Background:
SoCha, LLC is implementing The United States Agency for International Development in the Democratic Republic of Congo (USAID/DRC) 5-year Mission Strategic Support Program (MSSP). The purpose of MSSP is to provide technical and advisory services in planning, designing, conducting, disseminating, and learning from monitoring and evaluation of the Mission’s portfolios assisting the mission with strategy and activity-level performance monitoring, evaluation, and learning, including conducting data gathering and verification, data visualization (including Geographic Information Systems), data quality assessments, impact and performance evaluations, assessments, organizational learning, and collaboration among USAID’s implementing partners. The Program will also implement a capacity building agenda for the mission and Implementing Partners, developing a baseline of M&E knowledge within the mission and tailoring a curriculum to provide skills development to mission staff.

To provide quality MEL services, we seek a qualified Deputy Chief of Part, Strategic Monitoring and Analytics to oversee the provision of MEL services and capacity building assistance across DRC.

Scope of Work:
The Kinshasa-based Deputy Chief of Party (Strategic Monitoring and Analytics) will oversee technical aspects of the Activity. S/he will work with USAID/DRC to:

  • Proven strong analytical skills using a variety of qualitative and quantitative analytical methods.
  • Provide technical leadership, administrative oversight, and overall coordination of the activity.
  • Manage staff, to ensure MSSP meets stated goals and reporting requirements.
  • Ensure the quality, timeliness, and efficiency of all products and activities generated under MSSP.
  • Focus activity-level data needs to ensure high quality evidence is gathered and analyzed for the Missions strategic objectives.
  • Lead the Kinshasa office in technical and operational work.
  • Lead client relations with USAID/DRC’s program office, technical offices, and front office.
  • Lead the execution and delivery of technical MEL work under the contract.
  • Oversee Objectives which include routine performance monitoring, data management, data quality assessment, and the GIS services.
  • Oversee the Development of appropriate indicators for new projects and activities.
  • Oversee project technical team to undertake Data Quality Assessments.
  • Assist the technical team to develop and implement the Mission CLA plan.
  • Meet with the USAID Contract Officer’s Representative to collaboratively coordinate priorities and work.
  • Champion process improvement, change, and capacity enhancements in MEL.

Minimum qualifications and experience:

  • Advanced degree (or an additional 5 years of work experience in lieu of a masters) in sociology, management, law, public administration, economics, or other relevant social science field.
  • 8+ years’ experience working on donor-funded projects in a senior technical role.
  • 5+ years’ experience working in the DRC / Central African region or 3+ years in broader Africa.
  • Demonstrable experience designing and implementing a national development strategy measurement scheme for a major international development partner.
  • 4+ years demonstrable experience in MEL and how MEL improves USAID’s programs.
  • 2+ years’ experience supporting development partners with adaptive management techniques (e.g., applying CLA tools and frameworks).
  • Experience supporting the USAID Program Cycle or similar project design, implementation, or learning models.
  • Excellent writing and communication skills in English and French.
  • Demonstrated experience liaising with high-level private and public sector representatives.
  • Proven ability to respond quickly to newly emergent tasks.

Location:
Kinshasa, DRC with occasional travel within the country and in neighboring countries.
