Role Summary

Lead the EHS discipline within Mawums Limiteds corporate EHQS function reporting directly to the General Manager - Construction Division and provide independent assurance that all Ghana projects quarries production facilities workshops camps and support operations comply with applicable law contractual requirements and corporate EHS

Key Responsibilities / Corporate and project EHS

EHS Leadership and Governance

• Leads implementation of the Mawums corporate EHS policy strategy standards and annual improvement programme across Ghana.
  
• Maintains an EHS governance framework with clear accountabilities minimum controls reporting lines and escalation thresholds.
  
• Chairs corporate EHS reviews and provides the General Manager with independent assurance priority risks and decisions required.
  
• Promotes visible leadership workforce consultation and a culture in which commercial or schedule pressure never overrides safety or compliance.
  

Legal and Regulatory Compliance

• Maintains a current register of applicable Ghanaian occupational safety labour environmental fire public-health and permit requirements.
  
• Translates legal and contractual obligations into practical controls inspection criteria and evidence requirements for each operation.
  
• Coordinates regulatory inspections statutory submissions license conditions and responses to notices or enforcement actions.
  
• Immediately informs the General Manager of actual or potential material breaches and verifies corrective action to closure.
  

Project Mobilization and EHS Planning

• Establishes project-specific EHS requirements during tender review planning mobilisation and major changes in scope or method.
  
• Reviews and approves Project EHS Plans environmental plans traffic management plans and emergency arrangements before high-risk work begins.
  
• Confirms that competent personnel permits welfare facilities monitoring equipment and emergency resources are available.
  
• Conducts mobilization assurance reviews and reports readiness gaps to the Operations Manager and General Manager.
  

Risk Assessment and Safe Systems of Work

• Sets standards for hazard identification risk assessment method statements permit-to-work systems and task-level briefings.
  
• Ensures design planning and field teams apply the hierarchy of controls and eliminate hazards wherever reasonably practicable.
  
• Reviews critical lift plans confined-space work excavation work at height hot work energization and other high-risk activities.
  
• Verifies that controls remain effective when site conditions sequence equipment workforce or weather conditions change.
  

Occupational Health and Welfare

• Develops occupational-health programs covering fitness for work medical surveillance fatigue heat stress noise dust vibration and ergonomics.
  
• Ensures appropriate first-aid clinic sanitation drinking water accommodation and welfare arrangements at projects and remote facilities.
  
• Coordinates confidential health monitoring with competent providers and tracks work-related illness trends without compromising personal privacy.
  
• Promotes mental well-being substance-abuse controls and suitable rehabilitation or return-to-work arrangements.
  

Incident Reporting and Investigation

• Maintains requirements for immediate notification classification recording and statutory reporting of incidents near misses and environmental events.
  
• Leads or oversees investigations of fatalities serious injuries high-potential events and material environmental incidents using recognized root-cause methods.
  
• Protects evidence ensures factual reporting and issues urgent learning alerts where similar exposure exists elsewhere.
  
• Tracks corrective and preventive actions to verified closure and briefs the General Manager on findings and organizational lessons.
  

Environmental Management

• Establishes controls for erosion sediment dust noise vibration water waste spills emissions biodiversity and rehabilitation.
  
• Ensures environmental permits approvals monitoring programmes and reporting obligations are incorporated into operating plans.
  
• Reviews fuel chemical and hazardous-material storage transport use and disposal arrangements across sites and facilities.
  
• Investigates environmental exceedances or complaints and coordinates prompt containment remediation and stakeholder communication.
  

High-Risk Construction Activities

• Defines minimum EHS controls for earthworks excavation temporary works lifting work at height demolition structures and water-related work.
  
• Verifies competency inspection exclusion zones engineered controls and rescue arrangements before high-risk activities commence.
  
• Conducts targeted assurance inspections at critical stages and during unusual simultaneous or non- routine operations.
  
• Stops work and requires reassessment whenever controls are absent conditions differ materially or imminent danger exists.
  

Traffic Plant and Equipment Safety

• Establishes standards for road safety journey management traffic separation driver competence speed control and public-interface protection.
  
• Coordinates with Plant and Workshop teams on guarding inspection maintenance isolation and safe operation of mobile and fixed equipment.
  
• Reviews high-risk movements abnormal loads reversing exposure and interfaces between construction traffic and communities.
  
• Uses incident and telematics data to identify unsafe trends and require focused corrective or disciplinary action.
  

Emergency Preparedness and Response

• Maintains risk-based emergency plans for fire medical events vehicle incidents collapse spills severe weather security and community impact.
  
• Ensures projects and facilities have trained response teams reliable communications suitable equipment and current contact or evacuation plans.
  
• Plans and evaluates drills with project leadership hospitals fire services and other responders where appropriate.
  
• Coordinates the EHS component of crisis response and recovery and provides the General Manager with timely verified information.
  

Auditing Inspections and Corrective Actions

• Develops a risk-based corporate audit and inspection programme covering all projects quarries plants workshops camps and offices.
  
• Performs independent audits field inspections and management-system reviews and communicates clear findings to accountable managers.
  
• Classifies findings by risk sets proportionate closure deadlines and escalates overdue or repeated non- conformities.
  
• Verifies effectiveness rather than administrative closure and reports systemic trends to the General Manager.
  

Subcontractor and Supplier EHS

• Sets EHS pre-qualification mobilizations induction supervision and performance requirements for subcontractors and specialist service providers.
  
• Reviews competence risk controls equipment certification insurance and incident history before appointment or work commencement.
  
• Ensures subcontractor EHS performance is monitored consistently and included in commercial and operational reviews.
  
• Recommends suspension removal or contractual action where a provider repeatedly fails to protect people the public or the environment.
  

Training Culture and Communication

• Establishes an EHS competence matrix and annual training plan for executives managers supervisors operators drivers and workforce groups.
  
• Ensures inductions toolbox talks permit training and critical-role competency assessments are effective and properly recorded.
  
• Coaches leaders in visible safety leadership constructive intervention incident learning and workforce engagement.
  
• Communicates lessons alerts and good practices across operations and supports fair recognition and accountability programmes.
  

Performance Reporting and Continuous Improvement

• Defines leading and lagging indicators and maintains reliable corporate EHS dashboards for projects facilities and subcontractors.
  
• Analyses injury exposure audit training environmental and behavioural data to identify deteriorating controls and recurring causes.
  
• Reports material trends assurance results and improvement priorities directly to the General Manager and supports management review.
  
• Benchmarks performance standardizes proven practices and verifies that lessons learned produce sustained improvement across Ghana operations.
  

Qualification

Formal Education

• Bachelors degree in Occupational Health and Safety Environmental Science or Engineering Civil or Construction Engineering or a related discipline.
  
• A relevant masters degree is advantageous.
  
• NEBOSH International Diploma or equivalent advanced professional qualification is highly desirable; NEBOSH IGC or equivalent is strongly preferred. ISO 45001 and ISO 14001 Lead or Internal Auditor certification is advantageous.
  

Work Experience

• Minimum 10 to 15 years of progressively responsible EHS experience in construction civil engineering or heavy industry including at least five years in a senior corporate regional or multi-project role.
  
• Demonstrated experience across roads earthworks drainage structures quarries asphalt and concrete plants workshops and heavy mobile equipment.
  
• Proven leadership of serious-incident investigations regulatory engagement emergency response and high-risk activity assurance.
  
• Experience in Ghana or comparable West African operating environments is advantageous.
