.
  • Conduct periodic site visits or virtual check-ins with outsourced staff and client supervisors to promote engagement and quick issue resolution.


E. Coordination with payroll & compliance

Submit accurate timely staff movement reports (new hires exits changes) to payroll and HR & Compliance for processing statutory obligations (SSNIT GRA etc.).

  • Verify timesheets and allowances for outsourced staff before payroll cut-off in collaboration with client supervisors.
  • Ensure all outsourcing activities adhere to company policies and the frameworks defined by the HR & Compliance Manager (contracts working hours leave etc.).


F. Data reporting & process improvement

Maintain accurate HRIS or spreadsheet records for all outsourced staff deployments and contracts.

  • Prepare weekly and monthly reports on vacancies time-to-fill staff counts per client attrition and key issues.
  • Suggest improvements to sourcing channels onboarding workflows and documentation processes to increase efficiency and reduce errors.




Requirements
  • Bachelors degree or HND in Human Resource Management Business Administration or related field.
  • 24 years experience in recruitment outsourcing/manpower supply field staffing or HR coordination ideally within an agency or multi-client environment.
  • 1 years of work experience with Applicant Tracking Systems
  • Experience handling high-volume junior-level recruitment and deployments is strongly preferred.
  • Strong sourcing skills for mass recruitment blue-collar and junior roles.
  • Excellent coordination and follow-through; able to manage multiple requisitions and deadlines simultaneously.
  • Good knowledge of basic HR practices contracts and Ghanaian labour regulations at an operational level (statutory contributions working hours overtime etc.).
  • Confident communication in English (and local languages an advantage) with good stakeholder management across clients candidates and internal teams.
  • Proficient in Excel/Google Sheets and comfortable learning HRIS or ATS tools.
  • High integrity attention to detail and strong customer service orientation.
